Sheriff Rambosk called the meeting to order at 12:01 p.m.
B. Roundtable Introductions
The participants introduced themselves.
C. Selection of New Chair/Vice Chair 4Cbkill\
Mr. Russell moved to appoint (Commissioner) Bill McDaniel as Chairman of ,a,lic Safety
Coordinating Council. Second by Mr. Paterno. Carried unanimously 9—0
Mr. Paterno moved to appoint Judge Rob Crown as Vice Chairman o , .O lic Safety
Coordinating Council. Second by Mr. Burgess. Carried unanimo 16 I.
II. Old Business
A. Review and Approval of Meeting Minutes from June 15 2016
Mr. Russell moved to approve the minutes of the June 14 116 meeting as presented. Second by
Mr. Burgess. Carried unanimously 9—0. '

B. Update on the Jail Master Plan- Chief Ch 14 r
Chief Roberts reported that the consultant (. 417 was engaged and the study is underway. An
update will be:;provided under Item III.A
C. Update on Tablet Program for m s p ief Chris Roberts
Chief Roberts reported: ��
• The Program intends to e tablets available to inmates to enhance their daily productivity
and increase their knowled as they exit the program.
• There is no c to thhaxpayer for the system and the users do not have access to the open
internet as ice is provided by a private server.
• One iss b olved is the tablets are provided by the vendor at no cost if they provide
the p e rvic . The Purchasing Department is reviewing the proposals to ensure they
meet Co ty requirements.
III. New Bu Ines,
A. ' 9 )m ' esentation/Q&A Re: Jail Master Plan Study
nett of AECOM presented the PowerPoint "Collier County Criminal Justice System
"Ost' Plan" dated February 7, 2017 highlighting:
• The study is to provide input to those designing facilities and programs for individuals in the
criminal justice system.
• One underlying factor for the endeavor is studies indicate incarceration does not deter crime
as there is no relationship between crime rates and incarceration rates.
• The study for the County includes data analysis, examination of the system components,
available alternatives,jail forecasts, etc. to formulate initiatives to help manage the system

and provide better outcomes for those involved.
• Jail capacity is dependent upon 5 main factors, Admission rate, average length of stay,
county population peaking factor(days, weeks and year), and classifications of offenses.
• The main driver for facility demand is the average length of stay as even one day of
incarceration, or extra days can make a significant difference on the availability of space.
• Pre-trial services play an important role in the process as studies indicate those held r 72
hours or less are more likely to appear for court or not be arrested for commission o ther
crime. They also have a tendency to resolve cases before trial leading to less over • i
time. The services include:
• A pretrial risk assessment (a program the County revamped in 201
to determine a recommendation if one is released under superv' ' co itions, or
held until bonded out of jail.
• Once concern is the judges are not always amenable to re - ' g t ose
recommended as a result of the pre-trial process and the la ant"bonds' out."
•■ Those bonding out of jail are released with no supe ' , d have a higher rate
of not appearing for court.
• Another process which is utilized in Lee County has an e y i tervention docket which seeks
expedited resolution of cases for qualified individu. ..
• Studies indicate historic avenues utilized such as tt -• straight,"boot camps,juvenile
detention, etc. actually led to an increase in r ak o •0-s.
• More beneficial avenues now include tit ' .74V. treatment resources, promoting mental
health treatment and programs, such as • 4s ' "Operation Ceasefire." These measures are
designed to address the needs of the o'a s and have shown a measurable success rate (10
—50 percent depending on the pre , .
• Another avenue used in Ce4 is a"Community Correction Center," a facility which
operates through the c on system.
• The Community Correctio nter non-secure facility and a lower cost alternative to
incarceration. The pu ose is to hold the offender accountable for their actions and prepare
them for the' turn S society.
• The aver th of stay is 30 days and services include: identifying an individual's
underl iat. risk ors, locating housing and employment assistance.
• Viol..► . the program are immediately returned for incarceration.
• L-- Countatistics indicate an the program has an 85 percent success rate with only 3
p, -scaping" and 1 percent committing a new crime.

Commissioner McDaniel recommended consideration be given to meeting quarterly or twice a year to
help the County achieve its goals in the arena. The next meeting could be held in the fall of 2017.
There being no further business for the good of the County, the meeting was adjourned by order
of the chair at 1:10 P.M.
