EXECUTIVE SUMMARY
Discussion with the Board of County Commissioners (Board) concerning the collection of
data and analysis for the future establishment of a Business and Regulatory Ombudsman
to streamline rules, zoning regulations, ordinances and policies supporting
entrepreneurship and business growth in Collier County.
OBJECTIVE: That the Board discuss the collection of data and analysis for the future
establishment of a Business and Regulatory Ombudsman for streamlining rules, zoning
regulations, ordinances and policies supporting entrepreneurship, new business development and
existing business growth in Collier County.
CONSIDERATIONS: New jobs created in Florida during the past seven years have come from
the expansion of existing businesses, not from new businesses moving to Florida. One estimate
from the Florida Chamber of Commerce is that 99% of"new"jobs result from existing business
expansion. Entrepreneurs and business professionals opening new businesses or expanding
existing businesses are required to navigate numerous zoning regulations, ordinances and
policies that often deter successful private business ventures from opening or expanding.
Existing regulations create costly expansion requirements resulting in loss of business diversity
and good paying jobs in Collier County. Entrepreneurs and business professionals often open
businesses in other locations or counties with less onerous regulations.
A Business and Regulatory Ombudsman, reporting directly to the Board, offers an opportunity
for the Board to be routinely informed on problematic rules and policies, empowering the Board
to make timely and beneficial changes when warranted. The Ombudsman will address
complaints, suggest solutions to problematic regulations, rules and policies so the Board can
direct staff to make necessary changes. The diversification and expansion of businesses, job
growth and goal of making Collier County business friendly requires Board commitment and
creative solutions to achieve desired successes.
During an analysis period of three to four months, including the collection of input received from
the Board and through public meetings, the Ombudsman role, as an example, may include the
responsibility of assisting an applicant navigate and comply with applicable regulatory standards
for business creation or expansion. A series of public meetings will be scheduled and advertised
for the purpose of introducing the concept,public input and data collection.
FISCAL IMPACT: There is no Fiscal Impact associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises
no legal issue, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
