MINUTES
I. Call to Order
The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum was
established.
II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman; Ron Jefferson;

III. Approval of Agenda
Ms. Spencer moved to approve the Agenda subject to the following changes:
Add: Item VII. Project Manager's Report—Advisory Board Application Review for Florence Holmes
Change: Next Meeting Date—Reschedule from November 22, 2016 to November 15, 2016
Second by Ms. Rogan. Carried unanimously 3-0.
IV. Approval of Minutes: September 20,2016
Ms. Spencer moved to approve the minutes of the September 20, 2016 meeting as presented.
Second by Ms. Rogan. Carried unanimously 3- 0.
V. Landscape Maintenance Report—Hannula Landscaping and Irrigation
Ms. Acevedo reported on landscape maintenance as follows:
General
• Authorization to apply seasonal fertilizer is pending a Notice-to-Proceed and Purchase Order
from Staff.

• Fungicide application approval for the Alexander Palms has been requested of Staff.
Sunshine Boulevard
• Silk Floss Tree installation is complete.
• Tabebuia Tree will be planted week of October 22, 2016.
Coronado Parkway and Hunter Boulevard
• Silk Floss Trees and Oak Trees are installed on Coronado Parkway.
• The Oak Trees have been delivered for Hunter Boulevard and installation is scheduled for week
of October 22nd
• Mimosa was removed and replaced with Perennial Peanut.
• Four damaged Alexander Palm Trees require replacement.
Ms.Acevedo will provide a quote proposal to Mr. Schumacher for Committee consideration at
the November meeting.
During Committee Discussion the following was noted:
• Golden Gate Parkway Fakahatchee grass is distressed due to lack of irrigation.
• Staff advised this roadway is under the jurisdiction of the Road and Bridge Division.
Mr. Sells and Mr. Schumacher will contact Larry Humphries,Supervisor-Road Maintenance
Landscape Operations, to address the issue and update the Committee at the November meeting.
Mr. Haegar arrived.
VI. Landscape Architect's Report—McGee and Associates
A. Maintenance Reports
Mr. McGee submitted the "Landscape Observation Report: -FY15-16, October 2016" for
information purposes and the following items were discussed:
Tropicana Boulevard
• A total turf or landscape planting renovation plan has been submitted to the Committee.
Coronado Parkway and Hunter Boulevard
• Auto accident damage on Median#1 damaged an Alexander Palm Tree and Junipers.
Replacement proposal requested.
Sunshine Boulevard
• Committee has reviewed tree replacement recommendations and installation is scheduled.
Golden Gate Parkway
Collier County Road& Bridge Division maintains this roadway and Mr. McGee has provided a
copy of his report to them. Highlighted recommendations include:
• Review the Oak tree for pruning and remove the Sabal Palm.
• The Pittosporum shrubs on the east end of median#20 have died and need to be removed.
• Two dead Pine trees need to be removed.
• Hand remove excess Torpedo grass weeds from Blueberry Flax Lily and Liriope beds.
• Recommend planting west entry community sign.

• Water usage per meters is minimal and is not consistent with water use needed for weekly
• irrigation.
• Advisory Committee installed memorial plaque and base should be cleaned, repainted and
the pavers repaired to secure memorial.
Collier Boulevard A& B
• Review Slash Pine Tree, Median#11, for removal and replace with Floss Silk Tree.
• Recommend removal of Crown of Thorns on north end of Median#1 and south end of
Median#2 and replace with Perennial Peanut.
• Recommend replacement of distressed Junipers on south end of Median#5 and north end of
Median#4.
• Distressed areas of turf should be reviewed for weed control or replacement.
• Part A& B water use readings indicate the meters may not be operating properly.
• All medians need mulch.
The Committee and Hannula Landscaping & Irrigation requested the water flow chart be submitted
to them as part of Mr. McGee's monthly landscape report.
Upon Ms. Spencer's suggestion, going forward Mr. Schumacher will include McGee's Detailed
and Summary reports as links in the emailed read-ahead report, with only the Summary report
printed for the meeting packet.
VII. Project Manager's Report
A. Monthly Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated October 18, 2016
noting:
• Ad Valorem property taxes for FY17 are $249,000.
• Carry Forward funds of$474,842 bring Total Revenue to $724,842.
• FY17 planned Operating Expense Budget is $363,542, current commitments total $212,508
and 2017 YTD expenditures total $300.
• Uncommitted Operating Expense funds available are $150,733.88.
• Line 32, Improvements General, $316,700 is reserved to finance special projects.
• Total available balance less committed expenses totals $512,034.
B. Santa Barbara and Golden Gate Refurbishment Status
Mr. Schumacher will update the Committee on this project during the November meeting.
C. Irrigation Status
Mr. Sells reported the new controller for the irrigation components on Sunshine Boulevard,
Coronado Parkway and Hunter Boulevard has been installed at Tropicana noting:
• Four technical support representatives for the company that manage the controller will join
him on October 19th to fine tune the controller.
• He can automatically increase the percentage of water the plants require.
• He will train Hannula Landscaping, Inc. personnel how to irrigate wet check.
• The Coronado Parkway and Hunter Boulevard controller was replaced with one which
belongs to the MSTU. The last electrical solenoid component will be installed by Mr.
Hannula at which point installation will be complete.
• The MSTU has centralized control of the Motorola software.

• He will finish programming Coronado Parkway and Hunter Boulevard and re-do the
• programming for Sunshine Boulevard.
D. Flag Pole Replacement
Mr. Schumacher distributed photographs of the Flag Pole paver installation project on Golden
Gate Parkway, Median#12,noting:
1. Pavers Installed Sunday, 10/02 and Pictures
The new pavers were installed around the Flag Pole on Sunday, October 2nd under the direction
of Robert Beatty, Boy Scout Troop 2001, and Rock Solid Pavers, LLC. Participants in the
project included the Boy Scouts,the local Sherriff's department, skilled tradesmen from Rock
Solid Pavers, Ms. Spencer, Mr.Jefferson and Mr. Schumacher.
2. Flag Raising Date,TBD
Mr. Schumacher will coordinate the date of the Flag dedication with Mr. Beatty and update
the Committee.
During Committee discussion the following was noted:
Event Invitees
• Robert Beatty and the Scouts of Troop 2001
• Veterans of Foreign Wars
• County Commissioners
• Local Sherriff's office personnel
• The Civic Association
Ms. Spencer will send a letter to the Civic Association inviting them to the event.
Ms. Holmes will verify the VFW's interest in attending and members date availability.
Publicity
Staff will assume responsibility for advertising, media coverage and photography.
Paver Maintenance
Weeds are evident between the pavers. Hannula Landscaping was instructed not to use "blue
dye" in the weed preventative application.
Entry Sign Landscaping
Landscaping was partially replaced by the County. Hannula Landscaping received a list of plant
material from Pam Lulich and Liz Soriano, Road and Bridge Maintenance Division however
the scope of work is not covered in their contract.
Ms. Spencer noted she had written Dave Morgan a letter requesting the landscaping be
completed for the Flag raising ceremony but has not received a response.
Mr. Schumacher will contact Dave Morgan, Director of Maintenance, Road and Bridge
Division,for a solution to the execution of the existing plan.
E. Tree Replacement
1. Coronado, Sunshine and Hunter(Hannula Order and Planting Status)
Tree replacement is budgeted and a purchase order will be created for planting of thirteen trees.

2. Palm Replacement in Hunter Boulevard Median #1
The Alexander Palm Tree replacement specifications will duplicate tree on Hunter Boulevard,
Median#6. Hannula Landscaping provided a proposal to Mr. Schumacher which will be
presented at the November meeting.
Hannula Landscaping will provide quotes for all open items detailed in Mr. McGee's report for
presentation to the Committee during the November meeting.
F. Introduction of Florence"Dusty" Holmes: Volunteer for Open Position
Mr. Schumacher distributed Ms. Holmes' application for the vacant position on the Golden Gate
Advisory M.S.T.U. Committee for review.
Ms. Holmes presented her background to the Committee and expressed her interest in becoming a
member.
Ms. Spencer moved to recommend the Board of County Commissioners appoint Ms. Holmes to the
Golden Gate M.S.T.U. Advisory Committee. Second by Mr. Haeger. Carried unanimously 4- 0.
VIII. Old Business
The Committee requested an update on the replenishment of American Flags for placement on Medians
during special events.
Ms.Acevedo will contact Liz Soriano, Road and Bridge Division, to request additional flags and update
the Committee at the November meeting.
IX. New Business
A. Road Maintenance Division—Review
Mr. Schumacher reported he toured the area with Dave Morgan, Director of Maintenance, Road
and Bridge Division. They discussed the following:
a. Canal Bridge Fencing- Golden Gate Parkway
• Replacement of the chain link fence with decorative style fencing. Mr. Morgan advised
fencing must meet the specifications of the FDOT(Florida Department of
Transportation) and that the Road and Bridge Maintenance Department only utilizes the
standard design.
• Mr. Morgan noted if the MSTU elects to landscape in front of the fence the Road
Maintenance Division will maintain it.
During Committee discussion the following was noted:
• Irrigation is not present in the area.
• The landscaping should be done in June during the rainy season.
Mr. McGee will provide a list of drought tolerant plants or shrubbery for Committee
consideration.
Staff recommended quotes be solicited in January 2017 to accommodate June installation.

b. Bridge Wall Repainting
Mr. Schumacher requested the County resurface or paint the finishes on the bridges.
Mr. Morgan advised the Road Maintenance Division does not paint bridges.
Mr. Schumacher will research alternative bridge finishes.
X. Public/Board Comments
Mr. Jefferson reported he attended the Golden Gate Area Master Plan(GGAMP)public meeting
sponsored by Collier County Growth Management Department,to study future development of Golden
Gate.
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:45 P.M.
