EXECUTIVE SUMMARY
Recommendation to approve the ranking of professional engineering consultants, enter into
negotiations with the top ranked firm of AMEC Foster Wheeler under Request for Proposal 16 -
7039, “CEI Services for the Northeast Recycling Drop-off Center”.
OBJECTIVE: Approve staff selection committee rankings for professional construction engineering
inspection (CEI) services for the construction of the Northeast Recycling Drop-off Center
(NERDC) and authorization to negotiate a proposed contract for subsequent Board approval.
CONSIDERATIONS: The proposed project provides for the construction of a new county-owned and
operated recycling drop-off center located behind the Collier County Fairgrounds on 39th Avenue off
Immokalee Road. The facility will provide a convenient, dry location for recyclable materials and
household chemicals to be brought by residents and small businesses in the northeast part of the county.
This will allow household hazardous waste to be collected, properly stored and shi pped out of the county
for proper recycling or disposal. This new facility will enhance public safety, environmental
stewardship, and public awareness of recycling and proper hazardous materials disposal. It will adhere to
the guiding principles of environmental and growth management compliance, airspace preservation,
operational excellence, and best value service.
The scope of work for Request for Proposal (RFP) 16-7039 is CEI services, including
construction observation,
daily log and construction documentation,
photographic record,
general coordination,
construction progress meetings,
observe inspections,
substantial and final completion inspections,
final construction certification,
general project management,
monitor project records,
certifications, and
as-constructed field drawings.
On November 2, 2016, the Procurement Services Division released notices of Request for Proposals
(RFP) 16-7039 to 1,443 vendors for CEI services for NERDC. Forty-nine solicitation packages were
downloaded, and two bids received December 20, 2016, as shown below and on the Final Ranking
(Attachment 2). The selection committee met January 26, 2017, and as described in the solicitation
document, by consensus, ranked each of the proposals submitted.

The top-ranked firm is qualified and has extensive experience providing CEI services. Staff
recommends approval of the selected firm. In accordance with the Consultant’s Competitive
Negotiation Act, Florida Statute 287.055, upon the Board’s approval of the listed ranking, staff will
negotiate an agreement with the top ranked firm (and in the event that an agreement with that firm cannot
be reached continue negotiating with the second ranked firm) and bring a proposed contract back to the
Board at a subsequent meeting.
FISCAL IMPACT: The project has been budgeted for under Solid Waste Capital Fund 474,
Project 59009.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated
with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. SRT
RECOMMENDATION: That the Board of County Commissioners approve the ranking of professional
engineering consultants, enter into negotiations with the top ranked firm of AMEC Foster Wheeler under
Request for Proposal 16-7039, “CEI Services for the Northeast Recycling Drop-off Center,” and in the
event that an agreement cannot be reached with that firm, to continue negotiating with the remaining firm,
and bring a proposed contract back to the Board for its approval.
