EXECUTIVE SUMMARY
Recommendation to approve a Resolution supporting an application by the South Florida Water
Management District to the National Oceanic and Atmospheric Administration’s (NOAA) Office
for Coastal Management for a Coastal Resilience Grant to develop and implement a comprehensive
approach for resilience with respect to flooding and other impacts of coastal storms in the presence
of sea level rise within Collier County.
OBJECTIVE: To approve a Resolution supporting a proposal for a grant to develop and implement a
comprehensive approach to resiliency related to coastal storms and sea level rise.
CONSIDERATIONS: The South Florida Water Management District (SFWMD), including the Big
Cypress Basin (BCB), is proposing to apply for a grant from the National Oceanic and Atmospheric
Administration’s (NOAA) Office for Coastal Management to develop and implement a comprehensive
approach for a regional plan for resilience with respect to flooding and other impacts of coastal storms in
the presence of sea level rise within Collier County.
Collier County and Southwest Florida are vulnerable to the devastating impacts of storm surge and sea
level rise, and the SFWMD, because of their background operating the primary flood control system and
their technical knowledge of the area, is in a unique position to assess current and future risks and flood
control response strategy. Additionally, Collier County has supported similar proposals by the SFWMD
in the past.
Staff views this program as a multi-year, multi-phase endeavor in which Collier County’s involvement
will be as a full partner, integral to the success of the program and is fully supportive of this grant
application. The project envisions engagement of stakeholders, staff of various governmental
organizations, and the faculty and graduate students of several regional universities (FGCU, FIU, FAU,
etc.). In addition, the project directly supports Collier County’s Local Mitigation Strategy (LMS).
In accordance with direction provided by the Board of County Commissioners (Board) on October 11,
2016 (Item 11C) staff is continuing with sea level rise research and efforts. This proposal is
complimentary to those efforts, as well as other activities supported by the Board (FGCU - NOAA grant
and SWFRPC - to update Coastal High Hazard Area) as well as the proposed Harvard Graduate School of
Design’s proposal on South Florida and Sea Level.
FISCAL IMPACT: There is no current or future funding request or obligation related to this item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact related to this
request.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA SUPPORTING A PROPOSAL TO THE
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S OFFICE
FOR COASTAL MANAGEMENT BY THE SOUTH FLORIDA WATER
MANAGEMENT DISTRICT FOR A COASTAL RESILIENCE GRANT TO
DEVELOP A COMPREHENSIVE APPROACH FOR THE DEVELOPMENT AND
IMPLEMENTATION FOR RESILIENCE WITH RESPECT TO FLOODING AND
OTHER IMPACTS OF COASTAL STORMS IN THE PRESENCE OF RISING SEA
LEVELS IN COLLIER COUNTY, FLORIDA; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, The South Florida Water Management District (SFWMD),
including the Big Cypress Basin (BCB), is desirous of developing and
implementing a comprehensive approach for water management infrastructure
planning and operation for resilience with respect to flooding and other impacts of
coastal storms in the presence of sea level rise within Collier County; and
WHEREAS, Collier County and Southwest Florida are vulnerable to the
devastating impacts of storm surge and sea level rise, and the SFWMD, because
of their background operating the primary flood control system and their technical
knowledge of the area, is in a unique position to assess current and future risks
and flood control response strategy; and
WHEREAS, Collier County views this program as a significant value to
the community and as a multi-year, multi-phase endeavor in which Collier
County’s support and involvement will be as a full partner, integral to the success

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:

1. That the Board of County Commissioners supports funding for the project, Flood
Control Tools, Techniques and Strategies for a Resilient Southwest Florida, by the
National Oceanic and Atmospheric Administration’s National Ocean Service.
2. That the Board of County Commissioners intends to utilize the results of the project
to formulate strategies appropriate to address the impacts of sea-level rise and
storm-surge.
3. This Resolution shall take effect immediately upon adoption.
This Resolution is adopted after motion; second and majority vote favoring same,
