January 17 at 10:15 a.m. at the Community Center at Pelican Bay, located at 8960 Hammock

All members were present and a quorum was established
AGENDA APPROVAL
Mr. Cravens motioned, Mr. Streckenbein seconded to approve the agenda as
amended with the additions of items #6e, #10a and #10b. The motion carried
unanimously.
APPROVAL OF 12/20/16 MEETING MINUTES
Mr. Cravens motioned, Mr. Streckenbein seconded to approve the 12/20/16 meeting
minutes as presented. The motion carried unanimously.
AUDIENCE COMMENTS
Mr. Michael Rodburg commented on the weeds surrounding a recently planted sorghum
tree on Foundation property in the Oakmont Preserve, and his willingness for his landscaper to
maintain the immediate area around this tree. Mr. Cravens commented that the PBSD would be
appreciative of Mr. Rodburg's landscaper's weed maintenance of this area.
ADMINISTRATOR'S REPORT
OAK LAKE SANCTUARY FLOW-WAY TREES
Mr. Dorrill commented on the purchase and installation of five 65 gallon oak trees in the
Oak Lake Sanctuary flow-way. This project is now complete.
SOD REPLACEMENT UPDATE
Mr. Shepherd motioned, Mr. Ventress seconded to recommend to the full board an
additional expenditure of up to $28,500 to replace sod as necessary on Pelican Bay
Blvd. The motion carried unanimously.
TREE TRIMMING UPDATE
Mr. Streckenbein motioned, Mr. Cravens seconded to recommend to the full board
to do a budget amendment to complete the lifting of the oak trees for $23,500. The
motion carried unanimously.
STREET LIGHT CONFLICTS
Mr. Cravens motioned, Mr. Streckenbein seconded to recommend to the full board
that $13,685 be expended to trim the trees in Pelican Bay that are in conflict with
the street lights. The motion carried unanimously.
SUMMER ANNUALS (ADD-ON)
After committee discussion and review of recommendations for summer annuals by Mr.
Bolick, the committee was in agreement that (1) dragon wing bronze leaf begonias will be
planted in front of the Oakmont sign, (2) red, white and pink pentas will be planted in the three

monument areas, and (3) blush pink, red, and white sunpatiens will be planted in the interior
street median bullnoses.
DISCUSSION OF COURTESY NOTIFICATION OF PBSD TRIMMING ACTIVITY
Dr. Chicurel and the committee suggested that staff work with Arlene Harper (PBF) to
provide courtesy notification of PBSD trimming activity in a"public service announcement box"
in"Today In The Bay," a weekly PBF email blast published on Wednesdays.
DISCUSSION OF THE POSSIBILITY OF PURCHASING OUR OWN GRINDER TO
PRODUCE MULCH FROM PBSD'S AND/OR MEMBER ASSOCIATIONS'
TRIMMINGS
Mr. Bolick commented that the PBSD periodically rents a grinder and hires a contractor
for in-house mulch generation. He commented that the approximate cost to purchase a grinder is
$135,000 - $150,000. In light of the high cost, safety issues, and maintenance issues, by
consensus, the committee decided to table this issue.
INITIAL DISCUSSION ON ADOPTING MIKE SHEPHERD'S "LANDSCAPE
MANAGEMENT PLAN"
Dr. Chicurel requested that the L&S Committee members review pages 1 — 3 of the
"Landscape Management Plan" for discussion at the February L&S committee meeting.
OLD BUSINESS
COLLIER COUNTY SHERIFF'S OFFICE PATROLS DATA (ADD-ON)
Dr. Chicurel reported that the December Sheriff's Office patrols report included one
citation for a stop sign violation, 15 warnings for stop sign violations, and 28 warnings for
speeding violations.
PEBBLE CREEK/STATION 8 NORTH BEACH CROSSWALK (ADD-ON)
Dr. Chicurel commented on safety concerns regarding the inability of pedestrians to
activate the blinking caution lights at the PB Blvd. crosswalk at Pebble Creek. Discussion
included suggested changes of the location and size of the signage. Mr. Dorrill also suggested a
stencil of "push button" on the pathway, and will provide a facsimile of a stencil to the
committee.
Ms. O'Brien suggested that the Sheriff's Dept. bring attention to this intersection by
increasing focus on this area and issuing warnings for violations.
Mr. Cravens motioned, Mr. Streckenbein seconded to direct staff to attach a "push
button for crosswalk" sign, facing pedestrian approach, in as large a size as allowed.
The motion carried unanimously.
NEW BUSINESS
Mr. Shepherd suggested staff look into developing a formal agreement with Collier
County/Public Utilities Dept. regarding PBSD's current and future use of the maintenance
facility and property at 6200 Watergate Way which is owned by Collier County. Mr. Dorrill
commented that he will discuss this issue with Commissioner Solis.

Mr. Shepherd commented on the unsightliness of a private resident's property on the
corner of Oakmont Pkwy. and Pineside Lane. Dr. Chicurel commented that he will discuss this
issue with Mr. Dave Cook, Pelican Bay Foundation.
Mr. Dorrill commented on irrigation water usage for FY 2017 October and November
being 3.1 million gallons lower than the same time period in FY 2016. This savings is a direct
result of the newly installed irrigation system (Phase 1).

Subject: Evaluation of Mid-Block Crosswalk?
Lisa,
According to the 2016 FDOT Index 17346,the flashing beacon pedestrian signs should be on the backside of the
crosswalk, as you are requesting. When we obtained the Right of Way Permit for the installation,Collier County Traffic
Ops had commented to put the signs at the front side of the crosswalk. I suggest that we contact Traffic Ops to request
relocation for the reasons you stated.
The push buttons will need to be relocated to the other side of the sign post in this revised configuration (so the buttons
are on the same side as the signs).
Regarding the additional push button sign:
There appears to be space to fit the sign above the existing push button sign and below the arrow sign.
The sign I would recommend is the R10-25 sign which is 9"wide by 12"tall.

I would not recommend changing the color to yellow. While it might seem like yellow stands out more, sign colors have
specific meanings.
Yellow is for warning signs. White is for regulatory signs.

ADMINISTRATOR'S REPORT
CROSSWALKS
BATEMAN CONTRACT UPDATE
Mr. Dorrill reported the County Attorney initially opined that the Bateman contract would need Board of
County Commissioners authorization before moving forward with the two additional crosswalk projects planned for
this summer on Pelican Bay Boulevard at the intersections of North Pointe Drive and Myra Janco Daniels Boulevard.
Upon realization that the original Bateman contract approved by the Board of County Commissioners in 2011 included
these additional locations,the County Attorney determined that no further authorization was necessary
UNIFORM TRAFFIC STANDARDS
Mr.Dorrill introduced two engineers invited to speak about uniform traffic standards and address residents'
concerns about safety and noise that resonated from vehicles driving over cobblestones at the San Marino and North
Tram station mid-block crossings.
Mr.James Carr,P.E.explained the crosswalks constructed along Pelican Bay Boulevard were designed by
Wilson Miller. All raid-block crossings have three feet wide cobblestone bands on each side that was intended to
create a "rumble"sound and have a tactile feel effect, Ater the initial installation, following complaints that the
cobblestones were uneven and created a tripping hazard,the edges were adjusted to form a more level surface and it
had the added effect of reducing noise.
Traffic engineering expert,Mr.Bill Oliver,P.E.explained at pedestrian crossings,key issues for safety are
speed and advance warning and methods currently in use to alert drivers did not appear to be working.If the intention
of the cobblestones was to cause vehicles to slow down,it was clear the cobblestones were installed too close to the
crossing. If the sound and tactile feel of driving over cobblestones was intended to change drivers' behavior,by the
time the rumble is heard,it is too late to stop-.The-mid-block crossings include standard signs and pavement markings
required by the Manual on Uniform Traffic Control Devices(MUTCD). The question was whether the methods being

May 2,2011 ____-.-.--used to get drivers' attention were producing the intended effect.The answer was no.The solution would be one that
reaches out and grabs drivers'attention. Mr.Oliver recommended progressing to a higher level of driver awareness
that could be achieved by installing a pedestrian-activated flashing beacon light timed to continue flashing until the
pedestrian crossed the intersection.
Mr, Oliver explained the County rises MUTCD standards to determine signage, signals, and pavement
markings;and agreed that installing additional signago that is considered"supplemental"to MUTCD standards could
cause confusion.Regarding the flashing yellow lights in the roadway on Ridgewood that outline a crossing to the Phil,
Mr.Oliver reasoned the design was likely"emerging technology"that was later determined to be ineffectual.
Mr. Brendan Culligan (Pebble Creek) presented a video he made showing problems faced by pedestrians
attempting to cross at the North Train station mid-block crossing and at other locations within Pelican Bay.
BOARD DISCUSSION
Mr.laizzo suggested removing the cobblestones at the San Marino crossing. Mr.Chandler made a motion,
second by Ms. O'Brien to recommend to the Foundation Board to remove cobblestones at the San Marino crossing.
Mr.Gibson said he supported removing the cobblestones,but the motion should include replacing cobblestones with

Mr. Steve Seidel (San Marino), Ms, Kathy Mahoney(San Marino),Dr.Ted Raia(St.Raphael),Mr.Dave
Cook(Crescent),Mr.Brendan Culligan(Pebble Creek)and another Pebble Creek resident supported increased traffic
enforcement to control speeders,and supported removing cobblestones at the San Marino crossing or at all mid-block
crossings;and agreed that resolving safety issues should not require consulting with the Foundation first and also be
completed promptly.
Ms. Marcia Cravens (Dorchester)suggested installing speed bumps, but Mr, Dorrill explained that speed
bumps were not appropriate for Pelican Bay Boulevard,an arterial roadway.
Mr.Jeiiy Moffatt(L'Ambiance)said the Foundation paid for the construction,but the road is owned by the
County, and Mr. Dorrill added the Services Division permitted the project and is therefore responsible for
maintenance.
Mr.John Domenic(Breakwater)did not agree with Mr,Gibson's idea to replace cobblestones with fire-red
clay brick pavers;and Ms.Mary McLean Johnson(St.Marissa)suggested amending the motion to include replacing
cobblestones with appropriate alternatives that increase visibility and consistency.

Due to continued complaints from residents of San Marino that the noise made by vehicles driving

Dear Tom:
I am writing to you on behalf of the owners of The Crescent with a request that
the crosswalk at Pelican Bay Boulevard and Hammock Oak be revised. Please
remove the cobblestones and replace them with paver bricks.
The cobblestones make a noise that is bothersome to our owners, especially
those who live near Pelican Bay Boulevard. We were told, by your consultant,
that the noise would be sufficient so as to warn a driver that they had reached a
crosswalk. It certainly does not help them realize it until they have passed the
area -which has no impact on anyone who is already in that crosswalk.
Other crosswalks were constructed with simple paver bricks and perhaps that
design could be replicated at Hammock Oak.

Hello Mr.Chicurel,
I was walking down PB Boulevard the other day and Just passing tram station 8. A group of cyclists was
tiding down the boulevard,at a pretty good clip. The leader of the group called out loudly,
"RIDE IN THE GUTTER";he was warning the group to avoid the cobblestone speed bumps
by riding In the cement gutter. As you may recall that Is Just what I used to do,and the reason I
had my nasty accident by the Glenview where there was water in the gutter and algae
that was as slick as black Ice. I was going to call out to warn them but they were gone
in a flash. Luckily there were no slick algae lined puddles in the gutters at that moment.
I felt a shudder as you can imagine. I can't imagine why
you have not taken steps to correct this situation. Are you walling for a more broken bones,
or maybe for someone to get killed or paralyzed by a neck injury? I see people
riding without helmets so a fatality is a very real possibility.

Appearance Objectives
Turf
Grass should be considered the principal building block of the landscape scheme.
Where possible, turf should always be placed as a boundary between roadway and
planting beds to retain mulch and provide a medium for crisp edging. Minimum turf
width should be 12" to prevent edge drying. Underlying soil should be graded to
eliminate mounding and subsequent mower scalping. Depressions should be
eliminated to prevent mower dipping.
Turf areas should be monitored continuously to identify and treat any weed
infestation, pest infestation, irrigation deficiency or weed bloom. In cases where the
turf is clearly compromised, replacement should be made promptly.
Areas where insufficient sun exposure prevents turf from thriving should be
reconfigured with plant material and/or mulch beds.
Hedges and Plantings
Hedge rows should be trimmed with level tops and plumb vertical walls. Where
adjacent to roadways, driveways or sidewalks, the hedge wall should follow the
corresponding hardscape, without overhang.
Hedge members with voids in foliage or outsized branch structure should be
replaced. In cases where the replacement of a single hedge member would produce

a dominant and continuing "missing tooth" in the row, the entire row should be
replaced. Soil beds should always be amended at time of replanting.
Plantings sharing an adjacent footprint or planting bed with multiple species should
demonstrate clear distinction between species, without interwoven foliage.
Plantings within a bed should be maintained at uniform size, either by trimming or
removal, separation and replanting. No single grouping of a given species should be
allowed to suggest some components as being more vigorous than the surrounding
members. Chronically weak members should be replaced. Soil beds should always
be amended at time of replanting.
Species characterized by seasonal stringers (i.e. Variegated Flax seed shoots)
should be groomed regularly.
Where possible, hedges and/or plantings should be placed in layered"
arrangements, with larger species to the rear, stepping uniformly to smaller species
in the foreground. Constituent species should reflect varying leaf geometry, color,
etc. to provide maximum visual differentiation.
Plantings and/or hedges should be placed and trimmed to visually shield mechanical
monuments (i.e. FPL transformers, Telecommunication /CATV pedestals, water
company back-flow assemblies, etc.).
Species selections should be varied throughout the development to avoid pockets of
overuse.
Flowers
Soil beds should always be amended at time of planting. Planting rotation should be
scheduled with sufficient regularity to prevent overgrown and/or "leggy" members.
Mulch
Mulch should be used to visually dress the base of plantings, prevent weeds and
maintain soil moisture. Mulch is not intended to be a stand-along component of a
landscape scheme. Significant expanses of mulch should generally be replaced with
either turf, hedge rows, or plantings. Areas with inadequate sunlight can sometimes
justify large expanses of mulch, with attention to regular grooming and avoiding
spillage into roadways
Mulch circles around trees should be of appropriate size and exhibit crisp edges
against adjacent turf.
Small mulch circles should be maintained around mechanical monuments (i.e. post
lights) to allow the use of string edgers without endangering the monument.
Mulch beds should be artfully contoured to enhance adjacent plantings. Extended
"straight line" bed edges should be avoided.
