EXECUTIVE SUMMARY
Recommendation to approve the submittal of an FY 2015/16 grant application for Federal Highway
Administration Flexible Funding in the amount of $80,000 for the purchase and installation of
additional bus shelters through the Federal Transit Administration (FTA) Transit Award
Management System.
OBJECTIVE: To obtain grant funds for the construction of additional bus shelters for Collier Area
Transit Passengers.
CONSIDERATIONS: Each year the Collier Metropolitan Planning Organization Board adopts
Congestion Management System project priorities that are provided to the Florida Department of
Transportation (FDOT) for funding in the work program. Collier County was provided $80,000 in the
2016 work program to purchase and install three bus shelters including amenities such as bike racks,
benches, and trash receptacles to place on existing pads on US 41 from Vanderbilt Beach Road to just
south of Pelican Bay Blvd. A grant application has been created in the Federal Transit Administration
Transit Award Management System (TrAMS). Approval of this item will authorize its transmittal in
TrAMS to FTA.
The grant requires a 20% match for transit projects. Collier County has requested and received approval
from FDOT to use toll revenue credits in the amount of $20,000 as a soft-match for the grant.
After review and approval by FTA, the grant application is electronically executed in TrAMS by the
Collier County Public Services Department Head, who was appointed by the Board of County
Commissioners’ to act as their designee. The Public Transit & Neighborhood Enhancement (PTNE)
Division and the Office of Management and Budget (OMB) Grants Compliance staff will also use this
system to manage the projects and submit all required reports.
FISCAL IMPACT: No fiscal impact is associated with this action at this time. The grant apportionment
is $80,000. A grant budget amendment will be required to recognize the funds when FTA awards the
grant to PTNE.
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of
the Transportation element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. Chairman execution of the application is not required because the application is
transmitted electronically. -JAB
RECOMMENDATION: That the Board of County Commissioners authorizes staff to apply and submit
the attached grant application for the Federal Highway Administration Flexible Funding grant funds in the
amount of $80,000 through the FTA’s Transit Award Management System.

Dear Ms. Arnold:
This letter responds to Public Transit & Neighborhood Enchancement Division request of July
26, 2016 to the Florida Department of Transportation for $20,000.00 in Transportation
Development Credits (TDCs) to be used as “soft match” for Public Transit & Neighborhood
Enchancement Division Fiscal Year 2016/2017 Section 5307 capital grant application to the
Federal Transit Administration (FTA). This grant will be used for Bus shelter purtchases under
FM# 437500-1-94-01 to place on existing pads between US41 from Vanderbilt Beach Road to
south of Pelican Bay Blvd. Project proposed for the anticipated appropriated funding permits:
bus shelter design, purchase, construction and amenities.
The Department concurs with Public Transit & Neighborhood Enchancement Division request
by authorizing the $20,000.00, according to the enclosed Department memorandum of January
12, 2017 from Gerald O'Rourke, State Freight, Logistics and Passenger Operations
Administrator.
The following two actions are very important for Public Transit & Neighborhood Enchancement
Division staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier County’s FTA Section 5307 grant
application project budget sheets, and
2. Please send a copy of this letter and Mr. O'Rourke's authorization memorandum to the
FTA Project Manager for Public Transit & Neighborhood Enchancement Division.
