AHAC Minutes 09/12/2016 MINUTES OF THE COLLIER COUNTY AFFORDABLE HOUSING ADVISORY COMMIT l'EE MEETING September 12, 2016 Naples, Florida LET IT BE REMEMBERED that the Collier County Affordable Housing Advisory Committee met on this date at 8:30 AM in a WORKING SESSION at 3299 Tamiarni Trail East, Building F, 5th Floor, Training Room, Naples, Florida, with the following Members present: Present: Steve Hruby,Chair Taylor McLaughlin, Vice-Chair John Cowan Litha Berger Mark Strain Kristi Bartlett(arrived late) Denise Murphy Absent: Christina Apostolidis Excused: Carlos Portu Joseph Schmitt ALSO PRESENT: Kim Grant,Director—Community and Human Services Barbetta Hutchinson,Operations Coordinator—CHS Jason Rummer—Operations Analyst—Public Services Cormac Giblin—Senior Housing&Grants Coordinator Public PRESENT: Barbara Melvin,First Florida integrity Bank Mary Waller,NABOR Nick Kouloheras—Chair Affordable Housing Stakeholder Committee Michelle Kelly—East Naples Community Organization George Danz—Riveria Golf Estates Suzanne Orschell Dwight Kehoe—Riveria Golf Estates 1. CALL TO ORDER Chairman Hruby called the meeting to order at 8:32 am. Mr. Hruby read the procedures to be observed during the meeting. 2. ROLL CALL-COMMITTEE MEMBERS AND STAFF With seven members in attendance a quorum was established. 3. APPROVAL OF AGENDA A. Approval of agenda. John Cowan motioned to approve the agenda and Litha Berger seconded. The group voted 6-0 to accept the agenda. B. Approval of Minutes from June 20,2016. Litha Berger asked that she be marked absent for the meeting. Denise Murphy motioned to approve the minutes as modified and Taylor McLaughlin seconded. The vote was 6-0 to approve. C. Approval of Minutes from July 18,2016. John Cowan motioned to approve the minutes as modified and Taylor McLaughlin seconded. The vote was 6-0 to approve. 4. INFORMATIONAL ITEMS A. The letter to the Board's office recommending the reappointment of Steve Hruby and Litha Berger was attached. 5. PUBLIC COMMENT 6. DISCUSSION ITEMS AND PRESENTATIONS A. Kris VanLengen from the Growth Management Department,Comprehensive Planning, spoke to the group about the 4 Area Master Plan Restudies currently underway. Ile reviewed the timeline for the Golden Gate master plan Study that will be holding public meetings in October to kick off what is likely a multi-year process. He also reviewed the Rural Fringe Mixed Use Area Plan and spoke about the"village" format. Greater density allows a lot more opportunity for variety in housing. He told the group that national trends are moving toward multiple family housing ownership and rental opportunities. There is also work being done in Golden Gate to legalize guest houses as rental units. The new development code for redevelopment areas is also being contemplated that will affect the re-growth of the Gateway Triangle area. Kris asked Kim if there was a consistent definition of"affordable housing"throughout our codes,and that perhaps it would be good to start the development of one. Mary Waller asked Kris to explain what the difference is between a village and a town. In the RFMU area a rural village is between 300 and 2500 acres that includes a village center, commercial use, mixed use and a green belt. A town also requires .2 units of affordable housing per acre. A"town"can be much bigger. B. Nick Kouloheras updated the group on the RFP for the consultant that was sent out on August 3, 2016. There were 26 companies that viewed the information from the webpage. There was a pre-bid meeting and 1 group called in from Oregon. The RFP was extended in hopes that there would be more response. Steve Hruby gave the group an overview of the Terwillinger Center and the ULI Advisory Panel. The panel would come on-site to interview all key partners in the community, visit all areas of the county and begin to frame high level policies to include a written report 2 within 45 days of their visit. The center would pay for approximately 20%of the cost. It would cost us between$100,000 and$120,000. Since our community is unique,they feel they could use us as an example for communities similar to ours. Their approach follows a basic process, but is customized for the particular location. If we use Terwilliger, we would still need a consultant strictly to do an implementation plan. Mark Strain asked for a draft proposal from the ULI and the report they did on the City of Palm Beach to review. It was discussed that possibly the best way to work this would be to divide the RFP into 2 sections—tasks for the ULI and tasks for the consultant. The opportunity to move on with the ULI will be taken to the Community Stakeholders meeting being held this afternoon. Their recommendations will be given to the AI IAC at special meeting of the AHAC, being held next Monday, September 19, 2016 at 12:30 p.m. in the 5th floor training room on the administration building. C. Cormac Giblin told the group that the Approved Affordable Housing Inventory was one of his top priorities. He reviewed the categories of properties maintained by the County. He also reviewed the definition and noted an affordable unit takes into consideration the cost of the unit,the income of the people living in the unit and but currently fails to require the restrictions for keeping it affordable. Further discussion summarized the realization that the LDC definitions and.Housing Element language could be improved for greater clarity, and then it would be clear what CHS is to track and report on. It was noted that this would be addressed as part of the development of the Housing Plan. Mark Strain suggested it may be an idea to use the Property Appraiser maps to add to our list of affordable units. D. Steve Hruby told the group about the Fair Housing Workshop being held on October 4, 2016 at the North Collier Regional Park on Livingston Rd. from 8:00 a.m. until 1:00 p.m. 7. ADJOURN There being no further business for the good of the County,the meeting was adjourned at 10:33 a.m. after being motioned by John Cowan, seconded by Kristi Bartlett and having a final vote of 7-0.
