Chairman Lewis called the meeting to order at 3:00 PM.
A quorum was established; four voting members were present.

Mr. Weber moved to approve the Radio Road M.S.T.U.Agenda as presented. Second by Ms.

IV. Approval of Minutes—November 14,2016
Mr. Lewis moved to approve the minutes of the November 14, 2016 meeting as presented. Second
by Mr. Weber. Carried unanimously 4- 0.
V. Radio Road Landscape Maintenance Status—Travis Gossard
A. Landscape Architect's Report
Mr. Sells distributed the Scott Windham Studios, Inc. monthly maintenance reports for Radio
Road and Devonshire Boulevard dated February 1, 2017 to the attendees.
Radio Road
Mr. Gossard updated the Committee on the status of Radio Road landscape irrigation and
maintenance noting:
• Mr. Windham's monthly maintenance reports have been received and reviewed by Staff of
the Road Maintenance Division.
• Some repetition was evidenced on the items recommended for repair and/or replacement
reported by Mr. Windham.
• Responses, noted in"red," to the items in the summary report were emailed to the
appropriate parties.
• Dead landscape material planted September through November 2016 was removed from
the medians on February 3, 2017.

Mr. Windham arrived.
• Irrigation mal-functions are a"global"problem for Collier County.
• Estimated date for irrigation components replacement and system repairs is
February 16, 2017.
• Status reports should be communicated to the Road Maintenance Division Staff weekly.
• Comments highlighted in"red"are future replacement items authorized by Dave Morgan,
Manager, Road Maintenance Division.
Mr. Windham noted the project area is driven monthly median by median and if the condition has
not been addressed the information remains on the Maintenance Report.
During Committee discussion the following was noted:
• The M.S.T.U. is financially responsible for Mr. Windham's services and Maintenance
Reports.
• Reports are provided to the Road and Bridge Division Staff as a courtesy.
• Improved communication is essential to solving the landscape maintenance issues.
• Recommendations for alternative plant species to replace dead plants removed from
medians will be solicited from Mr. Windham.
• Removal of damaged plants is at the direction of Road and Bridge Maintenance Staff.
• Funding of plant material for medians on Radio Road is at the discretion of the M.S.T.U.
• Landscaping will be implemented pending successful functioning of the irrigation system.
• The Maintenance Status reports should be addressed weekly between Mr. Sells and
Mr. Morgan.
Mr. Lewis motioned for Mr. Morgan,Manager,Road Maintenance Divison, to email a
Maintenance Status Report on Monday each week to Mr. Sells and Mr. Windham.
Second by Mr. Weber. Carried unanimously 4—0.
Devonshire Boulevard
• Remove seed pods from Montgomery Palms.
• Median#1:
o Trim dead twigs out of Duranta.
• Median#'s 3 and 4:
o Trim brown patches from Juniper.
o Monitor Duranta for foliar flush.
• Median#6
o Remove Juniper and replace with Ilex Shillings
• East ROW—A forty foot bare patch of Asian Jasmine at the Belville Boulevard
intersection and a forty foot gap north of the south Publix entry drive should be replaced.
VI. Landscape Maintenance Report—Robert Kindelan, Commercial Land Maintenance
Mr. Kindelan reported on the status of landscape maintenance noting:
• Median#1: Duranta Gold Mound was installed in place of Lantana plants.
• Median#3: The Montgomery Palm tree has been replaced.

• The Clusia hedge has been trimmed.
• Recent auto damage to landscaping on the Commercial side of Devonshire Boulevard,past
Belleville Boulevard,was observed.
Irrigation
• Mobile App access was updated.
• A battery and inverter on the Solar System pump on the residential side of Devonshire
Boulevard were replaced.
• Turf looks good as a result of irrigation nozzles replacement and increased watering times.
• Bare areas in landscaping will be addressed with irrigation adjustments.
Mr.Windham recommended two bare areas of Asian Jasmine should be re-planted.
VII. Project Manager Report—Harry Sells
A. Commissioners Request—"Pledge of Allegiance"
Mr. Sells noted the Board of County Commissioners has requested the Pledge of Allegiance
be recited at the commencement of County meetings. The activity will be placed on future
Agendas.
B. Maria Schoenfelder and John Weber Terms Expire 3.3.17
John Weber
Mr.Weber informed the Committee he is not seeking to renew his term on the Radio Road
M.S.T.U. noting he had served for nine years. He expressed his admiration for Chairman Lewis'
leadership and thanked the Committee for the opportunity to serve.
Maria Schoenfelder
The Committee discussed Ms. Schoenfelder's application for the open position on the MSTU
effective from March 4, 2017 to March 3, 2021 noting the contributions she has made to the
Committee and her willingness to be reappointed.
Mr. Lewis moved to recommend Maria Schoenfelder be reappointed by the Board of County
Commissioners to the Radio Road Beautification M.S.T.U. Advisory Committee. Second by
Mr. Weber. Carried unanimously 4-0.
C. Budget Report
Mr. Sells presented the"Radio Road MSTU Fund 158, February 13, 2017"budget for
information purposes noting:
• $93,750 of the FY17 property tax revenue budget of$114,600 has been collected.
• Of the $167,530 FY17 Operating Expense budget, $98,089 is committed and$21,650 in
invoices has been paid leaving a balance of$47,790 for the fiscal year.
• Improvement General Funds are available to finance special projects.
• Estimated cash of$928,650 includes $98,089 of committed,unspent, funds.
• FY17 budget reflects the adjusted millage rate from 0.3 to 0.1.
Mr. Sells will prepare the FY18 budget for presentation to the MSTU Beautification Advisory
Committee and submit millage rate recommendations to the budget committee in March 2017.

D. New Plantings First Median
Mr. Sells reported the Montgomery Palm tree damaged by an auto and the Lantana plants and
Junipers on Median 1 have been replaced with Duranta Gold Mound.
E. Status of Irrigation System
Mr. Sells distributed the Single Controller Measured Usage History Report dated
January 8,2017 to February 8, 2017 highlighting:
• The tall green line reports scheduled watering.
• The short green line on the chart indicates daily watering for twenty days for new plants.
The cycle will revert to normal watering in the near future.
• The purple line signifies manual testing or extra water for a specific purpose.
• An original controller battery quit and was replaced.
• A failed irrigation inverter was replaced under warranty.
• CLM repaired two main line control leaks.
Mr. Sells noted the HydroPoint system is performing well at a fraction of the cost of the original
Motorola irrigation system.
F. MSTU Boundaries
Mr. Sells distributed a map defining the boundaries of the Radio Road Beautification M.S.T.U. to
the Committee noting improvements within the MSTU's geographical boundaries can be made by
the Beautification Advisory Committee.
Projects
Mr. Sells suggested new projects be considered and introduced the concept of creating a linear
park on the Rich King Memorial Greenway.
During Committee discussion the following was noted:
• Would the MSTU be responsible for park maintenance "in perpetuity?"
The MSTU would be obligated as the current Board of Commissioners policy is to maintain
medians on arterial roadways only, not the edges of the road ways.
• An agreement might be negotiated between the MSTU and the Road and Bridge Division
wherein the Road and Bridge Maintenance Department will maintain the landscaping and
irrigation system and invoice the MSTU for reimbursement. This concept is similar to an
agreement Golden Gate MSTU made.
• FPL has easements for truck access to maintain the high power lines.
• FPL north could also be considered for improvement.
• Mr. Windham previously designed plans for the entrance to this area.
• The following steps would be necessary to implement the project:
A) Create a design
B) Determine a course of action and
C) Gather the support of the community.
Mr. Windham will provide a set of design plans for the park area for Mr. Sells to review with
Ms.Arnold.

G. Commercial Land Contract Extension
Mr. Sells reported he has initiated procedure to extend Commercial Land Maintenance's contract
to September 2017.
Quotes
Mr. Sells provided the following landscaping quote proposals from Florida Land Maintenance,
Inc., dba Commercial Land Maintenance:
• Proposal estimate#E1105462 in the amount of$19,760 to remove Asian Jasmine and
replace it with approximately 11,000 square feet of sod on the Residential side of
Devonshire Boulevard and
• Proposal estimate#E1105461 in the amount of$22,920 to remove Asian Jasmine and
replace it with approximately 13,000 square feet of sod on the Commercial side of
Devonshire Boulevard.
The Committee discussed the proposals and instructed Mr. Sells and Mr. Kindelan, CLM,to
coordinate the installation on the Commercial side for a date of April 15,2017 or later.
Chairman Lewis motioned to approve Florida Land Maintenance,Inc.'s Estimate#E1105461,
dated February 10, 2017, in the amount of$22,920.00 for removal of Asian Jasmine and
installation of approximately 13,000 square feet of sod on the Commercial side of Devonshire
Boulevard. Second by Ms. Schoenfelder. Carried unanimously 4—0.

RE: Radio Road and Devonshire Monthly Maintenance Report
MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following observations, action items:
• Median 1 — Edge Asian Jasmine and remove one seed pod from Montgomery
Palm.
• Median 3 (East tip) - Remove the few remaining Juniper and replace with Green
Island Ficus
• Median 4 (West side)—Top sheer Asian Jasmine
• WEST ROW— Fill in 8 LF section of Asian Jasmine east of Belville. Remove
Potato Vine from Clusia Hedge between service pad and controller.
• Median 6 — FUTURE Recommendation — Remove Juniper and replace with Ilex
Shillings. Trim dead twigs out of Duranta and replace 6-8 dead plants
• EAST ROW—There is a 40 ft bare patch of Asian Jasmine at the Belville
intersection and a 40' gap north of the south Publix entry drive that need to be
filled in with new Asian Jasmine.
RADIO ROAD:
The medians are improving now that the irrigation controllers have been replaced and
regular watering has been reestablished with the following observations, action items:
• GENERAL: The turf in the easternmost medians (26-29) has significant weeds,
many of which need to be hand pulled due to their large size. The sod needs to
be removed and replaced at the east end of median 28 near the Royals and
Silhouette Bougainvillea beds as it is weed infested and patchy beyond repair.

• GENERAL: Remaining Juniper in most all medians have had the brown trimmed
out and dead plants removed and look better with the exception of medians 8
and 11.
• GENERAL: Remove dead Royal and Montgomery Palms from medians.
• GENERAL: Seed pods still need to be trimmed from Montgomery Palms.
• GENERAL: Weed all Perennial Peanut masses. (Medians 3, 18, 19, 27)
• GENERAL: Trim Muhly Grass. Trimmed once a year. Winter 2017. Still needs to
be done.
• Median 1: Fill in 16-20 Little Red Euphorbias per side of median.
• Median 1: Remove one Silhouette and replace with Ms. Alice to match rest of
median. (West tip)To be completed by March 31, 2017.
• Medians 3, 6, 10, 16: We recommend filling in the gaps where the dead plants
were removed. Plant replacement to be completed by 3/31/17.
• Median 5, 6, 7, 11, 18, 19, 21, 29: Dianella are weak and missing several. (Still
need to fill in with 3 gallon plants). OR, we recommend phasing Dianella out and
replacing them with Perennial Peanut. Plant replacement to be completed by
3/31/17.
• Median 5— Fill in Little Red Euphorbia. Trying to locate variety.
• Median 1, 6, 8— Remove Dinni and replace with Peanut. Plant replacement to be
completed by 3/31/17.
• Median 11: (East end)The Ms. Alice and Silhouettes still have pockets which
remain the weakest of the medians and need to trimmed back and fertilized to
push foliage. The Ms. Alice at the west tip have been removed completely and
need to be replaced. Plant replacement to be completed by 3/31/17
• Medians 13, 14— Foxtails are looking better, but three (2) are still yellow and
struggling with stunted buds and one is dead and needs to be replaced. (1
struggling in median 14 and 1 dead and 1 struggling in median 13) Continue to
treat with sulfur to improve PH to allow to take up nutrients. Treated with Minors
on 3/2/17.
• Median 15— Remove seed pods from east tip Royal.
• Median 19, 22, 23: Foxtails chlorotic. Treated with Minors on 3/2/17.
• Median 23— Fill in African Iris (3 gallon). Added to future replacement list
• Medians 28, 29 at Devonshire: Dianella plant groupings are very weak and need
to be cleaned up and filled in with new plants. Silhouettes look better, but one (1)
bed of Silhouettes still need to be replaced on the south side of the east end of
median. Will add to future replacement list.
• Median 27 — Remove and replace old wood Silhouette Bugainvilleas.
• Median 17, 28—The Xanadu is very old and leggy. FUTURE - Recommend
replacing with Muhly Grass.
• Median 28—Trim out dead from Coontie and remove/replace dead plants.
• Median 29: Replace one dead Sabal Palm. Will add to future replacement list.
The following replacements were noted and should be put in the rotation if and when
directed and authorized by Dave Morgan:
• In general, keep working towards replacement of all Dinnis with Perennial Peanut
moving forward. We also recommend Perennial Peanut as an alternative to
Dianella since it has not performed well.
