CWIP Minutes 01/13/2017 January 13,2017 MINUTES OF THE COLLIER COUNTY COMPREHENSIVE WATERSHED IMPROVEMENT PROGRAM COMMITTEE Naples, Florida, January 13, 2017 LET IT BE REMIMBERED, the Collier County Watershed Improvement Program Committee in and for the County of Collier, having conducted business herein, met on this date at 1:00 PM in a REGULAR SESSION at the Growth Management Department Building, Room 609/610 2800 N. Approval of Agenda—Committee action requested Mr.Strakaluse moved to approve the Agenda. Second by Mr. Nageon De Lestang. Carried unanimously 4-0. 3. Approval of Minutes—Committee action requested a) November 8, 2016 Minutes Mr. Carter moved to approve the minutes of the November 8, 2016 meeting. Second by Mr. Strakaluse. Carried unanimously 4—0. 4. Staff Announcements—Jerry Kurtz,Collier County Government None 5. Workshop/Discussion Session a. Walking the W.B.ID. in the Cocohatchee Watershed Rhonda Watkins,Principal Environmental Specialist, Collier County Pollution Control Ms.Watkins presented the PowerPoint "Walking the W.B.ID. in the Cocohatchee Watershed" highlighting: • The Cocohatchee River W.B.ID(Water Body Identification)was declared impaired total fecal Coliform with a Total Maximum Daily Load set in 2008. • The impairment was based on not meeting the maximum fecal Coliform for a Class II, Marine waters for propagating and harvesting of shellfish. • The W.B.ID is divided into 3 sections: Cocohatchee River,Cocohatchee Golf Course Discharge,and Inland. Canals are also located within the boundaries. • The Walking the W.B.ID is a bacteria based tracking program established by FDEP bringing together stakeholders including the State,County and public to brainstorm potential sources of the impairments. • The process includes mapping of areas(to determine sources such as marine pump out stations,septic tanks,farms,dog parks,etc.),field observations and water sampling of potential source of impairments during the wet and dry times of the year. • The sampling includes the search for the presence of certain biomarkers(i.e. acetaminophen, human and animal DNA and Suclarose)to determine if the source of the impairments may be identified. • Three phases of water sampling were completed with the last round completed in June of 2015. • Although the monitoring identified some presence of the biomarkers,no concrete conclusions could be drawn for the source of the impairments. • The FDEP is completing a report on the activity and future endeavors include determining if any sewage transmission lines are leaking,continued sampling of selected areas,inspections to determine any aging infrastructure in the area that may be contributing to the impairments, education of the boating and general public on the issue,etc. 2 January 13, 2017 • Another option being considered is requesting a reclassification of the waters from Class II to Class III given the W.B.ID meets the qualifications for Class III and there is currently (nor anticipated for the future)no commercial shellfish harvesting potential for the area. The Committee requested Staff provide them with the requirements to change the Classification of the W.B.ID from Class II to Class III. b. Stormwater Projects within the Cocohatchee Watershed Liz Gosselin,Engineer,Collier County Stormwater Planning Ms. Gosselin presented the PowerPoint "Collier County Stormwater Projects within the Cocohatchee Watershed"highlighting: • The projects involve improvements to Vanderbilt Drive Cul-de-Sacs and the Naples Park area and are a coordinated effort between the Growth Management Division and the Planned Unit Developments. • The projects are phased and include potable water main and wastewater force main replacement and improvements to stormwater infrastructure. • The Vanderbilt Drive project is expected to be undertaken in a shorter time frame and completed in 2018. • The Naples Park improvements is a long term project,phased over 7 areas with 2 streets to be completed in a fiscal year. The work is anticipated to commence in 2018. The Committee noted it would be beneficial to develop a metrics to measure the success of the projects for future planning purposes. The Committee noted in regards to the Watershed and their review: • It may be beneficial to develop guidelines for residents,boaters,the general public,etc. on Best Management Practices for the area. • Consideration may be given to identifying any properties to"target"for acquisition in order to develop stormwater infrastructure in the future. Said endeavor could include a cost benefit analysis to determine the feasibility of the acquisitions. • It would be advantageous to determine the reasons for high nutrient loading in the upper Cocohatchee region. Staff reported they would summarize the comments and report back to the Committee. c. Discussion:'1iclusion of Golden Gate Estates Area Wetlands,including Conservation Collier Acquisition Areas,into TDR Program Jerry Kurtz, Principal Project Manager,Collier County Kris Van Lengen,Community Planning Manager,Collier County Mr.Kurtz presented the PowerPoint "TDR Program Golden Gate Estates Area Wetlands Conservation Collier.Acquisition Areas"for information purposes which identified the multi parcel acquisition projects from the Conservation Collier Program. He noted there is a restudy of the TDR program and consideration is being given to expanding the sending lands into properties within the multi parcel project boundaries. Mr.Van Lengen reported: • One concern raised regarding the concept,that increasing the supply of TDR credits from sending lands would negatively impact the value of the existing sending land owners credits, 3 January 13,2017 has been addressed as economic analysis demonstrates there would be little impact for including the Conservation Collier target areas. • The BCC,at their workshop on the TDR program in early January expressed interest in considering expanding the"receiving areas"outside the current boundaries to the urban area which may require a"second"TDR program which could include these sending areas. • Staff queried if the Committee would like to provide a recommendation on the concept of including the privately owned parcels in the Conservation Collier target areas as"sending lands." Committee discussion noted: • They are a technical committee with their efforts focused on water management,not development rights and the question is more of a policy issue • One concept they have previously recommended is identifying avenues available for owners in Golden Gate Estates to retain water on their lots in exchange for some type of watershed tax credits,given there are 20,000 single family lots in the region which provides an opportunity for"incremental repair"of the stormwater impacts. • An endorsement may be in order if the concept may be linked to CWIP goals such as potential improvements to wetlands, water quality, stormwater management,etc. Staff presented the following sample motion for consideration: To support the use of the TDR Program to acquire select parcels in the Golden Gate Estates, such cis Winchester Head, Red Maple Swamp and Horsepen Strand as a watershed management strategy to reduce density and preserve wetland for storage and,filtration subject to analysis by appropriate experts and the BCC. The Committee discussed the motion including whether to incorporate a reference to lands that may be acquired through the Conservation Collier Program in the future. Also, Mr. Vasey was not able to be present and it would be beneficial to continue discussion on the item to the next meeting. The Committee requested Staff to review the motion and propose any changes they desire and present it for discussion by the committee at a future meeting. 6. Member and Citizen Comments None 7.
