Chairman Sorey called the meeting to order at 1:06PM
II. Pledge of Allegiance
The Pledge of Allegiance was recited.

Roll call was taken and a quorum was established.
IV. Changes and Approval of Agenda
Mr. Burke moved to approve the Agenda. Second by Ms. Roddy. Carried unanimously 7 – 0.

VI. Approval of CAC Minutes
1. December 8, 2016
Mr. Brown moved to approve the minutes of the December 8, 2016 as submitted. Second by Ms.
Roddy. Carried unanimously 7 – 0.
VII. Staff Reports
1. Expanded Revenue Report
The Committee reviewed the “Collier County Tourist Tax Revenue FY 17 TDC Revenue Report”
dated through December 31, 2016.
VIII. New Business
1. CAC Vacancy - Applicants Recommendation
* Applicants
Mr. McAlpin presented the Executive Summary “Review of CAC Applicants” dated January 12,
2017 noting Ian Butler has resigned from the Committee and two applicants (Robert Raymond and
David John Trecker) have applied to fill the vacancy.
Speaker
Bob Raymond noted he previously served on the Committee but had to resign as he was a
representative from the City of Naples and moved into unincorporated Collier County.
Mr. Moreland nominated Mr. Raymond.
Mr. Burke nominated Mr. Trekker.
Chairman Sorey polled the Committee determined Mr. Raymond to be the applicant to
recommend the Board of County Commissioners appoint to the Coastal Advisory Committee by
a vote of 6 – 0. Mr. McCann abstained noting he serves on Committee’s with both applicants.

2. December 13, 2016 Board direction relative to Hopper Dredge Renourishment, Truck Haul
Renourishment and dredge ownership
Mr. McAlpin submitted the document “Taskers from the 12-13-16 BCC Meeting for Coastal Zone
Management” for informational purposes. He provided an overview of the document noting it
provides an analysis on the history of expenditures, various approaches taken by the County for
past beach renourishment projects, the availability of Gulf sand sources, cost comparisons of truck
haul beach renourishment projects vs. dredging, and evaluation of sharing the costs for owning a
dredge.
Conclusions at this point include:
• Truck haul projects are more feasible for the County although there is a concern regarding
traffic on the roads and beach safety.
• It is cost prohibitive for the County to purchase its own dredge as those utilized for beach
renourishment are in the $500M range.
Staff continues to research the issue to determine if utilizing dredging may be feasible in the future
including items such as:
• The feasibility of expanding the width and mass of the approved beach template to increase
usability by the public and further stabilize the areas which would require increasing the
quantity of sand placed on the beaches during renourishment projects.
• Determining any projects where the timing of the work may be combined to reduce
mobilization costs.
• Determining any if any additional contractors are available to perform the work especially
if the time frame required to complete the work may be expanded.
• Identifying any long term coastal resiliency concepts which may aid in protecting erosion
of the beaches such as off shore breakwaters.
He noted the “low tide mining” of sand is not recommended as the sand in these areas (up to 1,000
feet westerly out into the water) migrates from the beaches to this area and aids in stabilizing the
sand mass on the beaches. This activity reduces the overall quantity of sand required to be placed
in the template as the beaches are continually renourished.
3. Discus Coastal Resiliency – Update
Mr. McAlpin provided the Memo “Collier County Coastal Resiliency” for information purposes.
He noted:
• The Memo was generated as a result of discussions at the December 9, 2016 Committee
meeting on the feasibility of developing a long term plan to provide for protection of the
beaches and upland structures.
• The concept was presented to the County Manager who directed Staff to pursue the concept
at this point in time as long as there are not “out of pocket” expenses.
• The item will be brought forth to the BCC within 90 days.
4. Anticipated 2017 Tasks and Projects for Coastal Zone Management
Mr. McAlpin submitted the document “Anticipated 2017 Tasks and Projects for Coastal Zone
Management” and provided an overview of the projects which are anticipated to cost $10 - $15M.

• Any dredging required for owner’s boat docks in the Estuary’s, etc. is the responsibility of
the owner of the facility.
• The United States Fish and Wildlife Service began their review required under the permit
applications for the erosion control structures and jetty rebuilds at Doctors Pass.
• Staff is researching any measures that may need to be taken before physically removing the
miscellaneous groin rocks on County beaches.
• The Naples beach outfall pipes should be added to the list.

X. Announcements
1. 2017-2018 Grant Public Notice
Ms. Hambright provide a Public Notice dated January 3, 2017 “Coastal Advisory Committee
accepting Category “A” Grant Applications, Collier County Florida” for information purposes.
She noted it was also directly sent to the City of Naples, the City of Marco Island and the Parks
and Recreation Division.
XI. Committee Member Discussion
Chairman Sorey reported he met with Commissioner Fiala and relayed the Committee’s desire to
provide input on the Sea Level Rise Study and to date, has not had a response.
Ms. Roddy recognized Staff’s efforts for the work on Tigertail Beach.
Mr. McAlpin reported the County is working with the US Army Corps of Engineers and US Coast
Guard to obtain authorization for work on the navigation markers at Caxambas Pass.

EXECUTIVE SUMMARY
Discuss the Coastal Resilience Plan for Collier County and make a recommendation on how to
proceed.
OBJECTIVE: To obtain a recommendation on how to proceed with the Coastal Resilience Plans for
Collier County.
CONSIDERATIONS:
Coastal Resiliency Next Steps in Collier County
This discussion paper was developed in consultation with Thomas Pierro the President of CBI, formally
Coastal Planning and Engineering, Dr. Lainie Edwards of FDEP and Dr. James Houston, Ph.D., USACE
Research and Development Center. I want to thank all three of these individuals for their thoughts and
ideas and assistance in addressing this highly complex and long term issue.
Background
Collier County Coastal Resiliency has been an “off agenda” topic of the Coastal Advisor Committee
(CAC) for the past several months but spotlighting by the recent series of articles in the NDN and sea
level rise discussions. Recently, the CAC has proposed to broaden its perspective and in addition to
project development/execution explore coastal resiliency issues/plans for the County. Discussions at the
CAC were limited to storm surge, erosion and undermining coastal infrastructure. It was felt that inland
flooding is a separate but related issue that maybe best addressed through a distinct and different Sea
Level Rise (SLR) study. The overall focus of the CAC was to identify now what should be implemented
over the next five (5) years to protect our coastal community from the effects of storm surge over the next
50 years.
The CAC suggested identifying and investigating Collier County’s barriers to coastal resiliency.
Specifically, what is the frame work we should be operating within and are there any low hanging fruit
that would be easy to achieve and provide significant benefits. Some items discussed were:
o Wider and higher beaches under current FDEP/USACE regulations
o Dunes and coastal plantings
o Issues of near shore hardbottom
o Submerged breakwaters
o Opportunities and probabilities for coastal hardening
o Offshore mangrove islands
o What are the regulatory barriers that would affect our plans and how can they be overcome
The CAC also requested staff to meet with the County Manager and solicit his thoughts and ideas on how
to proceed. The County Manager directed staff to research a Coastal Resiliency program for Collier
County and bring back thoughts and ideas on how to proceed.
Build on What’s Existing
The elements of Collier County’s beach nourishment program should be allowed to evolve with time to
take advantage of lessons learned and to incorporate new goals. The present program has been highly
successful in achieving the goals of buffering erosion, maintaining the recreation quality of the beach,
nourishing on a flexible schedule with multiple sand sources, and exercising environmental sensitivity.

The next step is to improve upon this plan by adding increased storm protection and climate change
resiliency to the goals with incremental improvements to the existing plan, using a cost effective approach
that improves the resident and tourist experience at the beach. Many of these objectives can be met with
construction of a wider beach, a larger dune system and an improved construction method to build these
features.
Develop a Road Map
The County should conduct a feasibility level report to investigate improving the beach nourishment
program in a manner such as discussed above and outlined below. The resulting report should define new
goals and update objectives, and further explore options for improving resiliency by building upon the
established program. This process should aim to seek conceptual approval and comments from the Florida
Department of Environmental Protection (FDEP) and other regulatory agencies based on existing
information for assurance such that the final plan will be supported for permit issuance and state cost
sharing. This feasibility level report should cost no more than $25,000.
Concurrently with the Road Map Pick the Low Hanging Fruit
1. In order to safeguard nearshore hardbottom resources, the 2006 and 2013 beach renourishment
projects were designed and built with a permitted template that assumed the use of sand with a
similar grain size as the 2003 beach conditions. This resulted in an estimated Equilibrium Toe of
Fill (ETOF) permitted approximately 50 feet further offshore than the actual performance of the
2006 beach project. The sand used for the 2006 and 2013 projects had an average mean grain size
of 0.32 mm, which was considerably coarser than the beach sand that existed in 2003. The
continued use of this coarser sand, and keeping the 2006 permitted ETOF unchanged, will
allow for a wider beach with no additional impacts to the nearshore hardbottom.
Given typical alongshore and cross-shore variability, this added width may not be uniformly
realized in all areas, but it can be refined through engineering analysis to create a project with
increased durability and width to resist storm impacts. To determine the size of the added beach
width available, the results of recent profile surveys that best represent the equilibrium condition
at each R-monument can be compared to the permitted ETOF to establish the existing buffer to
hardbottom. Based on this comparison, the allowable added distance can be applied to create a
new design condition and renourishment interval.
2. In regions where hardbottom resources are closer to shore, a feeder beach or embedded sand
stockpile may be considered to achieve increased protection without direct placement.
3. Throughout all beach segments, raise the height of the beach dunes from approximately five (5)
feet to six (6) feet to provide more beach critical mass to resist storms surge.
4. A wider beach will provide space to build up the natural dune system, which would increase the
storm surge protection qualities of the beach. The dunes can be integrated with existing structures
and the natural dune line to create a continuous and comprehensive level of protection for coastal
infrastructure. To define the optimum height and location of dunes, the level of protection needs
to be established based on constructability, cost, easements and the ability to impeded wave run
up and over topping from the design storm. However, adding another 10 to 20 feet of vegetative
dunes from the 50 feet of increased beach width at an elevation of six (6) feet is not unreasonable.

Pick the Low Hanging Fruit
Implementing these first four measures could easily take two years of modeling, design and permitting
and would require approximately 1.1M cubic yards of sand. Construction costs could be expected to be
in excess of $30M and engineering costs in excess of $1M. Because of the larger quantities, this project
could only be accomplished with hopper dredge construction and would require a revised sand lease with
the Bureau of Ocean Energy Management.
Other Items to Consider in Developing a Road Map
Other project features can complement a wider beach, larger dune and improved construction method to
help build resiliency for the coastal community. For example, setting up emergency contracting
procedures, and including use of embedded beach stockpiles and sand from the inlets, will promote quick
bounce back after storms. The tuning or removal of structures may also promote better sand retention or
bypassing, as appropriate.
A proposed approach to building resiliency is provided below:
1. Assess System and Update Standards
• Evaluate potential weaknesses in existing coastal system
• Define existing and desired level of protection for beach and dune system
• Increase resistance to storms:
o Wider beach for improved protection
o Higher and wider dunes for property and infrastructure protection
o Establish continuous frontal coverage
o Embed or incorporate structures in dune to meet defined level of protection where space
is limited
• Claim the coarse sand credit:
o Use the estimated toe of fill (ETOF) permitted with 2006 project
o Design and permit a wider beach with no or little additional mitigation reef
• Refine alongshore design:
o Changes and refinements where natural resources or other features dictate
o Implement longer projects incrementally
2. Maintain and enhance environmental function:
• Avoid hardbottom coverage
• Turtle friendly beach
• Vegetated dunes
• Shorebird habitat
3. Implement Incremental Improvements
• Incorporate feeder beach and embedded sand stockpile into wider beach design
• Improve sand bypassing at inlets
• Implement “use sand twice” and other natural sand transport principals
• Promote beach ambiance for tourist and residents by minimizing intrusions
• Tune existing structures for better sand retention (or bypassing) pertinent for situation
• Evaluate strategic coastal structures (groins, breakwaters) to address sand distribution
• Employ site-specific armoring (seawalls, revetments) in critical infrastructure locations

• Identify improvements that may reduce the potential for bayside impacts
4. Take Proactive Actions
• Keep permits active and up to date with evolving approach
• Set-up emergency contracting procedures
• Create standby plans and specifications for quick reaction

• Coordinate early to reduce construction costs
o Consultation with dredgers and contractors
o Identify improvements that will lead to significant cost savings
o Implement larger project for economy of scale cost savings
o Develop bidding strategy for economical project

EXECUTIVE SUMMARY

OBJECTIVE: Obtain recommendation on how to proceed with the 2017 Beach Renourishment Program.
CONSIDERATIONS:
Beach Renourishment 2017
1. The results of the beach and inlet monitoring report is completed and the final report is being
developed.
2. Based on the monitoring conducted in Late January and early February, the beach south of
Doctors Pass in Naples is in need of renourishment and the beach in front of the Naples Beach
Hotel also needs some renourishment.
3. Approximately 89,000 cubic yards of material is needed to renourish between Doctors Pass and
R-60 to the south and 17,000 cubic yards of material at the Naples Beach Hotel.
4. Wiggins Pass is in need of renourishment having shoaled approximately 110,000 cubic yards
since the last major renourishment 4 years ago.
5. Doctors Pass has only shoaled an additional 1,500 cubic yard this last year to a total of
approximately 29,000 cubic yards since the last renourishment 3 years ago. Doctors pass is not in
immediate need of dredging and can possibly wait another year to be dredged. However, a
mobilization savings of approximately $250K to $400K can be saved it Doctors Pass and
Wiggins Pass is combined together.
6. The area just south of Doctors Pass is the most highly eroded area in the County. The County has
been working to permit the rebuilding of the South Jetty of Doctors Pass and permit Erosion
Control structures in this area for the last 18 months. The county has also been working with the
USACE and FWS for the last 12-15 months to obtain a Biological Opinion on piping plovers and
red knots in this area. This consultation document is required by the USACE before a permit can
be issued. On 2/27/2017 we received a draft BO for review.
7. If sand is placed on the beach south of Doctors Pass without Erosion Control Structures in place,
it will erode within a year and be wasted.
8. Staff preference plan if permits can be obtained by May 1, 2017 is to:
• Continue to expedite the BO from FWS and the permit from the USACE to build the
Erosion Control Structures and rebuild the south jetty. Expedite the Construction to have
the structures built by November 1, 2017.
• Perform the design and obtain the Notice to Proceed to dredge Doctors Pass beginning
November 1, 2017 and place the dredged 29,000 cubic yards of material in the area
immediately south of Doctors Pass.
• Perform the design and obtain the Notice to Proceed to dredge Wiggins Pass immediately
following the dredging of Doctors Pass.
• Perform the design and obtain the Notice to Proceed to truck haul the balance of the sand
needed at Doctors Pass beaches and the beach in front of the Naples Beach Hotel after the
Doctors Pass dredge fill is placed on the beach.
9. Staff’s plan, if the permit from the USACE, cannot be obtained by May 1, 2017 is to:

• Dredge Doctors Pass and Wiggins Pass beginning in November 1, 2017. Place the
dredged sand from Doctors Pass on the beach south of the Pass, essentially wasting the
29,000 cubic yards of sand.
• Do not truck haul renourish the beach in front of the Naples Beach Hotel at this time. If
an emergency situation develops, then perform an Emergency Beach Renourishment. It
is also important to mention that the Naples Beach Hotel refused renourishment in 2014
when staff recommended renourishment in this area.
FISCAL IMPACT: N/A
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item does not present any legal issues at this time. - CMG

OBJECTIVE: Obtain recommendation on how to proceed with the 2017 Wiggins Pass Dredging.
CONSIDERATIONS:
The Wiggins Pass survey was conducted from February 16-21, 2017.
A rectified aerial photo is attached (November 22, 2016) and captures the shoaling quite well. Survey
cross sections as are also attached.
As the channel meanders to the north seaward of Station -2+00 and to the south from Station C-3 east to
approximately Station C-9, the upland encroaches the dredge template near the mouth of the inlet. The
calculations are incomplete at the moment but there is approximately 85K cy of sand available within the
inlet stations from Station 15+00 east to -2+00; and anther 26K cy from Stations -2+00 east to C-27
within main interior channel or a total of approximately 111,000 cy available including the one-foot
overdredge allowance for the 2013 dredge template.
Wiggins Pass will require dredging in 2017. Sand disposal on either the northern and southern beaches
has yet to be determined and dredging is expected after November 1, 2017 when the engineering has been
completed and authorization to proceed has been obtained from the Regulatory agencies.

GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.

EXECUTIVE SUMMARY
Discuss the 2017 Doctors Pass Dredging and make recommendations on how to proceed.
OBJECTIVE: Obtain recommendation on how to proceed with the 2017 Doctors Pass Dredging.
CONSIDERATIONS:
The Doctors Pass monitoring survey was conducted on February 22, 2017. The attachment shows
contour changes from last year (2016) to the most recent survey (2017).
The second page of the attachment shows contours above -5 feet mean-low water for 2017 to give an
indication of shallow spots. The volume available to dredge is approximately 27,230 cubic yards, an
increase of 1,260 cubic yards since last year (April 2016 monitoring survey). The cross sections for the
inlet follow the maps on the first three pages of the attached file. Not much change since last year.
The sand will be placed on the beaches south of Doctors Pass as per the permitted dredge template.
FISCAL IMPACT: N/A
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: Recommendations solicited.
LEGAL CONSIDERATIONS: N/A

OBJECTIVE: To provide information for the upcoming Collier Creek Modeling project.
CONSIDERATIONS: Request for Proposal for NO. 17-7097 for Collier Creek Modeling was
posted for solicitation on February 1, 2017. Deadline for said proposals were March 3, 2017.
Email notices were sent out to 1701solicitors. There were 93 solicitations downloaded and 2
proposals were received on March 3, 2017. A committee will be set up to open the proposals for
review. Another meeting will then be made to make a recommendation for 17-7097.
Proposals were received by CB&I Coastal Planning & Engineering and Atkins Engineering.

This letter is in response to Collier County’s (County) request for a proposal for CB&I Environmental &
Infrastructure, Inc. (CB&I) to support the County with reconciling records with the Florida Department of
Emergency Management/Florida Department of Environmental Protection (FDEM/FDEP) for the 2006
Beach Renourishment Project. CB&I will assist the County with the review of historic records and will

for Coastal Zone Contract No 15-6382.
Barring any unforeseen circumstances, all work will be completed within 90 days of receiving a written
Work Order and/or a Notice to Proceed.

of this Work Order. In accordance with Terms and Conditions of the Agreement referenced above,
this Work Order/Purchase Order is assigned to: CB&I Environmental & Infrastructure, Inc.
Scope of Work: As detailed in the attached proposal and the following:

Schedule of Work: Complete work within 90 days from the date of the Notice to Proceed which is
accompanying this Work Order. The Consultant agrees that any Work Order that extends beyond the
expiration date of Agreement # 15-6382 will survive and remain subject to the terms and conditions
of that Agreement until the completion or termination of this Work Order.
Compensation: In accordance with the Agreement referenced above, the County will compensate the
Firm in accordance with following method(s): Negotiated Lump Sum (NLS) Lump Sum Plus
Reimbursable Costs (LS+RC) Time & Material (T&M) (established hourly rate – Schedule B)
