What neighborhood association or other neighborhood meetings have been held to inform neighbors directly affected by this proposed project and the reaction?There is a tremendous amount of support and need for safe routes to school projects in the Immokalee Area.The monthly Immokalee Community Redevelopment Agency(CRA)was held on October 19, 2016 and the members voted unanimously to support this project.The majority of the community residents do not own a vehicle and must rely on walking and/or biking to their destinations.Since the CRA's inception, the committee has focused on sidewalk construction in the community to provide a safer place for its residents to travel. What PTA/PTO/school meetings have been held to inform parents and school staff about this project and the reaction? Explain what other public meetings have been held,such as Metropolitan Planning Organizations,Regional Planning Councils, Citizens'Advisory Committees, Bicycle/Pedestrian Advisory Councils and Community Traffic Safety Teams and the reaction?The County discussed this project with the Community Traffic Safety Team(CTST)on several occasions including on September 22 and October 27;2016. The project was discussed at the Pathways Advisory Committee(PAC)and the Citizens Advisory Committee(CAC)of the Collier MPO on several meetings in September and October.These committees,as well as the MPO are in full support of the sidewalk construction project. It has a current enrollment of 700 and a large number of students reside within approximately 2 to 3 miles of the school. Only 106 students in the outlying areas of the school do take advantage of bus transportation provided for them.Approximately 85%of the students walk, bike or utilize other means of transportation to get to or come from school each day. It Is Imperative that these 594 students walk and bike to school safely. Currently the children and families in the area of this project must walk or bike in the roadway on their way to or from school. There are fifty-five elementary students within this area that walk or bike to and from school. This is approximately 10%of the student walkers at the school. Many children are driven to school due to safety concerns. Additionally,there is limited lighting which increases the dangerous and unsafe conditions.There are fifty-five elementary students within this area that walk or bike to school. Middle school and high school students are in addition to this number. • Explain more about the conditions/obstacles which prevent walking or bicycling to your school:The Carson Road area north of Westclox Drive has deep open stormwater ditches on both sides of the street. During the rainy season, students are forced to walk in the street to go to and come home from school.Some parents, rather than use the school facilities to pick up their children will wait at the most westerly end of Carson Road for their children.Vehicle and pedestrian traffic are sometimes in conflict when traveling and walking along this portion of Carson Road. This dependency on bicycle and pedestrian facilities is in part due to a lack of access to private vehicles.Eden Park provides a number of events for parents/guardians to stay involved with their children.Some of this year's events were:Donuts for Dad's had 108 fathers in attendance, Muffins for Mom had 350 in attendnance, Report Card Pickup had 400 parents/guardians while the Open House Conference night had 500 in attendnance within a 700 student school.The parents/guardians also take advantage of Thursday night English classes and Citizenship Training.The addition of sidewalks would be used by students and their families as they attend school as well as these school sponsored functions early in the morning and in the evening, before and after typical school hours. Since the CRA's inception, the committee has focused on sidewalk construction, as well as continuing to focus on providing a safer place for its residents to travel. The local neighborhood is comprised of all ages ranging from elderly that purchased their home 30+ years ago, 2-parent families with school age children, empty nesters that have children in college, single parents, etc. The Elementary school has a current enrollment of 534 and a large number of students reside within approximately 2 to 3 miles of the school. Approximately half of the students walk, bike or utilize other means of transportation to get to or come from school each day. It is imperative to the safety and well being of the students and their families that walk and bike to school to have safe sidewalks to allow them safe travel. Linwood Avenue is an east/west connector road providing access to businesses from Airport Pulling Road, U.S. 41 and David Boulevard and acts as a 'short cut' for traffic when the major roadways are clogged. There are a number of trucks, work vans and other commercial vehicles that compete with the children for access to the roadway. Currently the children and families must walk or bike in the roadway on their way to or from school. Many children are driven to school due to safety concerns. Additionally, there is limited lighting which increases the dangerous and unsafe conditions.There are 29 elementary students that live along Linwood Avenue that walk or bike to the elementary school. • Explain more about the conditions/obstacles which prevent walking or bicycling to your school:Shadowlawn Drive serves as a major connector from US 41 to Davis Boulevard (2 major State arterials). Vehicles and pedestrian traffic are sometimes in conflict when riding and walking along Linwood Avenue. In 2009 the CRA funded a major stormwater project in the area, including the installation of stormwater pipes along the north side of Linwood Avenue. Since the stormwater improvements have been completed, the sidewalk installation will be less expensive. C.Are enough students living near the school to allow many to walk or bike to school if conditions were improved? ® Yes❑ No If Yes: • Explain more about the number of students living near the school and how this relates to the anticipated success of the proposed SRTS project:According to the US Census Bureau the yearly median per capita income in the Shadowlawn area is $28,541. More than 30% of the families in the surrounding Shadowlawn Elementary School are in the construction, accommodations and food service industry. In most instances, the family income depends on tips and steady employment, which is not always the case since some of the work is seasonal. Families in this neighborhood do not always have access to a vehicle. The neighborhood supports a high population of pedestrians and bike riders that go to school, shopping and medical appointments. Most streets in the community currently have sidewalks. The installation of sidewalks along Linwood Avenue would provide a missing link in the surrounding areas. D.Write a brief history of the neighborhood traffic issues as background for the proposed project:Linwood Avenue is a heavily traveled street as identified in the County traffic counts taken on Thursday, October 13 and Tuesday, November 1, 2016. There were 884 vehicles on Linwood Avenue from Airport Pulling Road traveling west to Shadowlawn Drive. There were 1,408 vehicles along Linwood Avenue from Shadowlawn Drive west to Commercial Drive. A third of those vehicles traveling the roadway had 2, 3, and 5 axles, an indication of delivery or long haul trucks. These types of vehicles are especially difficult to stop should a child come in contact with the vehicle. ON ARRIVAL AT EDEN PARK ELEMENTARY,I MADE CONTACT WITH MARICELA,HER MOTHER,OFEL1A GARCIA,AND WITNESSES,OMAR MIMES AND GRACIELA RIOS. I OBSERVED A BRUISE FORMING ON MARICELA'S RIGHT ARM. MARICELA ALSO COMPLAINED OF PAIN FROM HER RIGHT CLAF AREA. NO OTHER INJURIES NOTED. MARICELA WAS TREATED BY THE SCHOOL NURSE,R08BIE WOOSTER MARICELA STATED SHE WAS WALKING WESTBOUND IN THE GRASSY/DIRT AREA TO THE SIDE OF THE ROADWAY. OMAR AND GRACIELA ALSO STATED THE DRIVER OF THE VEHICLE WAS WHITE WITH DARK HAIR AND TALKING ON A CELL PHONE.OMAR FURTHER STATED THE DRIVER STOPPED THE CAR LOOKED AT MARICELA GETTING UP OFF THE GROUND AND TOOK OFF. I WAS TAKEN TO 3555 CARSON RD,THE SCENE WERE THE ACCIDENT OCCURED. THERE ARE NO SIDEWALKS. I OBSERVED THERE IS APPROXIMATELY TWO FEET OF DIRT/GRASS AREA BETWEEN THE ROAD AND WHERE IT STARTS TO GO DOWN INTO A DITCH. MARICELA SHOWED ME WERE SHE WAS WALKING WHEN SHE WAS HIT BY THE VEHICLE AND APPROXIMATELY WHERE SHE LET GO OF THE MIRROR AND FELL TO THE GROUND. THE VEHICLE WAS DESCRIBED AS SMALL DARK BLUE OR BLACK 40R. IT CAME OUT OF CARSON LAKES CIRCLE.
