the meeting of March 28,2017 regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to ten minutes. Please be advised
that the Board will take no action on your petition at this meeting. However, your petition may be placed
on a future agenda for consideration at the Board's discretion. If the subject matter is currently under
litigation or is an on-going Code Enforcement case, the Board will hear the item but will not discuss the
item after it has been presented. Therefore, your petition to the Board should be to advise them of your
concern and the need for action by the Board at a future meeting.

Source of funding is 100% from property tax base valuation coming from Collier County
Property Appraiser: Problem is missing property tax value per year in 25-prior tax rolls. HOW:
express omission (aka deferred maintenance (in business language)) property tax values for all
vertical construction improvements with or without building permits back to: '1992.
One example of known deferred maintenance, as I appraised this properly for Coral Gables
Bank, Miami Florida. Record owner is: Higginbotham's propefty record card: missed 1-house & 2-
barns 700 Big Cypress Rd Tax Number 00370600004.
Separate government verification of this deferred maintenance (James French Assistant to
Director Growth Management-code enforcement) after a Rotary Breakfast meeting pre-August
30, 20'16 election cycle. Mr. French incorrectlv stated policy will never change (hurts all others).
Please explain in detail the action you are asking the Commission to take (attach additional
page if necessary):
Remedy: "This rabbit hole Collier County can get out of' by instructing the 25-years will full
negligent incumbent to do job he has sworn to do. Or else replace him with one that can do it.
(1) Existing authority is Florida Statute 193.023(2) as attached. lt equally requires all 67-
Florida Counties to enforce revaluation every S-years. The commission approves the
property appraiser's budget to appraise ALL property for property tax purpose, for
classification, as appropriate to existing law. lt is the sole purpose of job not done 25-yrs.
(2) Collier Commission's vested interest jurisdiction is "the" anyone to correct manipulated
falsified public records. Purpose to pay for increased beach re-nourishment budget.

We have received your correspondence dated May 2,2OLG which was addressed to Leon Biegalski,
Department of Revenue Executive Director. Your letter has been forwarded to me for handling. Thank
you for your inquiry.
You ask for the specific statutes relating to the physical inspection and agricultural classified use of real
property in Florida.
The duty ofthe property appraiser related to the physical inspection is found in Chapter L93.023(21
F lo rida Statutes, which states:
In making his or her assessment of the value of real property, the property appraiser is
required to physically inspect the property at least once every 5 years. Where geographically
suitable, and at the discretion of the property appraiser, the property appraiser may use
image technology in lieu of physical inspection to ensure that the tax roll meets all the
requirements of law. The Department of Revenue shall establish minimum standards for the
use of image technology consistent with standards developed by professionally recognized
sources for mass appraisal of real propefty. However, the property appratser shatl physically
inspect any parcel of taxable or state-owned real property Ltpon the request of the taxpayer
or owner,
There are many statutes related to agricultural classification and assessment. These statutes are
