EXECUTIVE SUMMARY
Recommendation to approve Amendment 1 to Agreement No. 13-6163, Security Services to G4S
Secure Solutions (USA) Inc., clarifying language related to price increases and approve Change
Order 2 allowing for an increase to the hourly rate schedule for security personnel.

OBJECTIVE: To maintain quality security services for Collier County property and personnel.
CONSIDERATIONS: The Division of Facilities Management is responsible for providing security
services to the County Courthouse and other government buildings to ensure the safety of the public and
all building occupants, including State and Federal officials. Through the use of contract security
officers, the County is able to provide security services in an efficient manner and at competitive rates.
The Board approved Agreement No. 13-6163 (the “Agreement”) with Exhibit “A” - Schedule of
Payments, with fixed rates subject to changes orders, on January 28, 2014 (Agenda Item Number 16.E.4).
Staff administratively approved Change Order 2 on September 2, 2016, which provides a 3% increase to
the fixed rates with an effective date of October 1, 2016. The solicitation contains conflicting language
related to the timing of price increases and the approval process; therefore Amendment 1 is being
proposed to clarify the language.
The services provided under this Agreement are critical to the safety of the public and employees. The
Facilities Management Division, in concert with the Procurement Division, is recommending the Board:
approve Change Order 2, executed on September 2, 2016, with its effective date of October 1, 2016 and
approve Amendment 1. The 3% rate increase will allow the County to remai n competitive in the security
services wage market and to retain talented security officers.
FISCAL IMPACT: It is anticipated that divisions other than Facilities Management may utilize this
Agreement as funds are available. The historical costs spent on this Agreement have been $1,673,692
annually. The 3% increase will result in estimated annual expenditures of $1,723,903; an annual increase
of $50,211. Funds are budgeted in each divisions’ respective cost centers.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
RECOMMENDATION: To approve Change Order 2, administratively issued on September 2, 2016,
with the effective date of October 1, 2016 , pay outstanding invoices ($16,886.08) and approve
Amendment 1 to Agreement No. 13-6163 between G4S Secure Solutions, Inc. (USA) and Collier County,
Florida; and authorize the Chair to execute the Amendment.
