Purpose and Scope of Program: To create a Fast Track program to expedite review of development orders and permits in order to support the growth of high value-added employment and the economic base by providing assistance to primary employers in Collier County. Approved Fast Track projects receive priority review.The review time will be at the discretion of the County Manager or designee.The Fast Track program is not intended to otherwise modify or alter existing procedural standards for reviewing development orders and permit applications. B. Eligibility: Eligible Fast Track projects are those that that create new or expand primary employer businesses. Primary employers are defined as businesses that create a product or service that is principally sold outside of a region, thereby generating new money and profits in the region.They may include, but are not limited to the industries noted in section E. below.The following industries are specifically excluded from the program: Retail, Restaurant and Hospitality. C. Qualifying Application Types: Qualifying applications are development orders or permits, as defined in the Collier County Land Development Code Section 1.08.02, including but not limited to: rezone petitions, including those for planned unit developments and amendments thereof; construction plans and final subdivision plats and amendments thereof; site development plans and amendments thereof; and building permits, including their corresponding zoning, engineering, environmental,transportation, and fire code reviews. D. East Track Program requirements: In order to qualify for the Fast Track program,the applicant must: 1. Applicants must attend a qualification meeting held by the Greater Naples Chamber of Commerce and Office of Business and Economic Development to determine eligibility. Qualification meetings are scheduled prior to submittal of a development order or permit application to Collier County. Projects that demonstrate eligibly and meet the program requirements will be issued a Fast Track approval letter. 2. Applicant shall provide the Fast Track approval letter when requesting a pre-application meeting with the Growth Management Department and submit the approval letter during the submittal of the development order or permit application. 3. Be in good standing with the Collier County Tax Collector. 4. Provide financials including, but not limited to, profit and loss statement and balance sheet to the Greater Naples Chamber of Commerce and Office of Business and Economic Development. 5.
