existing gas pumps. Setbacks have increased from 25 feet to 50 feet since the canopy was originally installed 20

1. Pledge of Allegiance was recited with Chairman Abernathy calling the
meeting to order at 8:30 AM.
2. Roll call was taken - a quorum was established.

Ray Bellows withdrew Item 8A, VA-2002-AR-3328 from the Agenda.
Approval of Minutes-December 19, 2002
Mr. Richardson moved to approve the minutes of December 19, 2002.
Seconded Mr. Budd. Carried 8-0.
5. Planning Commission Absences - Mr. Strain may have a conflict with the
February 6th meeting.

8. Advertised Public Hearings:
B. CU-2002-AR-2836, Craig Smith, for Naples Progressive Gymnastics
requesting a conditional use 19 and 20 of the "A" Rural Agricultural
zoning district for sports instruction schools, camps and sporting and
recreational camps for property located at 3275 Pine Ridge Road, Collier
County, FL, consisting of 6 plus acres.
Mike Bosi - Planning Services - Craig Smith is owner and operator of Naples
Progressive Gymnastics seeking approval fro the expansion of the currently approved
conditional uses 19 & 20 in the Rural Agricultural zoning district for sports
instructional schools, camps and recreational camps. He showed the geographical
area on Pine Ridge Road on the visualizer. Proposal for the expansion is to add 9,000
square feet to the additional existing gym and to the north of the property. Also
enclose the existing outdoor pool to the east and add a bath house. This is to utilize it
year around. The Community School is north of the property. To the East is an
undeveloped tract of land which has a special treatment overlay for environmental
issues, and also a Ballet School to the East. There is a clustering of instruction and
educational facilities in the area. The character of the surrounding land uses has been
dictated by Naples Gymnastics. The trip generation based on the expansion is 206
vehicles per day with 16 in peak hours. The property is within the urban sub-district,
on a major arterial road and the addition of traffic that will be added to the road was
not significant. Ingress and Egress will remain the same. There is a landscape
buffering to the school north and an area of parking that separates the uses. A
buffering and lake is on the West and fits well with the neighborhood and compatible
with the adjacent uses. Staff has recommended approval.

Mr. Adelstein asked about making a U-Turn exiting East bound to go west. There
is only a right in and a fight out. Response was west bound traffic would make a
U-turn to go East. The road is designated at Level "E". The present volume on
the road is 53,113 within the TIS. Mr. Adelstein would like to know how many
cars are on the road now.
Ray Bellows stated the project will generate 206 additional vehicles per day
which is less than 5% of the established Growth Management Plan.
Mr. Bosi figured with a 9,000 square foot addition the amount of traffic generated
per day will be 412 vehicles.
Mr. Wolfley asked if an Agricultural Zoning ever expires. The answer was "no",
but can be replaced through a rezoning process.
PETITIONER
Craig Smith - Owner & director of Naples Progressive Gymnastics - he
clarified a few things: 500-600 students per week attend the Gym. He has tried to
get a median cut for several years, but was told the Community school was too
close and needed to be within 500 feet. He tried to buy some of the property, but
being not residential he couldn't tie into that area. When Livingston Road went
through, traffic south of the Gym would go across Radio Rd or Golden Gate
Parkway, come up through Livingston Road, catch the light and come around that
area. He is still waiting for the area north of them to finish Livingston Rd and
then make the turn onto Pine Ridge Rd and have a traffic light for access. Right
now they have to make a U-Turn and have presently put up a No-U-Turn sign.
The parents were very upset.
They have not had a problem with the light at the present time.
They needed a zoning to address a sports school and a training camp facility.
That's how they acquired the rural agricultural zoning. They have 4 duplex unit
cabins. It is a dormitory style cabins or the camp. The residents are at the
facility.
Mr. Strain asked if there was an interconnection on it from the north expansion
parking lot to Community School it might be helpful.
Those that testified or will testify were sworn in by Mr. Abernathy.
Disclosures - None.
Greg Garcia - Transportation - Community School was in with plans
yesterday. There may have been some problems with an interconnection because
of some sensitive lands along the property line.
Mr. Strain asked since the County is negotiating with the Community School and a
potential for a connection in the future, as a stipulation for approval could we add

that should there be a connection opportunity in the future and it be instituted as
part of the agreement?
Greg said they would look for a connection if possible and the he understands the
Community School will be putting in gates in the future.
Mr. Strain wondered if in stressing interconnections in the Growth Management
Plan and the LDC, isn't it defeating the purpose of allowing gates going up?
Mr. Garcia commented the property at the Community School is private property
as well as the Gym.
Discussion followed on interconnections and private properties.
Mr. Strain felt he would still like to see the stipulation in the approval process.
Mr. Smith felt if a gate is there, they could still make an access in that particular
area.
Mr. Garcia stated the County will look into the idea. According to plans
submitted the principal entrance will be off Livingston Road. He does not know
what degree the entrance will be used in the future but will look into the
possibility of an interconnection.
Mr. Smith commented he would like his plans expedited as soon as possible.
The hearing is closed for discussion and motion.
Mr. Strain moved to recommend approval for Petition CU-2002-AR-2836,
with staff recommendation and a stipulation if there is ever an opportunbity
to interconnect with the Community Schgool property, that it is utilized.
Seconded Mr. Budd. Carried 8-0.
OLD BUSINESS:
Mr. Schmitt introduced Mike Deruntz as a new member from St. Louis, MO. He
has a background in Planning as Director of Community Development.
10. NEW BUSINESS:
A. Advertising - Mr. Strain presented samples of advertising to the Committee.
One was from the City of Naples. The way the ad is laid out is very plain,
written in plain English, not all Capitalization's, no hidden information, map is
clear, and the legal description is at the bottom. A typical ad of the Counties is
not reader friendly. It is sometimes difficult for the public to read the Public
Notices because of the language etc. They need to be more reader friendly. He
feels that is one of the reasons there isn't always a lot of public input because they
can't read the ads or understand them.
Mr. Schmitt stated he has been working on for 6 months and has been a
significant change in the public notification meetings but a laborious process in
doing what Mr. Strain is suggesting. His public information coordinator is
working with the planning staff and with the legal department to meet all the legal

requirements for the legal notification and notify the public in plain English. He
likes the way the city of Naples lays out their advertising and will be seeing
changes in the very near future. It hasn't gone as fast as he had hoped, but legal
and everyone has to agree with it and will be brought forward as soon as they can.
To change the Public Information announcement requires an LDC change which
was done a week ago by the BCC. The size of the lettering can now be reduced.
It was decided the City of Naples advertising is definitely more user friendly and
the County is working on changing to a clearer concept for the County.
Ray Bellows said the public information meetings are more successful and has
improved in the past year.
Mr. Richardson asked if there was any other information from the School Board.
Mr. Schmitt would like to have the School Board come before the Planning
Commission and layout future plans and talk about the revised Inter-local
agreement.
The replacement for Mr. Fry on the Planning Commission was discussed. An
Executive Summary before the BCC has not been submitted with applicants yet
so Mr. Schmitt will follow up for the next meeting.
Mr. Richardson asked about the Workshop for the Planning Commission.
Discussion followed as Mr. Schmitt needs to set up a date.
He needs to get staff time and resources freed up for a future date. The BCC is
asking for a Workshop on sign ordinance, height of flag poles, building heights,
county submerged lands for density and setbacks for residential communities.
A Joint Workshop was discussed as the Planning Commission is also interested in
the above subjects.
Mr. Schmitt mentioned at the LDC hearings the BCC is leaning towards LDC
Amendments that will give the Planning Commission more decision authority
rather than a body that recommends. It is being looked into from a legal aspect.
A lengthy discussion followed on the different opinions of having a Joint
workshop with the Board of County Commissioners and the Planning
Commission. Some favored being in the audience and speaking as a member of
the public - or speaking as a Planning Commissioner and being a public
participant.
Mr. Schmitt stated the Commissioners rely heavily on the Planning
Commissioners decisions. He will check with the County Manager, Mr. Mudd to
get his views on a Workshop and report back to the Committee.
