BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE NOVEMBER 2nd, 2016 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Maurice Gutierrez at 5:00 p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Maurice Gutierrez, George Douglas, Sheila Dugan, Sandra Arafet, Stephen
Jaron and Robert Messmer were present. Victoria Nicklos are excused.
MSTU Staff Present: Jean Jourdan, Operations Manager and Shirley Garcia,
Operations Coordinator.
II. Adoption of Agenda: Motion to approve the agenda made by: Sandra Arafet, 2nd by
George Douglas: Approved unanimously.
III. Approval of Minutes: Motion to approve the minutes as amended, made by: Sheila
Dugan, 2nd by: Stephen Jaron. Approved unanimously.
IV. Projects Report:
A. Beautification MSTU Update:
1. Landscape Maintenance Update: Robert from CLM was in attendance, he gave the update
on Bayshore Drive landscaping. Robert went over the irrigation breaks from Teco Gas
Company when they dug up our right of way, a few irrigation pump issues that have been
resolved. CLM did a drive by and said they would flag the areas that have broken
irrigation lines for Teco to repair. They responded very quickly when staff requested these
issues be addressed and staff will follow up during the week. Staff requested a quote on
trimming of the overgrown bushes hanging over the sidewalk on South Bayshore Dr.
which is not included in the contract and trimming down the overhanging trees. The dead
palm in the median, the dead Foxtail palm by Becca Ave. Committee requested Robert
bring back quotes to remove and replace. CLM has fertilization this month so they will get
it ordered. The brown patches will get green once the winter has passed, this is normal.
1. Sugden Park Pathway Update: The Executive Summary is circulating its way
through the departments. In order to share costs with Parks and Recs a conveyance of
the easement would have go to Parks Dept. Staff will check on the dedication of the
pathway the"Bill Neal"pathway or something similar.
2. Thomasson Drive/Hamilton Avenue Streetscape Update: On October 25th the BCC
approved the extension of the contract and moving with the redesign of the on October
25, 2016 with the following conditions:

• Staff host another public meeting showing existing conditions and the alternatives
to include a four way stop, signalization, and a roundabout.
• Staff will share the comments from the public meeting with the CRA/MSTU and
seek a recommendation to be carried forward to the BCC acting as the CRA.
• A final alternative will be chosen by the BCC/CRA before moving forward with
the final design plans.
The committee concurred to host the open house on December 7th after their regularly
scheduled meeting.
Staff informed the committee they met with Del (Nick Casalaguida, Norm Trebilcock
and CRA staff) to view and discuss the conceptual renderings of the proposed
roundabout. Staff said they will send out an invitations to open house to all the
stakeholders at the intersection.
3. Christmas Lighting and Decorations: The purchase order has been given to the
vendor for the Christmas Decorations.
4. Bridge & Pagoda Painting- Purchase Order for painting Bridge and Pagoda is being ^
processed.
5. Banners-Banners will take around 4-6 weeks to have them ordered.
B. CRA Update: Informational purposes were placed in packets.
New Business:
VI. Old Business
1. Bridge Planter- Staff requested several quotes and received one quote, for
$74,780.00 for a mosaic tile and installation. In addition, Maurice Gutierrez spoke
with local artist Jim Rice who provided a display of his artwork on tiles for the bridge
planter. The estimated cost was around 40,000 not an exact quote,just a verbal at this
point. Advisory Chair, Maurice Gutierrez will request the artist to provide a written
quote for submittal to the committee. The Committee concluded they wanted a unique
look for the area and for the bridge to serve as public art piece. Sheila Dugan brought
up that the art is in within the purview of the MSTU masterplan.
2. New Hire - The vacant Project Manager position was offered to and accepted by
James Brian Delony a Professional Engineer. His start date has not been determined,
but is estimated to be 30 days after clearance through Human Resources. James is a

graduate of Tennessee Technological University with a degree in Civil Engineering
and holds a State of Florida Professional Engineering License. A copy of his
application is attached for your review.
3. Legal Opinion-A legal opinion from the CAO on whether the Advisory Committee
can direct staff is below.

Jean,
I am writing in response to the attached request for legal services. I see no issue with
the Bayshore Beautification MSTU Advisory Committee"directing" staff to take
actions in furtherance of recommendations to the Board of County Commissioners
that are within the scope of the functions,powers and duties described below in
Section 122-2019 of the Code of Laws and Ordinances.
As such, the advisory committee may use either"direct staff'or"recommend staff'
in its motions. If at any point a motion were to conflict with a County Manager's
directive then I would recommend that staff seek further guidance from the County
Manager, however, that does not seem to have been an issue.
