EXECUTIVE SUMMARY
Recommendation to approve Second Amendment to State Housing Initiatives Partnership Program
Agreement with Community Assisted and Supportive Living, Inc. d/b/a Renaissance Manor
("Sponsor").
OBJECTIVE: To provide affordable rental housing throughout Collier County.
CONSIDERATIONS: On June 28, 2016, the County entered into an Agreement with Community
Assisted and Supportive Living, Inc. d/b/a Renaissance Manor (“Sponsor”) to acquire two properties with
State Housing Initiatives Partnership (SHIP) funds (Agenda item 16D17). On October 25, 2016, the
Agreement was amended to increase the project funding, and the Sponsor was incorrectly referred to as
“Subrecipient” (Agenda item 16D2).
The Second Amendment to the SHIP Program Agreement cor rectly identifies the organization as a
“Sponsor,” which is a grant term of art, so the entity name is now in conformance with the approved
agreement.
Since an amendment was necessary, the Second Amendment also includes an updated Exhibit E -
Quarterly Progress Report to allow for smoother project administration.
FISCAL IMPACT: The proposed action described in this executive summary has no new fiscal impact.
The funding source for this grant is the Florida Housing Finance Corporation. Funds are budgeted within
SHIP Grant Fund 791, Project 33331 & 33429.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further the Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves and authorizes the
Chairman to sign Second Amendment to the agreement with Community Assisted and Supportive Living,
Inc.
