EXECUTIVE SUMMARY
Recommendation to approve the Second Amendment to State Housing Initiatives Partnership
(SHIP) Program Subrecipient Agreement with Community Assisted and Supported Living, Inc.
OBJECTIVE: Provide a rehabilitation program throughout Collier County.
CONSIDERATIONS: The Owner-Occupied Rehabilitation Program provides benefits for very-low to
moderate income homeowners in Collier County through funding for necessary repairs to their dwelling,
with a maximum award of $30,000. Homeowners must meet all program requirements to qualify for
assistance. Funding for this project is in line with the strategies outlined in the 2013-2016 Local Housing
Assistance Plan.
On February 23, 2016, Item 16D10, the Board approved an agreement with Community Assisted and
Supported Living, Inc. for the administration of the Owner Occupied Rehabilitation Program under the
SHIP Program. The First Amendment to this Agreement was approved by the Board on October 25, 2016,
Item 16D3.
Amendment #1 reduced the allocation as it was not anticipated at that time from information gathered
from the homeowners that each homeowners rehabilitation would cost the maximum allowable amount
and it was anticipated that the sub recipient would be able to complete the project in the current allocation
year. As the project progressed and inspections were completed by the sub recipient and the third party
inspector, it became evident that the cost of rehabilitation was going to be the maximum allowable
amount thus creating a shortfall in the funding allocation and also the time anticipated for completion of
the rehabilitation would go beyond June 30 thus requiring the use of the following fiscal year allocation
of funds. The increase of $121,000 brings the total award amount to $342,000.
The Second Amendment incorporates the following changes:
Increase total award by $121,000 by providing additional funding from SHIP 2015-2016 funding
year to allow for existing eligible clients to complete home rehabilitation
Update associated expenditure time of performance dates.
Revise language for requesting time extension to clarify it must be provided within 90 days after
the Notice to Proceed is issued
FISCAL IMPACT: The funding source for this grant is the Florida Housing Finance Corporation. Funds
are budgeted within SHIP Grant Fund 791, Project 33331 and 33429. The funding amount for this
contract will be increased by $121,000 (to allow additional funds from fiscal funding year 2015-2016).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further the Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign the Second Amendment to the
subrecipient agreement with Community Assisted and Supported Living, Inc.
