EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact grant Victims Advocacy Organization grant
application for a 3-year Office of Violence Against Women Justice for Families Grant in the
amount of $549,693.
OBJECTIVE: To continue and strengthen existing supervised visitation services, provide enhanced
training for court and court-related personnel, and improve the coordinated community response to
domestic violence.
CONSIDERATIONS: The Collier County Community & Human Services (CHS) Division, in
conjunction with multiple local non-profit partners, is requesting permission to submit a Criminal Justice
Mental Health and Substance Abuse grant application to the Office of Violence Against Women (OVW).
The intention of this grant application is to continue and strengthen existing supervised visitation services
and improve the coordinated community response to domestic violence. CHS is requesting $549,693 for
the three-year grant commencing October 1, 2017.
CHS plans to collaborate with the local non-governmental domestic violence agency, The Shelter for
Abused Women & Children, to provide a community educator to present local seminars, and coordinate
the OVW technical assistance for the project. CHS will contract with the Collier County Child Advocac y
Council to provide staff for supervised visitation and safe exchanges for battered women and their
children in accordance with the OVW Guiding Principles. Domestic violence court judges will participate
in the collaborative partnership, attend annual technical assistance training, and continue to send
appropriate referrals to the visitation center. A Collier County employee will serve as grant coordinator
and act as the point of contact with the OVW to ensure compliance with the statutory, mandatory, and
reporting requirements of the grant. In addition, an accountant and operations coordinator will assist with
the grant responsibilities.
The grant application was due to the Office of Violence Against Women on January 12, 2017. Due to the
unique nature of the grant and its collaborative application process between three partnering agencies;
more time was needed to assemble the application. Collier County CMA #5330 authorizes the County
Manager to approve the submittal of grant applications with subsequent Board action at the next regularly
scheduled board meeting to ratify the approval of an after-the-fact application. The County Manager
approved the grant application on January 12, 2017.
If the grant is awarded, the grant agreement and associated sub-recipient award(s) will be brought to the
Board of County Commissioners at a later date for final approval and execution. Also, it will be fully
vetted through the partner groups to confirm ability to execute. As fiscal agent for the grant, Collier
County will be responsible for ensuring compliance with the programmatic and financial reporting
requirements of the Justice for Families Program. The sub-award contracts will include requirements for
the subrecipients to provide information as needed for these reports.
FISCAL IMPACT: If the grant is awarded, funds from OVW in the amount of $ 549,693 over three
years will be appropriated into the Human Services Fund 707 via Budget Amendment at the time of
Board acceptance of the grant.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legal sufficiency of this
request, which is appropriate for Board action. This is item requires a majority vote for Board approval. -

GROWTH MANAGEMENT IMPACT: There is no growth management impact due to this request.
RECOMMENDATION: To approve an after-the-fact grant application for a 3-year OVW Justice for

Collier County Community and Human Services Department (CHS) is applying for Justice for Families
Grant funding that will assist Collier County, particularly the undeserved population by allowing the
county's local supervised visitation center to continue to provide accessible and high quality supervised
visitation services. Funding will also improve the quality of victim services through enhanced evidence
based training opportunities for the court and court related personnel. Finally, funding will provide
resources for the juvenile court to respond to dating violence and sexual assault. There are no match
requirements for this grant.
Funding was announced December 1, 2016 and the application is due January 12 , 2017. Due to the
short turnaround, we are asking your approval for OMB to submit the application in www.grant.gov
followed by after the fact approval by the Board of County Commissioners at the February 14, 2017 BCC
