EXECUTIVE SUMMARY
Recommendation to accept the “2017 Indexing Calculations for Parks and Recreation, Schools,
Correctional Facilities and Transportation Impact Fees”, prepared by Tindale -Oliver and
Associates, in accordance with the adopted indexing methodology, and to authorize the County
Manager, or his designee, and the County Attorney to advertise for future consideration an
ordinance amending Chapter 74 of the Collier County Code of Laws and Ordinances, amending the
Parks and Recreation Impact Fee Rate Schedule, the School Impact Fee Rate Schedule, the
Correctional Facilities Impact Fee Rate Schedule, and the Transportation Impact Fee Rate
Schedule; providing for a delayed effective date of July 10, 2017 in accordance with the 90-day
notice requirements set forth in Section 163.31801(3)(d), Florida Statutes.
OBJECTIVE: To accept the indexing reports for Parks, School, Correctional Facilities (Jail), and
Transportation (Road) Impact Fees, and to authorize the County Manager and the County Attorney to
advertise for future consideration an Ordinance amending the rate schedules in accordance with the
indexing percentages calculated in the reports.
CONSIDERATIONS: Sections 74-302 (Roads), 74-304 (Parks), 74-307 (School) and 74-308 (Jail) of
the Code of Laws and Ordinances (Code) require that in each of the two mid-cycle years between the
formal three-year updates, the County shall implement adjustments to the impact fee rates based on the
percentages set forth in the Impact Fee Indexing Study, as updated annually, and in accordance with the
indexing methodology specified in the current and adopted impact fee study.
On April 28, 2009, the Board adopted Ordinance 2009-17, which amended the Code to reflect a change to
the use of a two-year average model from the ten-year regression analysis model to calculate the various
indices, as this method is intended to be more responsive to cost fluctuations.
On February 10, 2015, the Board adopted Ordinance 2015-17 which amended the Code to incorporate the
Road and Jail impact fee update studies and amended the Road and Jail impact fee rate schedules. The
adopted rate schedules were effective February 17, 2015 (decreases) and May 11, 2015 (increases).
Subsequently, on June 14, 2016, the Board adopted Ordinance 2016-18 amending the Road and Jail
impact fee rate schedules recommended in the “2016 Indexing Calculations”, establishing the current
Road and Jail impact fee rates.
On November 10, 2015, the Board adopted Ordinances 2015-59 and 2015-60 which amended the Code to
incorporate the Parks and School impact fee update studies and amended the impact fee rate schedules,
establishing the current Parks and School impact fee rates. The adopted rate schedules were effective
November 16, 2015 (decreases) and February 8, 2016 (increases).
The attached Indexing Calculation Reports (Attachment A) were prepared by Tindale -Oliver and
Associates, Inc., for the annual indexing of Parks, School, Jail and Road. Four measures are used, alone
or in combination, to calculate the indexing percentages for the fees. These measures include building
costs, land costs, vehicle and equipment costs, and road construction costs. Based on this information, the
total indexing percentage is then calculated for each of the individual impact fees. The indexing
percentage calculated in the attached reports are a 6.5% increase for Community Park Impact Fees, a
10.6% increase for Regional Park Impact Fees, a 3.2% increase for School Impact Fees, a 2.6% increase
for Jail Impact Fees, and a 2.3% increase for Road Impact Fees. The proposed rate schedules
incorporating the increases are shown in Appendix A of the attached Ordinance Amendment (Attachment
B).

The overall percentage increase of the total impact fees for single-family, condo, office, retail and general
industrial land uses are shown in Attachment C, which includes both the indexing changes and the update
studies fee changes as described in a separate agenda item.
The 2017 Indexing Calculations for Parks and Recreation, Schools, Correctional Facilities, and
Transportation Impact Fees” were presented to the DSAC on March 1, 2017. The Committee voted to
accept the indexing calculation methodology as presented; however, they voted not to increase the rates.
FISCAL IMPACT: Based upon current activity, the projected increase in revenue associated to the
indexing, assuming that development activity remains constant, is approximately $680,000 for Regional
Parks Impact Fees, $175,000 for Community Park Impact Fees, $440,000 for School Impact Fees,
$40,000 for Jail Impact Fees, and $420,000 for Road Impact Fees. However, changes to the volume of
building permits, as well as the size and type of units being constructed, will directly affect these
incoming revenue streams. Additionally, the total increase in revenue may not be fully realized in the
first year following the increase as permitting activity within the 90 -day notice period has historically
increased prior to the effective date of an increase in fees, and all permits that are currently “in process”
via a complete building permit application are not subject to imposition of an increased rate.
GROWTH MANAGEMENT IMPACT: The concepts of annual indexing and impact fee updates are
consistent with Objective 2 of the Capital Improvement Element (CIE) of the Collier County Growth
Management Plan (GMP) states: “Future development will bear a proportionate cost of facility
improvements necessitated by growth.”
Additionally, this approach is consistent with Section 163.31801, Florida Statutes, which is the Florida
Impact Fee Act 2006, requiring the most recent and localized data be used in impact fee calculations.
LEGAL CONSIDERATIONS: This item is has been reviewed by the County attorney, is approved as
to form and legality, and requires majority vote for approval. -JAK

I. Introduction
Collier County retained Tindale Oliver to calculate the updated indices for the following impact
fee program areas:
Community Parks;
Regional Parks;
Schools;
Correctional Facilities; and
Transportation.
The County recently completed the technical studies for government buildings, emergency
medical services facilities, law enforcement facilities, and library facilities and is the process of
adopting the updated studies. As such, indices for these program areas are not included in thi s
report.
This technical report provides a summary of the updated indices and the calculations of
combined indices for the five service areas listed above.

II. Calculation of Indices
As part of the calculations, the following indices were updated:
Collier County Property Values;
Consumer Price Index (CPI);
Producer Price Index (PPI) (for equipment, vehicles, and highway construction
separately);
Engineering News Record (ENR) Building Cost Index;
Turner Building Cost Index;
RS Means Building Cost Index; and
Florida Department of Transportation (FDOT) Average Roadway Construction Cost, based
on data from District 7.
Table 1 presents the updated individual indices that will be used in the calculation of the overall
indices for each program area. Indices were calculated based on the most recent two years of
data available, 2015 and 2016. Consistent with the adopted indexing methodology, the building
cost index utilized ENR, RS Means, and Turner Building Cost indices. In the case of the
equipment/vehicle cost index, CPI and PPI for equipment were used. The land index is based on
data from the Collier County Property Appraiser. Finally, the roadway construction index utilizes
a combination of PPI Highways and FDOT District 7 data for 2015 and 2016. In the case of
roadway construction index, while the Florida data indicates an increase, the national data
suggests a decrease in cost over the past two years. Combining these two indices results in a
conservative index. Table 1 also provides a comparison to 2016 indices calculated in March 2016.

III. Application
Updated individual indices from Table 1 are used to calculate the combined indices for the five
service areas, which are shown in Tables 2 and 3. The total applicable index represents the
adjustment factor that should be applied to the related impact fee schedules.

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, AMENDING CHAPTER 74 OF
THE COLLIER COUNTY CODE OF LAWS AND ORDINANCES
(BEING THE COLLIER COUNTY CONSOLIDATED IMPACT FEE
ORDINANCE, NO. 200t-13, AS AMENDED) AMENDING
SCHEDULES ONE, THREE, FOUR, AND SIX OF APPENDIX A,
WHICH ARE THE TRANSPORTATON (ROAD), PARKS AND
RECREATION, CORRECTIONAL FACILITIES (JAIL), AND
EDUCATIONAL FACILITIES (SCHOOL) IMPACT FEE RATE
SCHEDULES, IN ACCORDANCE WITH THE ADOPTED INDEXING
METHODOLOGY; PROVIDING FOR INCLUSION IN THE
COLLIER COUNTY CODE OF LAWS AND ORDINANCES; AND
PROVIDING FOR A DELAYED EFFECTIVE DATE OF JULY IO,
2017.
WHEREAS, Collier County uses impact fees to supplement the funding of necessary
capital improvements required to provide public facilities to serve new population and related
development that is necessitated by growth in Collier County; and
WHEREAS, on March 13, 2001, the Board of County Commissioners adopted
Ordinance No.200l-13, the Collier County Consolidated Impact Fee Ordinance, repealing and
superseding all ofthe County's then existing impact fee regulations, and consolidating atl ofthe
County's impact fbe regulations into that one Ordinance, codified in Chapter 74 of the Collier
County Code ol Laws and Ordinances (the "Code"); and
WHEREAS, in October of 2002 the Board of County Commissioners directed that
during the upcoming required three-year updates of the individual impact fees that methodology
also be developed to provide for the annual indexing of the fees in the years between the formal
updates; and
WHEREAS, on June 26, 2007 the Board of County Commissioners adopted Ordinance
2007-57, thereby adopting the "Collier County Impact Fee Indexing Study," and amending the
Code to reflect revised indexing provisions using localized information and amended rates; and
WHEREAS, on April 28,2009, the Board of County Commissioners adopted Ordinance
No. 2009-17, amending the Code by implementing a two-year average be utilized to calculate the

WHEREAS, on February 10,2015, the Board adopted Ordinance No. 2015-17 for the
adoption of the 2015 "Collier County Transportation Impact Fee Update Study" and the 2015
"Collier County Conectional Facilities Impact Fee Update Study"; and on June t4, 2016, the
Board adopted Ordinance No. 2016-18, adopting an annual indexing calculation thereby
establishing the County's current Transportation (Road) and Correctional Facilities (Jail) Impact
Fee rates; and
WHEREAS, on November 10,2015, the Board adopted Ordinance No. 2015-59 and
2015-60 for the adoption ofthe 2015 "Collier County Parks and Recreation Impact Fee Update
Study" and the 2015 "Collier County School Impact Fee Update Study" thereby establishing the
County's current Parks and School Impact Fee rates; and
WHEREAS, in 2017, Road, Conectional Facilities, Parks and School impact fee rates
are scheduled to be indexed, using the adopted methodology; and
WHEREAS, Tindale-Oliver and Associates, Inc. completed the report titled "2017
Indexing Calculations for Parks and Recreation, Schools, Correctional Facilities, and
Transportation Impact Fees" resulting in an increase in rates of 6.570 increase for Community
Park Impact Fees, a 10.6% increase for Regional Park Impact Fees, a 3.2%o increase for School
Impact Fees, a 2.670 increase for Jail Impact Fees, and a 2.3%o increase for Road Impact Fees;
and
WHEREAS, staff has thoroughly reviewed the calculations and findings and concurs
with the results of the calculations and the study; and
WHEREAS, staff recommends that the Board of County Commissioners adopt this
Ordinance to implement the recommended changes; and
WHEREAS, Section 163.31801, Florida Statutes, which is the Florida Impact Fee Act,
requires the most recent and localized data be used in impact fee calculations and this annual
index complies with that requirement.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE. Appendix A of Chapter 74 of the Collier County Code of Laws and
Ordinances is hereby amended as set forth in the attachment to this Ordinance.

SECTION TWO. CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other Ordinance of Collier County or other
applicable [aw, the more restrictive shall apply. Ifany phrase or portion of this Ordinance is held
invalid or unconstitutional by any court ol competent jurisdiction, such portion shall be deemed a
separate, distinct, and independent provision and such holding shall not aflect the validity of the
remaining portions.
SECTION THREE. INCLUSION IN THE CODE OF LAWS AND ORDINANCES.
The provisions of this Ordinance shall be made a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections ofthe Ordinance may be renumbered or re-
lettered and intemal cross-references amended throughout to accomplish such, and the word
"ordinance" may be changed to "section," "article," or any other appropriate word.
SECTIONFOUR. EFFECTIVEDATE.
This Ordinance shall be considered adopted upon the date written below; however, the
effective date of the f'ee schedules shall be delayed to July 10,2017.
