I. Call to Order
Ms. Chapin called the meeting to order at 10:00 am. Roll call was taken and a quorum of four
was established.

Ms Bundy moved to approve the minutes of the September 14, 20166 Radio Road East MSTU
Advisory Committee meeting as presented. Second by Ms. Amodeo. Carried 4-0.
V. Membership Renewal Sue Chapin and Holly Amodeo.
Letters were presented appointing Suzanne Chapin, and Holly Amodeo for a term of four years as
members of the Radio Road East Advisory Board by the Collier County Board of Commissioners.
Dale Johnson arrived at 10:10 AM and a quorum of five was achieved.
VI. Project Manager Report, Harry Sells
A. Budget Report November 11, 2016
Mr. Sells distributed and reviewed the Radio Road East MSTU budget report for Fund 166, dated
November 9 2016 noting:
Remaining in available operating expense $12,071.47.
There is a zero revenue from ad valorem taxes and $124,300 transferred from Fund
111, the new county wide landscaping MSTU. There was also no deduction for reimbursement
for staff Support which was $14,500 in FY 16 which brings the total funds available to almost
the same as FY 16.
B. Loan Pay Off 10/26/2016
An Email from the Clerk’s office asking for approval to pay off a loan amount of $338,891.37
was presented. The loan is now paid off.

C. Discussion on Irrigation and county takeover.
Mr. Sells stated that the intent was to maintain the Hunter controller system until such time that
the county was ready to take over the responsibility and let them activate the Motorola system
at that time if necessary. Sometime in the spring we will open conversation with the county to
discuss the turnover of the landscape.
VII. Landscape Architect’s Report – Urban Green Studio, Dayna Fendrick
Ms. Fendrick distributed the “Landscape Architect’s Field Report 2016 8” for field visit on
10/12. 13, 31/2016
Viburnum is dying sporadically throughout the beds with no apparent reason. Will contact
Doug Caldwell from the County Agriculture office to discuss possible issues.
Some Croton Scale was present and needs to be treated again.
It is time for the fall fertilizer application
Royal Palms have been systematically treated twice. The dead royal palm and Buccaneer
Palms on Median 31 need to be removed.
Fire ants are still evident.
The condition of the Purple Queen is variable, with some doing extremely well and others
barely surviving.
Palm fertilizer 0-0-22 was applied.
VIII. Landscape Maintenance Report – Commercial Landscape Maintenance- Robert Kindelan
Mr. Kindelan updated the Committee on landscape maintenance noting:
Mr. Kindelan gave a short overview of the maintenance activities.
He felt that he was responsible for 12-15 Croton plants dying/dead and would replace
them.
IX. Old Business
Plant Replacement Recommendation by Urban Green. Dayna Fendrick presented a spreadsheet
showing plants required to fill in gaps in the existing plantings.
Ms Chapin moved to replace the 70 Golden Creeper and the 35 Society Garlic at the Plantation
entrance (medians 32 and 34) with a not to exceed amount of $2000. Second by Mr. Fernandez.
Motion Passed 5-0.
X. New Business

XI. Committee Comments
Ms Chapin will try to get the new Commissioner Burt Saunders to come to a meeting in December
if he is available. If he is available, we will schedule a meeting to accommodate him.

PROJECT: RADIO ROAD EAST MSTU MAINTENANCEFY 2017/18GENERAL NOTESRobert Kindelan, CLMLANDSCAPE ARCHITECT'S FIELD REPORTCONTRACT: LANDSCAPE & IRRIGATION MAINTENANCE ‐ COMMERCIAL LAND MAINTENANCEPRESENT AT SITE Harry Sells, PTNED FIELD REPORT 2017 ‐1MAINTENANCE FIELD VISIT PERFORMED ON 12/28/16Dayna Fendrick, UGS 2. The extra‐dry season, coupled with higher than normal temperatures, has meant the need for supplemental irrigation. The irrigation system is on, and has been set to operate 3 days a week. 3. The Fall fertilization application was done on December 9. It was scheduled for November, but there was a hold‐up with the production by the supplier. 4. In general, the project has a good appearance, with typical on‐going maintenance issues to address. The fertilization has helped several plants "green up". Some plants are showing signs of lack of water, as noted in more detail below.Overall project appearance is good; specific plant issues to address1. The dry season conditions continued through November and December, with the rainfall amount less than half the normal monthly average. According to the South Florida Water Management District, our area received 1.16" of rainfall from Nov.1 2016 through Jan.1 2017, which is 3.15" below normal. For the year of 2016, we had 58.9" rainfall, which is 5" over the annual average, but it all came in January ‐ September. STATUSONGOINGIN PROGRESSONGOINGSociety Garlic better; Silver Buttonwood in good condition3. The Liriope is filling in well, and has good color. CLM to monitor and apply fungicide as needed.ACTION REQUIRED1. The Society Garlic has improved since November, and has greened up in most areas. There are a few sporadic blooms showing. Remove dead stalks as needed. CLM to monitor and apply fungicide as needed.2. The Viburnum continue to have the spotty die‐out problem, with the most widespread loss on Median #38 and #34. CLM has treated with fungicide and also for root mealybug. Doug Caldwell of IFAS Extension office provided a resource to send a sample plant to a clinic in Homestead for diagnosis. Harry will prepare the sample to send. Dayna also spoke with a native plant grower, Sandhill Growers, who said they have experienced the same phenomenon with that species in their nusery, and have sent samples to Univ. of FL, which diagnosed root Phytopthera. However, U of F was not able to say how to treat or prevent it. The Viburnum seem to have more problems in wet, mucky conditions. Dayna to research any known pathogen for the species. Harry to send sample to Homestead clinic. Liriope & Bromeliads in good shapeOBSERVATIONS & RECOMMENDATIONS THROUGHOUT MEDIANS

CLM has replaced several plants which were overtaken with Croton scale. CLM has treated with Orthene and will need to continue to monitor and treat for scale as needed. CLM to treat affected plants for Croton ScaleViburnum die‐off starts stem by stem Viburnum die‐off on Median 38Bougainvillea starting to bloom Crotons & Purple Queen Allow runners to hit ground and root. Don't overtrim the new growth that emerges. Harry is planning to open a Work Order for replanting on Medians 35 & 36.5. The Golden Creeper beds continue to improve, and look pretty good overall. There are still some open areas and gaps on Medians 36 & 35. CLM has done the additional planting to fill in the gaps on Medians 32 and 34. CLM should remove some of the plants in between Bromeliads at the tips of Medians 32 and 34, to create a clear mulch area around the Bromeliads for a neater appearance. The viney weed growth was minimal in the other open areas.4. The Bougainvillea has been trimmed in most areas, and is starting to bloom. Trim only the tips while the plants are in bloom.7TheconditionofthePurpleQueenIsstillhighlyvariablefromplacetoplaceandCLM to tip back long runners; remove weeds & continue to treat Torpedo grass as needed.New Golden Creeper plantings on #34 (below) open areas on Median 35MONITORONGOINGONGOINGDONE/ ONGOINGPurple Queen on #32 Bromeliads dry #388. The Silver Buttonwood trees are in good condition, and have been trimmed to clean up the clear trunks and tip back the canopy. Overall, they are thriving and looking good. 9. Bromeliads are looking pretty well overall, and many are in bloom. Several in the shell on Median 38 appeared to be dry, with the leaves curling ‐ CLM to check the irrigation coverage and scheduling. Some of the dry plants were within direct reach of the irrigation head. One Orange Bromeliads on Median 38 was knocked over; monitor & re‐plant those which get displaced for various reasons. There were also a couple of dry‐looking plants at the west tip of Median 38 and west tip of Median 35. CLM to replant Bromeliads as needed. Check irrigation schedule for groups that are desiccated. CLM has trimmed & removed dead/brown foliage and treated the palmetto for antsNew Croton replacements by CLM10. The Silver Saw Palmetto is in variable condition, with some plants getting pretty tall. We could start trimming the base stalks to expose the trunks. The plants that are doing well have gotten to about 4' ‐5'ht. Other spotty areas have smaller plants & slower growth. The Sabal Minor palms have some yellow foliage. Remove dead brown foliage. CLM to tip‐trim the Silver Buttonwood trees as needed 7. The condition of the Purple Queen Is still highly variable from place to place, and even within the same grouping. Some plants are growing and thriving and others are just sitting there. They all received the fertilizer application. The group on Median 32 looks particularly good.

The Bird of Paradise are in fair ‐good condition; the old flower bracts should be removed. Some plants have sooty mold; treat as necessary. Spider Lilies, Gumbo Limbos and Silver Palmetto in good shapeHarry has a Work Order issued to remove the dead tree on Median 36.16. The Pigeon Plum trees continue to be variable in condition; some are nice dark green and others are yellowish. In general, the trees on Median #35 are in better condition and seem to have improved with the fertilization. The ones on #36 are still struggling and yellowish. One dead tree on #36 should be removed. 17. The Royal Palms are in good condition. Most have dark green foliage. Remove the remains of the palm that died on Median 31; flush cut the trunk. The two palms next to thedeadpalmwereshowingsignsofthesameproblem(yellowingfoliagesootymoldCLM has treated the palms on Median #31 with a systemic insecticide‐monitorfor14. The Buccaneer Palms are in fair ‐good condition and seem to be stabilizing. The group on Median 32 is doing pretty well. One palm on Median 31 is dead; flush cut the trunk and remove when the budget allows. Monitor the weaker palms for fungus & apply fungicide when black streaks are apparent from the bud. 12. The Spider Lilies are in good condition, and looked like they had been trimmed at the base to remove older yellow foliage. CLM to remove dead/brown foliage. 13. The Gumbo Limbo trees are in good condition and growing vigorously; they have already put on a lot of growth since they were trimmed earlier this summer. CLM to monitor for any signs of sooty mold on the shell below, which would indicate a white fly infestation. 11. The Silver Palm and Thrinax Palm groupings are in good condition. Remove older yellow fronds as needed. There is one dead Silver Palm on Median 34; flush cut trunk and remove when budget allows. CLM to remove yellow /old foliage as it occurs.CLM to treat sooty mold and remove old flower bracts. .Monitor and treat for fungus as needed. The Muhly Grass is in good condition and is still blooming. Don't trim until the blooms have faded in about a month. There are a few areas of viney weed growth ‐ treat and remove weeds. Remove leaf accumulation. CLM to treat for fire ants20. Rake or blow off leaf litter and debris from shell areas, particularly where the leaves collect against the edging, to keep a neat appearance. the dead palm were showing signs of the same problem (yellowing foliage, sooty mold on trunk), but the new foliage emerging is dark green. CLM has treated with a systemic insecticide to combat Palm Aphids and Palm Weevils, which should be effective for 6 months. On Median #34, the Royal Palm 2nd from the east end is showing similar symptoms ‐ treat with the same protocol. Another couple of palms in Median 34 & 35 are also slightly yellow; monitor. Hand‐pull and treat weeds as needed. Trim Muhly on Median #36. insecticide ‐ monitor for improvement. Median #34, fertilize Palm that is yellow & sparse. Harry has a Work Order issued to remove the dead palm on Median 31.CLM to rake or blow off leaf debris from shell areas. CLM to treat Coonties for sooty mold 19. Fire ants are still apparent throughout, treat as necessary. 21. The Coontie are in good shape and are filling in. There are limited areas where the plants are small but still there. Monitor for sooty mold, especially in shady areas, and treat as necessary. 22. The Fall fertilizer application was done on December 9.

It would be nice to open up more views to the shell areas under the Gumbo Limbo trees. 24. Harry requested that CLM cut a pathway through the Bougainvillea for access to the controller and pump station on Median 36. Trim pathway opposite the line of sight.
