EXECUTIVE SUMMARY
Recommendation to appoint a member to the Immokalee Beautification MSTU Advisory
Committee.
OBJECTIVE: To appoint one member to the Immokalee Beautification MSTU Advisory Committee to
fill the remainder of a term expiring on September 23,2020.
CONSIDERATIONS: This five member committee was created to assist the Board of County
Commissioners in the business affairs of the Immokalee Beautification Taxing District, and prepare and
recommend an itemized budget to carry out the business of the district for each fiscal year. Four
members shall be permanent residents within the MSTU and one member may be an owner of residential
or commercial property within the MSTU or may be an individual, an officer of a corporation, or a
partner of a partnership. Terms are four years. A list of the current membership is included in the
backup.
There is one vacancy on this committee. The vacancy was advertised and an application was received
from the following:

Experience/Background
I have extensive experience in public safety through various fire, E.M.S., and law enforcement st-
agencies that I have been affiliated with as a volunteer since 1978 and as a professional since N
1983. I am a graduate of the Florida Fire Chiefs' Association Emergency Services Leadership Qc
Institute, a series of classes in organizational management through the University of Florida, as M
well as a completed the Certified District Manager Program through Florida State University. I
am preparing my portfolio for Chief Fire Officer(CFO)designation through the accreditation 0
body of the Center for Public Safety Excellence. I have received over 500 certificates of training 0
totaling over 7,600 hours. I currently serve as the Fire Chief and District Manager for Immokalee m
Fire Control District, a special taxing district covering 234 square miles of Collier County, FL 1-
serving a population of approximately 29,400 and running over 4,000 calls annually out of three m
stations with 34 full-time, 6 part-time, and 20 volunteer positions. I worked my way through the
ranks to the position of Battalion Chief with Lake County Fire District 9 in February of 1987 and
with the City of Clermont Fire Dept., achieving the position of Deputy Fire Chief in November E
�--, of 1991. I held that position until July of 1999 when I was hired as one of the city's first full co

time fire personnel, continuing as second-in-command of the department until retiring from
Clermont FD after 31 years of service in 2013. I also served as the Fire Marshal for the City of
Clermont for 17 years, from July of 1990 until February of 2007. I was instrumental in they .0
growth of Clermont Fire Department from an all-volunteer fire department with 20 members
serving a population of 7,000 and running 340 calls out of one station in 1991 to a mostly career
combination department with 51 full-time, 6 reserve, and 10 volunteer positions serving a
population of approximately 29,800 and running over 4,000 calls annually out of three stations
in 2012. I was active as part of the City of Clermont's Safety Committee for many years and was
an integral part of CFD's Health & Safety Committee from its inception. I have been responsible
for writing and managing budgets ranging from $85,000 to $8.3 Million. I have either solely
written or been involved in writing a number of successful grant applications totaling over$5 c,
Million of grant funding awarded. I have written specifications for, and purchased, numerous Y
fire apparatus over the years. I have experience in law enforcement starting as an Explorer in 0
1979 and as a patrol officer since 1982. I most recently served as a Reserve Deputy Sheriff
assigned to the Agriculture Unit of the Hendry County Sheriff's Office, LaBelle, FL. I oversaw
the Reserve Officer Program for the City of Center Hill,FL Police Department, supervising up o
to 10 Reserve Police Officers as well as functioned as the department's training officer for in-1
service training and firearms qualifications for over ten years. I received a"Top DUI E
Enforcement Award" from Mothers Against Drunk Drivers. I have participated in large-scale E
incidents, including assignments with the U.S. Forest Service to wildfires, response as part of
Florida Region 5 Task Forces to hurricane and wildfire incidents, including serving as a task0.
force leader, and have responded as part of the initial response to tornado disaster areas. I have
participated in large-scale search operations, including being assigned as Operations Officer o
during the search for 6-year old murder victim Kayla McKean in Clermont. I have training and o
experience as a public information officer and safety officer. I have completed the Intelligence
Liaison Officer training program through the Central Florida Regional Domestic Security Task
Force and US Department of Homeland Security. I also completed training and received Title 19
cross-designation as a U.S. Customs Officer through US Department of Homeland Security,US
Immigration and Customs Enforcement (ICE), Homeland Security Investigations.
