EXECUTIVE SUMMARY
Recommendation to authorize the Bayshore Beautification MSTU to proceed with the design and
permitting of the Thomasson Drive/Hamilton Harbor Streetscape Design Project provided for in
Exhibit “A” to promote safer traffic patterns for both vehicle and pedestrian traffic by
incorporating a roundabout into the design.
OBJECTIVE: To complete the professional design and permitting services for the streetscape
improvements design for the Thomasson Drive and Hamilton Avenue Streetscape Design Project.
CONSIDERATIONS: Contract 13-6012, “Streetscape Improvements Design of Thomasson Drive and
Hamilton Avenue,” with RWA Consultants, Inc. was approved by the Board of County Commissioners
on June 10, 2014. The scope of the original task was to identify right-of-way along Thomasson Drive and
design streetscape improvements from Bay Street to Orchard Way. The engineering firm identified an
issue with right-of-way along the northeast corner of Thomasson Drive and Bayshore Drive that appeared
to encroach onto private property known as Cirrus Pointe. The project had to be put on hold until the
right-of-way issue was resolved. Extensive research revealed that, although the County right-of-way maps
identified 100 feet of right-of-way along this corridor, approximately 40 feet of the right-of-way included
in the initial design was never conveyed to the County.
Other studies were commissioned as part of the right-of-way evaluation, including roundabout feasibility.
The study concluded that incorporating roundabouts into the design would address the limited right-of-
way issues as well as provide safer vehicular and pedestrian traffic movement. The 350+ residential units
slated for construction at the intersection of Bayshore Drive and Thomasson Drive, coupled with the
traffic generated by the Botanical Gardens, will eventually cause the intersection to fail and require
signalization. A signal will drastically change the character of the community; a roundabout will be a
safer and a more aesthetically pleasing alternative that will accommodate the projected increase in traffic.
After numerous public meetings, which included a feasibility study and educational video on
roundabouts, the Bayshore Beautification MSTU Advisory Committee approved incorporating a
roundabout into the design and directed the engineer to move forward with redesigning the improvements
into the limited 60 feet right-of-way.
The right-of-way issues encountered as part of the project required a time extension of the contract. At the
October 25, 2016 BCC meeting (Item 16B1) the Board approved a time extension to the existing contract
to complete the design services and add adequate time for post design services during the construction
phase to final completion of the project. The project was at 30% design plans (Exhibit A).
In an effort to provide additional public outreach about the project and receive further input, the Bayshore
Beautification MSTU hosted an Open House at East Naples Community Park on December 7, 2016. Over
3,000 postcards were mailed out to residents within the Bayshore Gateway Triangle Community
Redevelopment area including the four stakeholders who own property at the intersection of Thomasson
and Bayshore. A presentation was given on roundabouts (Exhibit B) and the existing conditions and
alternatives (Exhibit C). A question and answer session was held to address the public’s questions
regarding the pedestrian pathway component. The community expressed overwhelming support for a
roundabout at this location over a signal or four-way stop.
Three of the four stakeholders are in support of the roundabout at Thomasson and Bayshore Drive. The
Botanical Gardens has volunteered to landscape and maintain the center of the roundabout and design the
center to tie in visually to the Garden. However, Mr. Del Ackerman, who owns and operates Del’s store,
had concerns about ingress and egress of delivery trucks and vehicles hauling boats entering his store

from Thomasson Drive. The roundabout was designed to address Mr. Ackerman’s concerns by shortening
the existing raised median along Thomasson Drive, which will provide for better ingress and egress than
what is currently provided to his store from Thomasson Drive (Exhibit D). The proposed roundabout is
being designed within County-owned right-of-way and will not encroach on any private property.
There are also other components of the project aside from the roundabout. The project will provide
streetscape improvements for this heavily traveled pedestrian and bicyclist community that will extend
from Bay Street to Orchard Way. The improvements will include a pedestrian pathway, pedestrian level
lighting, landscaping, and bike paths to complement what exists on Bayshore Drive.
At their October 5, 2016 public meeting, the Bayshore Beautification MSTU Advisory Committee and
Bayshore/Gateway Community Redevelopment Committee unanimously approved forwarding this item
to the BCC with a recommendation to authorize staff to move forward with the design and permitting of
this community supported project.
At the February 28, 2017 BCC meeting, the Board asked staff and the consultants to meet with Del
Ackerman to review the proposed roundabout plan and show how the design would not affect the access
to his business. Staff and Engineering Consultant scheduled a meeting for March 5, 2017 with Mr.
Ackerman but the meeting was canceled. Mr. Ackerman did request that staff and consultant coordinate
with Mr. Allen Richardson who has similar credentials as Mr. Tribilcock. Mr. Tribilcock spoke to Mr.
Richardson on March 4th who requested some time (a week to 10 days) to review the matter. Mr.
Richardson was contacted again to set up the meeting and advised that he would be out of town through
March 21st and he would try to schedule a meeting on Thursday or Friday prior to the Board meeting.
The outcome of the meeting will be included in the presentation to the Board during the March 28 th
session.
FISCAL IMPACT: The FY17 Bayshore Beautification MSTU Fund (163) budget provides $3,632,800
for capital improvements.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
RECOMMENDATION: That the Board of County Commissioners authorizes the Bayshore
Beautification MSTU to proceed with the design and permitting of the Thomasson Drive/Hamilton
Harbor Streetscape Design Project provided for in Exhibit “A” to promote safer traffic patterns for both
vehicle and pedestrian traffic by incorporating a roundabout into the design.
