Agenda 12/13/2016 Item #16C7 16.C.7 12/13/2016 EXECUTIVE SUMMARY Recommendation to approve a $245,000 work order under Request for Quotation 14-6213-78 to Quality Enterprises USA, Inc., for the structural expansion joint repairs to Oxidation Ditch No. 2 under North County Water Reclamation Facility Technical Support Project Number 70148. OBJECTIVE: To maintain wastewater treatment capacity and Irrigation Quality (IQ) water production at the North County Water Reclamation Facility (NCWRF) in compliance with Florida Department of Environmental Protection agency regulations. CONSIDERATIONS: The proposed scope of work under Project Number 70148, "Water Reclamation Facilities Technical Support Project," is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners (Board) on November 10, 2015, as Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE. Funding is available in, and is consistent with, the FY2017 CIP Budget. This project will implement structural repairs to the existing perimeter wall expansion joints of the NCWRF Oxidation Ditch No. 2, including demolition of the existing deteriorated concrete expansion joints, installation of new slip-dowels, installation of additional new reinforcing steel, and installation of new water stop joint materials. Oxidation Ditch No. 2 is a concrete wastewater treatment tank that has been in service since 1988. Over the course of the years of operation, the expansion joints in the perimeter walls of the tank have deteriorated and failed. Numerous leaks prevent this tank from being placed into operation which will be required for NCWRF FDEP Operating Permit renewal in 2017. Oxidation Ditch No. 2 plays a critical role in the wastewater treatment process and in the production of IQ water. This project structurally repairs an essential treatment element benefiting the customers served by the NCWRF. Request for Quotation 14-6213-78,"NCWRF Oxidation Ditch No. 2 Expansion Joint Repairs and Related Work," was distributed on September 6, 2016, to the six vendors under the Fixed-Term Underground Utilities Contract 14-6213. Two contractors submitted quotations (summarized below) by the September 23,2016, deadline: VENDOR QUOTE Quality Enterprises USA $ 245,000.00 Mitchell&Stark $284,000.00 TRC Worldwide Engineering, Inc. (TRC), performed a structural analysis of the tank and recommended needed repairs that staff used to develop the quote specifications. Staff budgeted for the work based on TRC's cost estimate of $287,000. Staff determined the quote is fair and reasonable and recommends awarding the contract to Quality Enterprises USA,Inc. Quality Enterprises' quote is $42,000(15 percent) lower than the opinion of probable cost prepared by TRC. The quote tabulation, analysis chart, work order, TRC's opinion of probable costs, and TRC's recommendation of award letter are Attachments 1 through 5,respectively. The quote specifications informed the respondents there may be unforeseen conditions associated with the project. The quote amount incorporates an allowance of$20,929.32 for owner-directed additional work including,but not limited to,modifications or repairs resulting from unforeseen structural work associated with this project. The price for any additional work, should any be needed, will be negotiated prior to commencement in accordance with the county's Procurement Ordinance and the terms of the agreement. Packet Pg. 1153 16.C.7 12/13/2016 FISCAL IMPACT: Funding is available in, and is consistent with, the FY2017 Capital Budget approved by the Board on September 22, 2016. The source of funding is the Wastewater User Fee Fund (414). This is a replacement/repair project; therefore, operating costs are not expected to change. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
