EXECUTIVE SUMMARY
Recommendation to approve Tourist Development Tax Category B funding for change order #1 to
Contract #15-6419 - Sports Facilities Assessment with Hunden Strategic Partners in an amount not
to exceed $16,800 and make a finding that these expenditures promote tourism.

OBJECTIVE: Perform additional site analysis on proposed alternate sites for an amateur sports
complex.
CONSIDERATIONS: Hunden Strategic Partners was selected in a competitive bid process to perform a
Sports Facilities Assessment in 2016 under Contract # 15-6419. On October 27, 2015, the Board direction
was for staff to do additional study on several alternative sites for a proposed amateur sports event
complex. (Item 16F3) County staff selected two engineering firms to do an in depth analysis of each
proposed site to determine the feasibility of building on each site, the environmental issues with each and
to prepare a preliminary cost on building the proposed complex on each of the sites. Hunden was selected
to add a review of the engineering firm’s studies to their original scope of services provided under
Contract # 15-6419.
The Hunden Strategic Partners Contract # 15-6419 was extended administratively by County Procurement
for an additional six months to accommodate this additional scope of work to their original contract on
October 5, 2016. The attached additional Scope of Services was provided to Hunden by staff, and the
attached proposal from Hunden is in answer to that additional services scope. There are seven tasks
associated with this scope as outlined in the Hunden response and are numbered as extensions to the
original scope.
The lump sum total for Hunden staff to perform these tasks and to present their findings to the County
Commission on February 28, 2017 is a not to exceed a total of $16,800.
RFP #15-6419 Sports Facilities Assessment was publicly advertised on May 13, 2015. Email notices were
sent to 728 firms with 51 firms requesting full solicitation packages. Three (3) responses were received
by the due date of June 10, 2015. A selection committee with representation from the County Manager’s
Office, Public Services Division, Parks and Recreation, Library, and the Tourism Department met on June
30, 2015 to review the proposals. By consensus of the committee members, Hunden Strategic Partners,
Inc. was recommended for the award of this RFP, and approved by the Board of County Commissioners
on 10/27/2015 (Item 16F3). The Board of County Commissioners (Board) local vendor preference policy
did not apply to this award because all proposers are located outside Lee and Collier County.
FISCAL IMPACT: Funding for the additional scope of service by Hunden Strategic Partners of
$16,800 is in the Tourism Division FY 17 BCC approved budget in Fund 184, Contractual Services.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this
Executive Summary.
ADVISORY BOARD RECOMMENDATION: The Tourist Development Council recommended
approval of this item 8-0 at the January 23, 2017 meeting.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG

HUNDEN CONTRACT EXTENSION – SCOPE OF WORK
Please provide a lump sum proposal with a “not-to-exceed” cost for the following services
including travel expenses to assist us in evaluating the various recommendations and tasks
related to presenting alternative sites that would accommodate the Hunden recommended
facilities.
We plan to take your proposal to the TDC in January and to the BCC in February for their
approval to move forward:
Review the site consultants reports on the alternative sites they have reviewed
o There are three sites and Hunden will receive a pros and cons list of issues
for the sites
Review the proposed site plans for the recommended sports complex and site plan
o The site plans and list of amenities will be very conceptual
o There will be three site plans to review
Review the parking plan to determine if it will be adequate for multiple event
weekends.
Advise and consult with our staff on facility needs related to recommended types of
events based on your original report findings and recommendations.
Evaluate the feasibility of adding an indoor facility to the project for indoor
competitions
Recommend the most appropriate management structure for the proposed complex
Provide feedback for the above subjects from their experience via conference call to
our team and participate in a start up conference call immediately after you receive
notice of engagement.
Assist in and be present for the presentation of the staff recommendations to the
BCC in February

S COPE OF S ERVICES
Collier County (City or Client) has extended the Sports Facilities Assessment Contract with Hunden Strategic Partners
to allow them to provide various advisory services related to the development of a potential sports complex. The
advisory services will include, but are not limited to, the following development related tasks:
Task 14 - Site Consultant Report Review
During this task, HSP will include an assessment of three (3) potential sites and review the relevant site consultant’s
reports. HSP will provide a professional opinion on the viability of each site and identify any potential issues.
Task 15 – Site Plan Assessment
HSP will review the three (3) proposed site plans for the recommended sports complex, including conceptual amenities
and components, and provide an assessment of each.
Task 16 – Parking Plan Assessment & Recommendations
HSP will review the proposed parking plan, provide an assessment of whether it is adequate for multiple event
weekends, and make appropriate recommendations.
Task 17 – High Level Indoor Facility Component Assessment
HSP will provide a high-level explanation of the feasibility of an indoor component and make appropriate
recommendations. General commentary on the viability of an indoor component, construction types, size and costs will
be provided. If a more detailed analysis is desired, the Client can engage HSP for the optional additional task detailed
below.
Task 18 – Indoor Facility Feasibility (Optional)
HSP will perform a deeper analysis of the possible indoor facility types (fieldhouse, multipurpose, dome, etc.) and
present them to the Client in a matrix for comparison and make appropriate recommendations. HSP will provide an
updated addendum to the HSP initial report to assess the feasibility of any recommended indoor facility. This will
include recommendations on types of events, tournaments, and other programming. HSP will submit an additional cost
estimate for this task should the Client decide to move forward with this deeper analysis.
Task 19 – Management Structure Recommendations
HSP will provide a high level recommendation on the optimal management structure for the proposed sports complex.
For more detailed organizational plans, HSP recommends re-engaging Mike Millay of Clancy’s Sports.
Task 20 – General Advisory Services; Calls & Meetings
HSP will provide general advisory services, including but not limited to the following:

§ One (1) conference call with the Client at kickoff to confirm the goals of the study. .
§ Four (4) Conference Calls with the Client at milestones during the work to provide feedback and progress.
§ One trip to Collier County in February 2017 to assist with the presentation of staff recommendations to
the BCC.
D ELIVERABLES
HSP understands that the Client will need the advisory services completed and a presentation of the findings delivered
to the County Commission on Tuesday, February 28th, 2017. The final deliverable will be a PowerPoint presentation.
T IMING & F EES
HSP proposes to complete the tasks above included in the contract extension for a lump sum of $16,800, which
includes all travel and expenses. HSP will bill the full amount at completion of the process on February 28th, 2017. For
additional work on any component after the presentation on February 28th, 2017, additional fees will be negotiated.
