Call to Order The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum was established. II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman(Excused); Ron Jefferson; Paula Rogan; Dusty Holmes County: Dan Schumacher, Project Manager; Harry Sells, Project Manager Others: Michael McGee, McGee& Associates; Dale Hannula, Hannula Landscaping; Janet Acevedo, Hannula Landscaping; Wendy Warren, JuriSolutions III. Approval of Agenda Ms. Spencer moved to approve the Agenda subject to the following change: Addition: Item IX. A. Bridge Refinishing Second by Ms. Holmes. Carried unanimously 3- 0. IV. Approval of Minutes: November 15,2016 Ms. Spencer moved to approve the minutes of the November 15, 2016 meeting as amended: Page 1, Item V - Flag Replenishment Line 2 from"...Ms. Hurst will contact Ms. Spencer or Ms. Acevedo to arrange for Ms. Hogan to access the flag inventory)..."to... "Ms. Hurst will contact Ms. Spencer or Ms. Acevedo to arrange for Ms. Rogan to access the flag inventory)." Second by Ms. Holmes. Carried unanimously 3- 0. V. Landscape Maintenance Report—Hannula Landscaping and Irrigation Mr. Hannula reported on landscape maintenance as follows: Irrigation • The County did not award the contract for irrigation repairs to Hannula Landscaping. 1 ' • The County has contracted with Hannula Landscaping to perform supplementary irrigation with water trucks. • Hannula's contract limits the scope of work on"wet checks"to specific requests. • Golden Gate Parkway is the sole request Hannula has received for watering due to issues with the pump. • Sunshine Boulevard is irrigated four times per week; Tropicana Boulevard three times per week. Mr. Jefferson and Ms. Acevedo arrived. • Ms.Acevedo will provide specific irrigation zones for Blueberry Flax Lilies on Sunshine, Tropicana and Hunter Boulevards and Coronado Parkway to enable Mr. Sells to reprogram the system. Mr. Sells will email the irrigation schedule for plants to the Committee and Hannula Landscaping. Mr. Sells will contact Dave Morgan, Maintenance Manager, Road and Bridge Division, and Larry Humphries, Supervisor, Road Maintenance Landscape Operations, to review the status of irrigation and report his findings to the Committee. Status of Quotes Ms.Acevedo requested an updated proposal for plant material from Mr. McGee. Mr. McGee reported multiple revisions were made to the proposals from Hannula Landscaping, Inc. and, with the consensus of Mr. Schumacher, decided to resubmit the list of plant material pending final analysis. The parties will convene prior to the January meeting to finalize the plant selection and financial proposal. VI. Landscape Architect's Report—McGee and Associates A. Maintenance Reports Mr. McGee submitted the "Landscape Observation Report: -FY 16-17, December 2016" for information purposes and the following items were discussed: Tropicana Boulevard • Turf renovation concept plan for medians#2, #4 and#5 presented for Committee review. • No major issues observed. Coronado Parkway and Hunter Boulevard • Median#1: Request a quote for replacement of Alexander Palm and Juniper damaged by auto accident. Hannula Landscaping to provide a quote. • Project length estimate should be developed for beds upon resolution of stormwater issue. Sunshine Boulevard • Tree replacements must be mulched. • Broadleaf weed control application benefited turf. • Review of Plumbago shrubs for insects and treat as necessary. 2 • Recommend removal of Bougainvillea damaged by auto accident and replanting area with Perennial Peanut. • Increase irrigation for the Blueberry Flax Lilies (addressed under Section V). Golden Gate Parkway Collier County Road& Bridge Division maintains the roadway and Mr. McGee has provided a copy of his report to them. Highlighted recommendations include: • Medians#15 —21 are water stressed and Fakahatchee grasses are in poor condition. Mr. McGee has expressed his concern to Ms. Soriano and Ms. Lulich, Road and Bridge Division. • Two dead Pine trees need to be removed. • The dead variegated Pittosporum shrubs on the east end of Median#20 need to be removed. Turf renovation plan for recommended planting replacements on file. • Hand remove excess Torpedo grass weeds from Blueberry Flax Lily and Liriope beds. Collier Boulevard A& B Collier County Road& Bridge Division maintains this roadway and Mr. McGee has provided a copy of his report to them. All items should be addressed: • Median#11: Consider replacing declining Slash Pine tree with Floss Silk Tree. • Recommend removal of Crown of Thorns on north end of Median#1 and south end of Median#2 and replace with Perennial Peanut. • Median#5: Replace Big Rose Crown of Thorn damaged by auto accident. • Remove dead foliage from Juniper plants on south end of Median#5 and north end of Median#4. • Review stressed areas of turf for weed control or replacement. • Part A& B water use readings indicate the meters may not be operating properly. • Review Plumbago plants for insects and treat if required. • All medians need mulch. VII. Project Manager's Report A. Monthly Budget Report Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated December 20, 2016 noting: • $131,328 of the $249,000 budget for FY17 Ad Valorem property taxes has been collected. • Carry Forward funds of$474,842 (budgeted monies unspent FY16)brings Total Revenue to $724,842 of which$593,384 is not committed. • FY17 planned Operating Expense Budget is $363,542, current commitments total $192,759 and 2017 YTD expenditures total $41,834. • Uncommitted Operating Expense funds available are $128,949.92. • Improvements General Fund of$316,700 (Line 28) is reserved to finance special projects. • Line items in red reflect invoices billed after the start of the FY17 year and will be closed out. • The balance for Contemporary Controls of$1,331.47 will be closed. • Total available balance less committed expenses totals $486,917. Mr. Schumacher distributed a statistical recap of the FY16 and FY15 budgets versus actual expenditures for informational purposes. In both scenarios the actual operating expenses came in under budget 3 B. Dusty Holmes Appointment Mr. Schumacher distributed the letter from the Board of Collier County Commissioners appointing Florence"Dusty" Holmes to the Golden Gate Beautification MSTU Advisory Committee with an appointment date of November 15, 2016 and a term expiration date of October 6, 2017. C. McGee and Associates Contract Renewal: Proposal and Decision Mr. Schumacher distributed the proposal from Mike McGee, McGee &Associates, Landscape Architecture, for contract renewal for"Annual Services for Landscape Architectural Maintenance Consulting Services for the Golden Gate Beautification, MSTU" for committee consideration. The Committee discussed the contract which defines Maintenance Consulting Services totaling $15,300, optional services for Refurbishment Design Services in the amount of$7,805 for a total Scope of Work request of$23,105. Ms. Spencer queried if other MSTU's retain Landscape Architects. Mr. Sells reported Lely, Radio Road, Radio Road East and Forest Lakes MSTU's do have contracts with Landscape Architects. Vanderbilt Beach Beautification MSTU does not as their landscaping is mature. He also noted Collier County increased the 2017 hourly rate for Landscape Architects. Staff noted Mr. McGee's proposal is within budget and a purchase order will be issued on Committee approval to renew. Ms. Holmes motioned to approve renewal of McGee&Associates,Landscape Architecture; contract dated December 1,2016 in the amount of$23,105.00 for Annual Services for Landscape Architectural Maintenance Consulting Services for the Golden Gate Beautification, MSTU"effective December 1, 2016 through September 30, 2017. Second by Ms. Rogan. Carried unanimously 4-0. D. Santa Barbara and Golden Gate Refurbishment Status Mr. Schumacher reported the drawings are complete and a Request for Quote will be solicited prior to the rainy season. E. Irrigation Status Mr. Sells reported on the status of irrigation as follows: General • The pump controller on Coronado Parkway and Hunter Boulevard which did not function properly for three to four days has been repaired. • A Hydropoint controller will be installed on Sunshine Boulevard December 16, 2016. • Sunshine Boulevard's irrigation schedule has been increased by one day per week. 1. Tropicana Water Usage Frequency of irrigation was increased one month ago as demonstrated in the Measured Usage History Report. 4 ' 2. Hunter and Coronado Wiring—Proposed Mr. Sells requested permission from the Committee to solicit quotes to install and connect conduit,tie all valves together and wire it to the controller down all the medians on Hunter Boulevard and Coronado Parkway,noting he has "as built"plans. The Committee concurred Mr. Sells should proceed with obtaining quotes for the proposed project. F. Flag Pole Ceremony Pavers and Thank You Letters Thank You Letters Mr. Schumacher reported thank you letters prepared on behalf of the Committee on County stationery to Rock Solid Pavers, LLC. and Jamie Cunningham have been submitted to Michelle Arnold for signature and should be sent by December 24, 2016. Flag Maintenance Ms.Holmes reported Veterans of Foreign Wars, Post 7221, will maintain the condition of the flag. Requests may be processed with Ms. Holmes and Mr. Schumacher has an extra set of keys if required. G. Quotes—November 15th submissions and additional plant replacements Mr. Schumacher requested quotes from Hannula Landscaping for plant material damaged by auto accidents as noted in Mr. McGee's report. VIII. Old Business Canal Bridge Fencing(Golden Gate Parkway)—McGee & Associates Recommendations Mr. Schumacher updated the Committee on the proposed project slated for spring/summer 2017 and noted Mr.McGee has distributed a list of drought tolerant plant recommendations for landscaping the area. IX. New Business A. Coronado Bridge Refinishing Mr. Schumacher updated the Committee on the bridge refinishing project noting the MSTU did not paint the bridge originally: • The County does not maintain the bridge. • An irrigation diagram for the bridge area has been drafted. • Two painting contractors were consulted. • Service Painting, Fort Myers, provided a quote to pressure wash the interior; apply one coat of DOT approved primer, one DOT approved finish coat. o Estimated time frame for project is one week. o A lane closure is required. o Project cost estimate $4,785 excluding permit fees. During Committee discussion the following was noted: • Ms. Spencer stated the bridge has been cleaned in response to her request. • Alternative finishes for consideration such as painting, sandblasting or tiling. • Preference to refurbish the interior and exterior of the bridge. • Investigate other bridges and specifications for materials applied to the surfaces. 5 ' Mr. Schumacher will continue to research options and ascertain quotes to include refurbishing the exterior of the bridge and longevity projection. X. Public/Board Comments Mr.Jefferson reported a significant number of event flags are unaccounted for. There being no further business to come before the Committee, the meeting was adjourned by the Chair at 5:30 P.M.
