EXECUTIVE SUMMARY
Recommendation to approve a$375,457.00 work order under Request For Quotation 14-6213-75 to
Douglas N. Higgins, Inc., for the "Sludge Thickener Refurbishing Project," under the South
County Regional Water Treatment Plant,Lime Softening Technical Support Project 70109.
OBJECTIVE: Maintain a reliable treatment process that meets potable water demand and maintains
compliance with all regulatory requirements at the South County Regional Water Treatment Plant
(SCRWTP), which serves customers throughout the Collier County water service area, by refurbishing
the Sludge Thickener mechanism.
CONSIDERATIONS: The proposed scope of work under Project 70109, "South County Regional
Water Treatment Plant Lime Softening Technical Support Project" is consistent with the Capital
Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and
Bulk Potable Water Master Plan/CIP Plan approved by the Board of County Commissioners (Board) on
November 10,2015,Agenda Item 9C,as Appendix III of the 2015 AUIR/CIE. Funding for project 70109
is available in,and is consistent with,the FY2017 CIP Budget.
The SCRWTP,built in 1984,was designed to produce 12 million gallons per day(MGD) of potable water
utilizing a lime softening treatment process. The process includes a 40 foot diameter gravity sludge
thickener tank with a bridge supported rotating mechanism that was fabricated and installed in 1986. The
mechanism is approximately 30 years old and is in need of either refurbishing or replacement. The
thickener mechanism is experiencing structural and other failures related to the mechanical collector arms
and torque tube, and to a lesser extent the drive and a lift mechanism intended to raise the rotating parts
under conditions of heavy loading and high torque. The mechanical collector arms and torque tube are
being replaced under this work order. The drive and lift mechanism are being rebuilt at a factory
authorized service center for a complete refurbishing of these components.
The additional cost to procure and install a new thickener mechanism in lieu of a refurbished unit was
estimated as $125,000. The mechanism, designed for a long life span, is generally robust and can be
refurbished. The consultant reviewed the cost for a new drive and lift mechanism, determined that it was
more economical to refurbish these components to a near new condition, and made the recommendation
to refurbish the drive and lift mechanism. In addition to refurbishing the thickener mechanism, the
project also includes repainting the support bridge, and replacing electrical components, area lighting and
adding lightning protection. The mechanism was manufactured by Eimco, which was then purchased by
the Ovivo Corporation. The specifications require the contractor to return the drive and lift mechanism to
Ovivo's Tampa service center for factory authorized refurbishing. The existing drive is not obsolete and
the manufacturer anticipates that the refurbished unit will have a service life that is nearly as long as a
new drive. Ovivo provides a one year warranty on parts and workmanship, which is the same for a new or
refurbished drive.
Request for Quotation 14-6214-75, "SCRWTP Sludge Thickener Refurbishing Project," was posted
August 23, 2016, and distributed to the four vendors approved for treatment facilities under the Fixed-
Term Underground Utilities Contract 14-6214 via the county's electronic quote process. All four vendors
submitted quotations by the September 9,2016,deadline. The quotations are summarized below:

Staff and local engineering consultant, TKW Consulting Engineers, Inc., determined the lowest quote is
fair and reasonable, and recommend awarding the work order to Douglas N. Higgins, Inc. The Douglas
N. Higgins, Inc., quote is consistent with the project consultant's $375,000 opinion of probable cost. The
Procurement Services Division concluded the quote was competitive and representative of market
conditions. The quote summary, chart, engineer's letter of recommendation, and work order are
Attachments 1, 2, 3, and 4,respectively.
There may be unforeseen conditions associated with the project. The solicitation incorporated an
allowance of $20,000 that included, but was not limited to, additional repairs that were not identified
during the initial inspections, but may be discovered during construction. The price for any additional
work shall be negotiated prior to commencement in accordance with the county's Procurement Ordinance
and the terms of the agreement.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY17 capital budget approved by
the Board on September 22, 2016. Funds are available in the Water User Fee Fund (412). The total
capital cost to implement this project is $375,457. This is a repair/replacement project; therefore,
operating costs are not expected to change.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves a $375,457 work order under Request for Quotation
14-6213-75 to Douglas N. Higgins, Inc.; and authorizes the Chair to sign and execute the attached work
order.
