Project Manager's Report- Harry Sells A. Budget Report Jan 5, 2017 Budget Report 2017 and 12 year payback proposal. The current budget and the projected budgets were presented and discussed in detail including questions from the audience. Generally there is enough money to pay back the current loan balance of$208,000 by 2025 and to allow $12,000 to $14,000 per year to place gravel on the four miles of gravel roads. The annual budget is configured to allow an excess of$20,000 to carry forward each year as an extra fund to be used in case of emergencies. The paved portion of Rock Road is now 1.5 years old and has a projected life of 15 years. The MSTU is responsible for maintenance of the pavement until the loan is paid off at which time the County will assume this responsibility. No maintenance is expected on it prior to 2025 when the loan will be paid off. B. Advisory Committee Discussion Harry Sells presented a staff recommendation that the Rock Road Advisory Committee be disbanded. There have been two vacancies on the Committee for seven months and the last member's term will expire in five months. There have been no applications. It is felt that this lack of interest has resulted in the completion of the major project of paving Rock Road and the lack of discretionary funds that would require support and planning by an Advisory Committee. The consensus of all was that this would not be an issue as long as staff remained available. C. Planned Maintenance Current and Future Harry Sells presented a map showing each road section with a number associated with that section and a historical record of maintenance of each section. There is currently an open Purchase Order for gravel and the spreading of the gravel for $9,841.24. Harry felt that this would be adequate for the remainder of the fiscal year. 1 The road that is in worst condition is the short section of Rock Road between Mingo and Keri Island,but it is still very drivable. Harry also showed a picture of a portion of Sabal Palm Road that had had ground up asphalt placed on it and graded and rolled. The surface is not quite as good as a true asphalt road but was close. The MSTU does not have enough money to hire a roller to compact the asphalt but the consensus was that it was worth a try to test on the short portion of Rock Road. The cost is the same as #57 stone and it should cut down on the dust generated by traffic. III. Public Comment Rebecca Galligan raised a concern about parking at the entrance of Rock Road at Immokalee Road. The school bus picks up at a bus stop just East of Rock road. Over the years a turnaround has been created by cars on private property that people use to let their children out to catch the bus. During wet weather the turnaround becomes flooded. That condition plus the increased traffic from Crawford landscaping trucks making U turns at the mouth of Rock Road and the increased traffic generated on Rock Road by new businesses has made the situation very unsafe. Ms Galligan requested that the MSTU place gravel on the turnaround or suggested that she was willing to pay to do it. Harry cautioned that the turnaround was on private property and that the MSTU could do very little to improve the situation would research the problem and make some suggestions. IV. Adjournment 4:55 PM The next meeting time&date will be determined by the MSTU Staff Big Corkscrew Island Fire Department 13240 Immokalee Road,Naples 2 ORDINANCE NO.2017- AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, AMENDING ORDINANCE NO. 2006-56, AS AMENDED, WHICH CREATED THE ROCK ROAD IMPROVEMENT MUNICIPAL SERVICE TAXING UNIT, BY DISSOLVING THE ROCK ROAD IMPROVEMENT MUNICIPAL SERVICE TAXING UNIT ADVISORY COMMITTEE; PROVIDING FOR CONFLICT AND SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE OF LAWS AND ORDINANCES; AND PROVIDING FOR EFFECTIVE DATE. WHEREAS, on November 28, 2006, the Board of County Commissioners adopted Ordinance No. 2006-56, establishing the Rock Road Improvement Municipal Service Taxing Unit(MSTU); and WHEREAS, the Board of County Commissioners (Board) subsequently amended Ordinance No. 2006-56 through its adoption of Ordinance No. 2011-22 which revised the geographical boundaries of the MSTU and created an advisory committee to review and recommend work programs and priorities to accomplish the MSTU's purpose;and WHEREAS, the priority of the Rock Road Improvement Municipal Service Taxing Unit Advisory Committee was the paving of the most often used, northern section of Rock Road, which was accomplished in 2015; and WHEREAS, with this objective met, staff recommends dissolving the Advisory Committee and removing all references to the Advisory Committee from the Ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that SECTION ONE: Dissolution of the Rock Road Improvement Municipal Service Taxing Unit Advisory Committee. Except for Section One, which amended the boundaries of the MSTU, Ordinance No. 2011-22 is hereby repealed, and the Rock Road Improvement Municipal Service Taxing Unit Advisory Committee is hereby dissolved. 1 SECTION TWO: Conflict and Severability In the event this Ordinance conflicts with any other Ordinance of Collier County or other applicable law,the more restrictive shall apply. If any phrase or portion of this Ordinance is held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion. SECTION THREE: Inclusion in the Code of Laws and Ordinances The provisions of this Ordinance shall become and be made a part of the Code of Laws and Ordinances of Collier County, Florida. The sections of the Ordinance may be renumbered or re-lettered to accomplish such, and the word"ordinance"may be changed to "section," "article," or any other appropriate word. SECTION FOUR: Effective Date This Ordinance shall be effective upon filing with the Florida Department of State.
