Pledge of Allegiance Chairman Taylor called the meeting to order at 9:00 a.m. and the Pledge of Allegiance was recited. 2. Review of Urban Land Institute (ULI) Housing Affordability Recommendations The meeting was a Workshop setting where no formal action may be taken by the Board of County Commissioners. The Commissioners reviewed and discussed the individual recommendations for the purposes of determining whether staff should return the item for further review and discussion. In order to facilitate the activity, "motions" were simply made to provide staff clear direction on which items should be returned for consideration at a future meeting of the Commissioners, not "actions" demonstrating approval or disapproval of the recommendation. Regulation and Governance Speakers Martin Manion,Naples Area Board of Realtors spoke in opposition for funding any items utilizing real estate taxes. Dominic Pallini, p Naples Area Board of Realtors spoke in opposition for funding any items p utilizing real estate taxes. Lauren Melo,Naples Area Board of Realtors spoke in opposition for funding any items utilizing real estate taxes. Terry Kays recommended#5 be brought forward for further consideration, especially developing more pedestrian friendly communities and incentivizing"co-housing." 1. Increase BCC to 7 Members including 2 At-Large Members Staff noted the change would require action by the Legislature. Commissioner Saunders moved to place#'s 1, 2 and consideration of a real estate tax in #9 to the "no"column and for staff not to bring any further information forth on the items to be considered by the Board of County Commissioners (BCC). Second by Commissioner Fiala. The motion was withdrawn as the Board determined to hear the recommendations for this section individually. Commissioner Saunders moved to place item 1 in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Fiala. Carried unanimously 5—0. 2. Require a Simple Majority for Zoning Decisions That Include Mixed Income or Affordable 2 February 24, 2017 Commissioner Saunders moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Fiala. Carried unanimously 5—0. 3. Identify "Strategic Opportunity Sites" for Mixed Income Higher Densities (30+/- U/A) Commissioner McDaniel moved to place the item in the `les"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Saunders. Discussion occurred on whether the 30 units per acre requirement should be removed from the recommendation. Commissioner McDaniel amended the motion to place the item in the `les"column and for staff to present further information on the recommendation to the BCC subject to removal of the limitation of 30 units per acre. Second by Commissioner Saunders. Carried unanimously 5—0. 4. Establish or Increase Administrative Approvals Commissioner McDaniel moved to place the item in the "not now"column and for staff to present further information at a later date on the recommendation to the BCC. Second by Commissioner Fiala. Commissioner Solis recommended information be brought forth for review to ensure the option is fully vetted before eliminating it from final consideration. Commissioner McDaniel amended the motion to place the item in the `yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Fiala. Carried unanimously 5—0. 5. Expedite Permitting and Approval Process - including zoning, LDC and GMP Changes Commissioner McDaniel moved to place the item in the `,es"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Solis. Carried unanimously 5—0. 6. Encourage Cost-Saving Infrastructure Requirements (reduced parking, sidewalks, etc...) Commissioner Fiala moved to place the item in the "no"column and for staff not to present further information on the recommendation to the BCC. Second by Commissioner Saunders. SII Discussion occurred with Commissioner Fiala expressing concern on reducing requirements for parking and sidewalks in developments for safety concerns and ensuring ample parking is available so individuals are not parking in inappropriate areas or on the grass. Commissioner Fiala amended the motion to place the item in the yes column subject to removing the language (reduced parking, sidewalks, etc.). Second by Commissioner Saunders. Motion carried 4 `yes"-1 "no." Commissioner Solis voted "no." 3 February 24, 2017 Discussion occurred with Commissioners noting the recommendations are in the information gathering stages and it may not be beneficial in this case to eliminate the concept of reducing parking, sidewalks, etc. A final determination on the item may be made at the time all options in regards to the recommendation have been vetted by the BCC. Commissioner McDaniel moved to reconsider the motion. Second by Mr. Solis. Carried unanimously 5—0. Commissioner Saunders moved to place the item in the `yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Solis. Motion carried 4 "yes"—1 "no. Commissioner Fiala voted "no." 7. Amend LDC Adopt a Smart Code Commissioner McDaniel moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Solis. Motion carried 4 "yes"—1 "no." Commissioner Fiala voted "no." Commissioner Fiala noted there is not a clear definition of a County"Smart Code" and the BCC noted a definition of"Smart Code"needs to be provided when the recommendation is considered. 8. Reinstate the Housing Trust Fund Staff noted the Fund is currently inactive. Commissioner Fiala moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Chairman Taylor. Carried unanimously 5—0. 9. Identify a Dedicated Funding Source; Establish a Linkage Fee Discussion occurred with the BCC noting a dedicated funding source should be established absent of use of taxation. Commissioner Saunders amended the motion to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the item not including any references to potential tax,fee, etc. increases. Second by Commissioner McDaniel. Carried unanimously 5—0. Increase Maintain or Restore Supply Commissioner Fiala recommended the term Affordable Housing should be re-branded to "Housing Affordability"to reference the creation of opportunities of any of those in an income level in need of adequate housing(lower income service personal, essential services providers in a mid level income range, etc.). Speakers 4 February 24, 2017 Tim Nance noted the Golden Gate area protects stormwater resources, County wellfields and provides an environmental buffer between urban uses and conservation lands. Many residents in the area prefer lower density development and spoke in opposition to allowing the rental of guest homes. Mark Teaters spoke in opposition to allowing the rental of guest homes. Antonio Dumornay noted it is extremely difficult for the average working person to find housing in the County and hopes the issue may be addressed to benefit the younger individuals in the County. Break: 10::24 a.m. Reconvened: 10:32 a.m. 10. Increase the Current Density Bonus Program to Allow Higher Densities (30+/-U/A) Discussion occurred noting the 30 +/- acre threshold should be eliminated as it was in recommendation#3 Commissioner Solis moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to removal of the limitation of 30 units per acre. Second by Chairman Taylor. Carried unanimously 5—0. 11. Implement Inclusionary Zoning with Local Flexibility Options Commissioner McDaniel amended the motion to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Saunders. Motion carried 4 "yes"—1 "no." Commissioner Fiala voted "no." 11. Allow Rental of Guest Houses Commissioner McDaniel moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the requirement not applying to lands east of 951. Without a second the motion was not considered. Staff noted renting of"guest houses" is not allowed in Collier County. Commissioner Saunders moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Fiala. Motion carried 4 "yes"—1 "no." Commissioner Solis voted "no." 12. Allow Commercial Conversion near Transportation and Job Centers at High Densities (30+/- U/A) Discussion occurred noting the 30 +/- acre threshold should be eliminated as it was in recommendation#3 and#10. Commissioner McDaniel moved to place the item in the `yes"column and for staff to present further information on the recommendation to the BCC subject to removal of the limitation of 30 units per acre. Second by Commissioner Solis. Carried unanimously 5—0. 5 February 24, 2017 14. Develop a Community Land Trust with Land Leases Chairman Taylor moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the program being administered by a party other than the County. Second by Commissioner McDaniel. Carried unanimously 5—0. 15. Review Publicly Owned Land & Facilities or Co-Locate Housing(include other Gov't Agencies) Chairman Taylor moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Solis. Carried unanimously 5—0. 16. Amend Impact Fee Deferral Program to Reduce or Waive Fees Commissioner McDaniel noted the impact fee rates should be considered in all aspects of County development as the fees in other categories may have a relation to those seeking to develop lower and mid range cost housing. Other Members noted the recommendation today deals with housing affordability and a discussion about overall impact fees in the County may be more appropriate for another venue. Commissioner Saunders moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Solis. Motion carried 4 "yes"—1 "no." Commissioner McDaniel voted "no." Enhanced Transportation Options 17. Integrate Bus Routes with Affordable Developments 18. Implement Park and Ride System 19. Explore Bus Rapid Transit or Express Routes 20. Implement the Comprehensive Pathways Plan 21. Promote Ride Sharing Options 22. Establish a Stable Recurring Revenue Source for Transit Commissioner Solis moved to place the Items #17- #22 in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Chairman Taylor. Carried unanimously 5—0. Increase Wages Speakers Antonio Dumornay expressed concern on the lower levels of pay for some workers in the County restricting their ability to obtain housing in the area. Tamara Paquette expressed concern on the level of pay for the mid level workforce (nurses, firefighters,police officers, etc.) in the County and their ability to obtain housing in the area. 6 February 24, 2017 Gary Petit expressed concern on the low wages and recommended recommendation#24 be brought forward for review. 23. Increase Government Employee Wages Staff noted the BCC reviews County wages on an annual basis during preparation of the budget. Commissioner McDaniel moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Fiala. Carried unanimously S—0. 24. Implement an Enhanced Minimum Wage Commissioner McDaniel moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Chairman Taylor. Carried unanimously S—0. Communication and Engagement Speakers Michael Puchalla,Executive Director of HDC Southwest Florida noted there are organizations in the area that do provide some of the items in the recommendations and suggested investigation of partnerships be undertaken to ensure there is not a duplication of efforts. Sunny Hertz noted while workforce housing is an issue, another problem is housing for the senior population with many homeless individuals. Gina Lare,Naples Daily News noted there are many accessible resources, however many individuals do not know they are available for use. Mary Waller supports development of a marketing and communication plan. 25. Develop Community Volunteer Projects and "YIMBY" Programs Commissioner Fiala moved to place the item in the `yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner McDaniel. Carried unanimously S—0. 26. Create an Affordable Housing Directory of For-Sale and Rental Opportunities (Live-Time Availability) Commissioner Fiala moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the directory including other housing services and opportunities available to the public. Some noted the directory is a good concept, but it should be developed by parties other than the County given the daily maintenance that would be required by staff. Without a second the motion was not considered. Commissioner Saunders moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the program be 7 February 24, 2017 developed administered by a party other than the County. Second by Commissioner Fiala. Carried unanimously 5—0. Staff noted the recommendations do not necessarily mean the items would be developed by the County, rather consideration should be given to any party investigating avenues to develop the items cited in the recommendations. 27. Create a "Myths &Facts" Brochure Commissioner McDaniel moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Chairman Taylor. Carried unanimously 5—0. 28. Develop a Marketing and Communication Plan Commissioner McDaniel moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to the plans being developed by a party other than the County. Second by Commissioner Fiala. Carried unanimously 5—0. 29. Hire a Community Housing Outreach Specialist Commissioner McDaniel moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Discussion occurred if the item should be categorized as a"not now" as opposed to "no." Some noted it may want to be considered in the future after some of the other recommendations are finalized. Others noted with the other tasks being assigned to staff, it may not be a prudent use of their time to investigate this recommendation given results of the County initiatives may eliminate the need for an Outreach Specialist(developing marketing and communication plans and housing directories, coordinating developing partnerships to coordinate Agency activities, etc.). On another level, even it is placed in the "no" category at this point, nothing precludes the County from re-considering it in the future. Second by Commissioner Saunders. Motion carried 4 `yes"-1 "no." Chairman Taylor voted "no." 30. Streamline the Application Process for Residents Commissioner Saunders moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner McDaniel. Carried unanimously 5—0. 31. Create an Affordable Housing Directory of For-Sale and Rental Opportunities (Live-Time Availability) It was noted this is the same recommendation as#26. 8 February 24, 2017 Commissioner Saunders moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner McDaniel. Carried unanimously 5—0. 32. Develop a Housing Educational Program Commissioner Saunders moved to place the item in the `3es"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner McDaniel. Carried unanimously 5—0. 33. Write a Housing Resources Guide Commissioner Saunders moved to place the item in the `des"column and for staff to present further information on the recommendation to the BCC. Second by Commissioner Fiala. Carried unanimously 5—0. 34. Hire a Housing Counselor Commissioner McDaniel moved to place the item in the "no"column and for staff not to bring any information forward on the recommendation for review by the BCC. Second by Commissioner Saunders. Carried unanimously 5—0. 35. Create a Community Vision Discussion occurred noting it may be prudent to ensure the best available data is used in creating the vision. Chairman Taylor moved to place the item in the "yes"column and for staff to present further information on the recommendation to the BCC subject to ensuring the "community vision"is anchored with the best available data. Second by Commissioner McDaniel. Carried unanimously 5—0. 3. Public Comment Speakers Kathy Curatolo, Collier Building Industry Association noted given the regulatory and existing land use environment it is difficult for any developer to provide the housing opportunities being discussed. Increasing densities and reducing the required development standards for these uses could help address the problem. Tim Nance reported the Rural Fringe Mixed Use District requirements are under review and will be presented to the BCC and there may be opportunities for some of the receiving lands in the program to address the issue. Michael Dalby, Greater Naples Chamber of Commerce noted workforce housing is the number one issue for the Chamber and the organization can partner to help provide data on the issue and improve communications between parties.
