Agenda 12/13/2016 Item #16G2 16.G.2 12/13/2016 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, acting as the Collier County Airport Authority, adopts the attached Resolution approving the proposed rate schedules for the Everglades Airpark, Immokalee Regional Airport and Marco Island Executive Airport for Calendar-Year 2017. OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport(IMM), and Marco Island Executive Airport(MKY) for Calendar-Year 2017. CONSIDERATIONS: Ordinance 2010-10, Section Five C.6, states that the Authority has the power to adopt by resolution a schedule of rates, fees, and other charges. The Airport Leasing Policy, Section II, states that a "Rate Structure" updated and approved by the Authority annually will serve as a guide when negotiating fees. The notable changes to the attached updated rate schedules from the 2016 rate schedules,based on market comparisons, current costs, or previously approved methodology, are: • ALL AIRPORTS - Office space rates have been increased 2.2%based on Consumer Price Index (CPI)per signed lease agreements. • ALL AIRPORTS - Hangar rental rates have been increased 2.2% based on the CPI per the standard t-hangar agreement approved by the Board on March 8,2011,Agenda Item 16G3. • ALL AIRPORTS - A 5% hanger sublease fee has been added to cover additional administrative overhead costs of processing and maintaining sublease agreements. • ALL AIRPORTS - The digital adverting fee has been changed from a fixed price to negotiable price,based on market conditions. • X01 - The hangar reservation fee has been decreased from $200 to $100 based on market comparisons. • IMM -Land lease rates have been increased based on the CPI. • IMM - AvGas self service fueling has been revised to maintain a minimum margin while providing flexibility that will allow IMM self service AvGas prices to be more competitive with area airports (Naples, Page Field and LaBelle). Prices will be updated biweekly based on market conditions. • IMM-AvGas full service price for flight schools has been increased based on market conditions. • IMM - Jet-A full service fueling has been increased by ten cents ($0.10) per gallon based on market comparisons. • IMM -- A 3% service fee has been added for customers paying by credit card under the flight school AvGas and annual volume discount programs. • IMM --Ramp fees for helicopters (Jet A) have been revised slightly. • IMM - The hangar reservation fee has been decreased from $200 to $100 based on market comparisons. • MKY-Land lease rate has been increased based on the CPI. • MKY - The majority of tie-down/overnight parking fees have been increased slightly based on market comparisons. • MKY - Requirements and discounts for the AvGas annual volume discount program have been revised based on an analysis of previous year's program. • MKY -- A 3% service fee has been added for customers paying by credit card under the flight school AvGas discount program. FISCAL IMPACT; Modest increases are expected in certain revenue line items. Impacted revenue categories are expected to meet or exceed the FY2017 budget. GROWTH IMPACT: There is no Growth Management Impact associated with this Executive Summary.
