Haldeman Creek MSTU Minutes 09/13/2016 ?i1i 141/. �eTl m A Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU HALDEMAN CREEK DREDGING MSTU ADVISORY COMMITTEE MINUTES OF THE SEPTEMBER 13, 2016 MEETING The meeting of the Haldeman Creek Dredge MSTU Advisory Committee was called to order by Vice-Chair Main at 4:00p.m. at the MSTU Office at 3570 Bayshore Drive. I. Roll Call: Present: Advisory Committee Members: Steve Main, Jack Bonzelaar, Joe Adams and Jim King. Excused absence, Roy Wilson MSTU Staff Present: Jean Jourdan, CRA Operations Manager, Shirley Garcia, Operations Coordinator. II. Adoption of Agenda: Motion to approve the agenda. Motion: Joe Adams Second: Jim King Approved: 4-0. III. Project Manager Report: A. Budget update: 1. Budget FY17: Budget was in the packet for the advisory committee to review. B. Beautification MSTU Update: Operations Coordinator, Shirley Garcia informed the Committee the updates were in their packets and she would be happy to answer any questions. Committee had none. C. CRA Update: Operations Manager, Jean Jourdan informed the Committee the updates were in their packets and she would be happy to answer any questions. Committee had none. Old Business: None IV. New Business: A. Stormwater Dept. presentation of proposed improvements: Elly Mckuen provided the Committee with a packet inclusive of photographs to review for the Stormwater Dept Grant Funded Weir Installation project. Elly said County staff studied the impacts their project would have on the portion of the Haldeman Creek within the MSTU since the weir is upstream and that in collaboration their project could benefit both parties. Gerry Kurtz, Principal Project Manager was present to answer questions from the committee. Shane Cox was present as the Project Mgr for the project. The project is scheduled to go to bid at the end of December 2016 and construction is planned to begin in the first quarter of the FY17. One main improvement to benefit the creek is an access road will be constructed allowing ^ maintenance of the weir and mangroves. County Staff said they were seeking the 414 .)) ae,ortirva-41, 141,. The mangrove roots are holding in sand and possibly also some dredging at the end of the creek behind Courthouse Shadows. If included in their scope of their project the County could possibly share half the cost. County staff requested the MSTU's support to include the south end of Haldeman in the surveying at no cost the MSTU. Staff would then bring back what cost there would be to the MSTU to include the south side. The Committee had questions regarding the type of weir to be installed. County staff said a mechanical weir that is the most sophisticated one the County has out there at this time. Gerry Kurtz preference is an automated system similar to what SFWMD uses right now. Gerry said the current weir is not working properly to self regulate the upgrade is a necessary. County staff stated they only were seeking the Committee thoughts and support at this time to include them in the survey and get cost estimates. Steve said since the MSTU needs to address this portion of the creek anyway and the County is willing to partner, saves the MSTU money. Jack Bonzelaar proposed the motion to be open for the County to come back with a proposal and a cost estimate. Second: Joe Adams Approved: 4-0 V. Next Meeting Date: TBD VI. Public Comments: No public comments VII. Advisory Committee General Communications: Mr. Roy Wilson left a message on the voice mail and requested it be played for all of the Advisory Committee to listen as well as County Staff. Roy apologized for not being able to listen to the presentation and his understanding was a request to trim mangroves and dredge Haldeman Creek. His reactions are its very shallow there and trimming the mangroves doesn't do much but take away some of the natural habitat there, he feels that the runoff was due to the north side not being managed and the drainage off of US41 has contributed. He isn't too familiar with the exact request but wanted to express his thoughts and for everyone to think about his comments and get ahold of him for further discussions if needed. VIII.
