EXECUTIVE SUMMARY
Recommendation to authorize execution of the Federal Transit Administration (FTA) 49 U.S.C
5307 FY16 grant award in the amount of $2,743,559 through the Transit Award Management
System (TrAMS).
OBJECTIVE: To provide uninterrupted transit services for Collier County.
CONSIDERATIONS: Collier Area Transit (CAT) has provided transit and paratransit operations to
Collier County for more than 15 years through various FTA and Florida Department of Transportation
(FDOT) grant funds. On July 12, 2016, the Board approved Agenda Item 16D13 authorizing the submittal
of a grant application for the FTA 49 U.S.C 5307 FY16 grant funds in the amount of $2,743,559 for the
management of the CAT system. On March 8, 2017, staff received notification of award from FTA. The
full apportionment allocated to the Bonita Springs/Naples Urbanized Area is $3,117,681. The
apportionment designed $2,525,322 for Collier Area Transit and $592,359 for Lee County Transit.
However, Lee County agreed to allocate $2,743,559 to Collier County provided that $70,000 of the
$2,743,559 is designated for bus stop improvements within Collier County for stops along the Lee in
Collier (LinC) Route. The capital portion of the grant requires a 20% match. Collier County received
approval from FDOT to use toll revenue credits in the amount of $660,890 as a soft match for the grant.
Operating assistance funding requires a dollar for dollar local match. Upon Board approval, the award is
electronically executed in TrAMS by the Collier County Public Services Department Head, who is the
Board-appointed designee.
Staff prepared the proposed Program of Projects based on the award amount of $2,743,559. The Program
of Projects has gone through the Public Involvement Process, including receiving an endorsement from
the Public Transit Advisory Committee (PTAC).
Projects proposed for the appropriated funding may include, as funding permits:
1. Transit improvement projects that are amenities such as bus stop accessibility enhancements
2. Security enhancements for the CAT facility
3. Provision of Americans with Disabilities Act (ADA) Paratransit services
4. Bus route operations
5. Replacement of rolling stock that have exceeded their life expectancy
6. Preventative Maintenance
7. Other Facilities and Fueling system improvements to enhance the effectiveness of the operations

*A 50% ($100,000) local funds match is required.
FISCAL IMPACT: There is no additional Fiscal Impact required at this time. To continue to fund
operations without interruption, pre-award authority was used at the time of application as allowed by
FTA. Grant funding was appropriated in the amount of $2,743,559 in CAT Grant Fund 424 Project
33482. A budget amendment has been executed in the amount of $100,000 within CAT Match Fund 425
available through the FY17 annual local transfer supported by the General Fund (001).
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action.-JAB
RECOMMENDATION: To authorize the execution of the Federal Transit Administration 5307 FY16
grant award in the amount of $2,743,559 through the Transit Award Management System (TrAMS).

3. Public agencies that operate fixed route bus service and demand response service, excluding complementary ADA service, are permitted to use this provision in their Urbanized Area Formula Program

reported by the private provider as attributable to the public agency.
