16.A.44 12/13/2016 EXECUTIVE SUMMARY Recommendation to seek approval for the submission of two Safe Routes To School applications with the Florida Department of Transportation in the amount of $1,301,384 to fund the construction of sidewalks along Carson Road north of Westclox Drive to Eden Park Elementary School and Linwood Avenue to Shadowlawn Elementary School. OBJECTIVE: To provide safe pathways for our children and families to walk and bike in Immokalee and East Naples. CONSIDERATIONS: On September 1, 2016, FDOT announced a call for applications for the Safe Routes to School (SRTS) program in Florida. All applications must be submitted by December 31, 2016, to the local FDOT office. FDOT will select SRTS infrastructure projects which directly support increased safety and convenience for students in kindergarten through high school who walk and/or bicycle to or from school. In partnership with the Collier County Public School (CCPC), staff has targeted 2 sidewalk locations in close proximity to two elementary schools in the County as follows: Eden Park Elementary School - The first location is Carson Road, north of Westclox Street in Immokalee. The project consists of construction of a 6-foot wide sidewalk and appropriate drainage from the rear exit of the school, along Carson Road and continuing south to Westclox Street. The project is approximately 0.72 miles long. Carson Road is a local road which connects a Habitat for Humanity development and several neighborhood streets to Eden Park Elementary School. The school has a population of approximately 700 children and approximately 85%of the students are not provided bus transportation, they either walk or bike to attend school. CCPS does provide transportation to the remaining 15% of the students that live too far away from the school to walk. Eden Park Elementary School is located in a predominately residential area of Immokalee. The school is directly connected to a sidewalk on all streets with the exception of this section of Carson Road (Westclox Street to Carson Lakes Circle). The installation of this gap in sidewalk will directly connect the school to the surrounding community and will fill the last missing link in providing full sidewalk access to the school. This project, is located in the Immokalee Community Redevelopment Area (CRA). The Advisory Committee met on October 19, 2016, and unanimously voted to provide a Letter of Support to be included in the application. Shadowlawn Elementary School - The second location is Linwood Avenue from Airport-Pulling Road to Linwood Way, in East Naples. The project consists of construction of a 6-foot wide sidewalk for approximately 0.52 miles. Children walk and bike along Linwood Avenue to attend Shadowlawn Elementary School. Linwood Avenue is a heavily traveled street and frequently is used as a 'cut through' to avoid the traffic along Davis Boulevard, East Tamiami Trail and Airport-Pulling Road. Often the children must compete with the large delivery trucks and work trucks that travel this street. In 2009, the Bayshore CRA and the County installed stormwater improvements in the Gateway Triangle Area, including along Linwood Avenue. Since the stormwater infrastructure is currently in place,the cost of the sidewalk on the north side of the street will be reduced. The potential project, Linwood Avenue, is located in the Bayshore Gateway Triangle CRA. The Advisory Committee met on October 4, 2016, and unanimously voted to provide a Letter of Support to be included in the application. Packet Pg.939 16A.44 12/13/2016 Each application requires at least one neighborhood meeting be held to get input on the potential project. A meeting was held with the Eden Park School Advisory Council on November 15, 2016. The required meetings were held for each project. A meeting was held in conjunction with the Science, Technology, Engineering, Arts &Math (STEAM) Breakfast on December 2, 2016, at Shadowlawn Elementary School. The sidewalk projects were discussed at both meetings and the neighborhood support of the applications and the potential installation of sidewalks were received. Staff has also received Letters of Support from the Collier County Sheriffs Office, the Collier MPO and a variety of local businesses and organizations. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action.-JAB FISCAL IMPACT: Funding for the program is contingent on future federal and state legislative appropriations. The total project cost for both projects in the proposal is $1,301,383.58. Should Collier County receive funding from FDOT for the proposed projects, funding would be awarded in the amount of$1,301,383.58. A local match is not required however; FDOT requires the contingency to be covered with local funds. Contingency is anticipated to be $148,624.58 for both projects. If funding is awarded, staff will work with the Collier County Public Schools to fund a portion of the contingency. Local funds are anticipated to be provided by a general fund transfer. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. Many E children are driven to school due to safety concerns. It is a common practice for some parents to pick their co children up along this exit of school property instead of waiting in the parent pick-up line. Additionally, there is limited lighting which increases the v dangerous and unsafe conditions.There are fifty-five elementary students within this area that walk or bike to school. Middle school and high school students are in addition to this number. The population around the school consists of a culture and demographic that typically walks or bikes with almost 45 percent of the population of Immokalee living below the poverty line.Almost half of those living within the project area use public transit, bike or walk to work. This dependency on bicycle and pedestrian facilities is in part due to a lack of access to private vehicles. Eden Park provides a number of events for parents/guardians to stay involved with their a children. Some of this year's events were: Donuts for Dad's had 108 fathers in attendance, Muffins for Mom had 350 in attendnance, Report Card Pickup had 400 parents/guardians while the Open House Conference night had 500 in o attendnance within a 700 student school. The monthly Bayshore Gateway Triangle Community Redevelopment Agency rr (CRA)was held on October 4, 2016 and the members voted unanimously to support this project. There is high population of pedestrians and/or bicyclist in the neighborhood as well as to Shadowlawn Elementary. Since the CRA's inception, the committee has focused on sidewalk construction, as well as continuing to focus on providing a safer place for its residents to travel. Through the SRTS program, FDOT constructed Andrew Drive from US 41 to the school. The County constructed Caledonia Avenue and Calusa Avenue. Sidewalks already existed on Bayside Street, Shadowlawn Drive and Francis Avenue.The construction of a sidewalk on the north side of Linwood Avenue would be the missing link to connect the children living to the north and west of the school. The local neighborhood is comprised of all ages ranging from elderly that d purchased their home 30+ years ago, 2-parent families with school age children, empty nesters that have children in college, single parents, etc. The Elementary school has a current enrollment of 534 and a large number of students reside within approximately 2 to 3 miles of the school. Approximately half of the students walk, bike or utilize other means of transportation to get to or come from school each day. It is imperative to the rn safety and well being of the students and their families that walk and bike to school to have safe sidewalks to allow them safe travel. Linwood Avenue is an east/west connector road providing access to businesses from Airport Pulling Road, U.S.41 and David Boulevard and acts as a 'short cut' for traffic when the major roadways a. a are clogged. There are a number of trucks, work vans and other commercial vehicles that compete with the E children for access to the roadway. Currently the children and families must walk or bike in the roadway on N their way to or from school. Many children are driven to school due to safety concerns. Additionally, there is O limited lighting which increases the dangerous and unsafe conditions.There are 29 elementary students that v live along Linwood Avenue that walk or bike to the elementary school. • Explain more about the conditions/obstacles which prevent walking or bicycling to your school:Shadowlawn Drive serves as a major connector from US 41 to Davis Boulevard (2 major State arterials). Vehicles and pedestrian traffic are sometimes in conflict when riding and walking along Linwood Avenue. In 2009 the CRA funded a major stormwater project in the area, including the installation of stormwater pipes along the north n side of Linwood Avenue. The installation of sidewalks along Linwood Avenue would provide a missing link in the surrounding areas. A third of those vehicles traveling the roadway had 2, 3, and 5 axles, an indication of delivery or long haul trucks.
