RR E MSTU Minutes 11/11/2016 Radio Road East M.S.T.U. Advisory Committee 3299 East Tamiami Trail Suite 103 Naples, FL 34112 MEETING MINUTES November 11, 2016 Sanctuary Club House, 7906 Haven Drive I. Call to Order Ms. Chapin called the meeting to order at 10:00 am. Roll call was taken and a quorum of four was established. II. Attendance Members: Chairman Dale Johnson(Arrived 10:10), Vice Chairman Suzanne Chapin, Renato Fernandez, Janice Bundy, Holly Amodeo County: Harry Sells—Project Manager, Others: Dayna Fendrick, Urban Green Studio, Inc., Robert Kindelan—Commercial Land Maintenance, III. Approval of Agenda Mr. Fernandez moved to approve the Agenda. Second by Ms. Bundy. Carried 4-0. IV. Approval of Minutes: September 14, 2016 Ms Bundy moved to approve the minutes of the September 14, 20166 Radio Road East MSTU Advisory Committee meeting as presented. Second by Ms.Amodeo. Carried 4-0. V. Membership Renewal Sue Chapin and Holly Amodeo. Letters were presented appointing Suzanne Chapin, and Holly Amodeo for a term of four years as members of the Radio Road East Advisory Board by the Collier County Board of Commissioners. Dale Johnson arrived at 10:10 AM and a quorum of five was achieved. VI. Project Manager Report, Harry Sells A. Budget Report November 11,2016 Mr. Sells distributed and reviewed the Radio Road East MSTU budget report for Fund 166, dated November 9 2016 noting: • Remaining in available operating expense $12,071.47. • There is a zero revenue from ad valorem taxes and $124,300 transferred from Fund 111, the new county wide landscaping MSTU. There was also no deduction for reimbursement for staff Support which was $14,500 in FY 16 which brings the total funds available to almost the same as FY 16. B. Loan Pay Off 10/26/2016 An Email from the Clerk's office asking for approval to pay off a loan amount of$338,891.37 was presented. The loan is now paid off. C. Discussion on Irrigation and county takeover. Mr. Sells stated that the intent was to maintain the Hunter controller system until such time that the county was ready to take over the responsibility and let them activate the Motorola system at that time if necessary. Sometime in the spring we will open conversation with the county to discuss the turnover of the landscape. VII. Landscape Architect's Report—Urban Green Studio, Dayna Fendrick Ms. Fendrick distributed the "Landscape Architect's Field Report 2016 8" for field visit on 10/12. 13, 31/2016 • Viburnum is dying sporadically throughout the beds with no apparent reason. Will contact Doug Caldwell from the County Agriculture office to discuss possible issues. • Some Croton Scale was present and needs to be treated again. • It is time for the fall fertilizer application • Royal Palms have been systematically treated twice. The dead royal palm and Buccaneer Palms on Median 31 need to be removed. • Fire ants are still evident. • The condition of the Purple Queen is variable, with some doing extremely well and others barely surviving. • Palm fertilizer 0-0-22 was applied. VIII. Landscape Maintenance Report—Commercial Landscape Maintenance- Robert Kindelan Mr. Kindelan updated the Committee on landscape maintenance noting: • Mr. Kindelan gave a short overview of the maintenance activities. • He felt that he was responsible for 12-15 Croton plants dying/dead and would replace them. IX. Old Business Plant Replacement Recommendation by Urban Green. Dayna Fendrick presented a spreadsheet showing plants required to fill in gaps in the existing plantings. Ms Chapin moved to replace the 70 Golden Creeper and the 35 Society Garlic at the Plantation entrance (medians 32 and 34)with a not to exceed amount of$2000. Second by Mr. Fernandez. Motion Passed 5-0. X. New Business None XI. Committee Comments Ms Chapin will try to get the new Commissioner Burt Saunders to come to a meeting in December if he is available. If he is available, we will schedule a meeting to accommodate him. XII.
