EXECUTIVE SUMMARY
Recommendation to adopt a resolution approving the amendment of Resolution 2006-12,Collier
County's Fast Track permit review program,to expedite development orders or permits for
primary employers.
OBJECTIVE: To obtain approval for the amendment of Resolution 2006-12, to encourage the growth
of high value-added employment and the economic base by providing assistance to primary employers
by establishing procedures and a regulatory process for expediting the development review process for
qualified Fast Track projects.
CONSIDERATIONS: On January 24, 2006,Agenda Item 16.A.5,the Board of County Commissioners
(Board) approved Resolution 2006-12, which established procedures and a regulatory process for
expediting the development review process for qualified Fast Track projects. Since January 2006, the
Board has significantly improved the County's economic development program. Therefore, in order to
attract and retain expanding primary employer businesses in the County, the Fast Track program
requires updating.
The amendment is not intended to alter already established timelines or schedules, nor is it intended to
impact existing projects. The amendment authorizes the County Manager to use overtime and additional
resources, such as external consultants, to expedite the permitting process for primary employers
identified on Exhibit A.
FISCAL IMPACT: Updating the Fast Track Permit Review Program does not create any new fiscal
impact.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan, which states: "Collier County will support
programs that are designed to promote and encourage the recruitment of new industry, as well as the
expansion and retention of existing industries in order to diversify the County's economic base."
LEGAL CONSIDERATION: This item has been reviewed by the County Attorney, is approved as to
from and legality,and requires majority vote for approval. -JAK
RECOMMENDATION: Adopt a resolution approving the amendment of Resolution 2006-12, Collier
County's Fast Track permit review program, to expedite development orders or permits for primary
employees.
ADVISORY BOARD RECOMMENDATION: The Development Services Advisory Committee
(DSAC)unanimously recommended approval of the Fast Track Program.

Collier County's Fast Track Program: An expedited review program
to encourage and support economic development
A. Purpose and Scope of Program:
To create a Fast Track program to expedite review of development orders and permits in order to
support the growth of high value-added employment and the economic base by providing assistance to
primary employers in Collier County. Approved Fast Track projects receive priority review.The review
time will be at the discretion of the County Manager or designee.The Fast Track program is not
intended to otherwise modify or alter existing procedural standards for reviewing development orders
and permit applications.

Eligible Fast Track projects are those that that create new or expand primary employer businesses. o
Primary employers are defined as businesses that create a product or service that is principally sold Y
outside of a region,thereby generating new money and profits in the region.They may include, but are o
I not limited to the industries noted in section E. below.The following industries are specifically excluded ~

Qualifying applications are development orders or permits, as defined in the Collier County Land c
Development Code Section 1.08.02, including but not limited to: rezone petitions, including those for
planned unit developments and amendments thereof; construction plans and final subdivision plats and Q
1 amendments thereof; site development plans and amendments thereof;and building permits, including m
their corresponding zoning,engineering,environmental, transportation,and fire code reviews. X

In order to qualify for the Fast Track program,the applicant must: f=
1. Applicants must attend a qualification meeting held by the Greater Naples Chamber of �i
Commerce and Office of Business and Economic Development to determine eligibility.
Qualification meetings are scheduled prior to submittal of a development order or permit a)
application to Collier County. Projects that demonstrate eligibly and meet the program

i requirements will be issued a Fast Track approval letter. a
I 2. Applicant shall provide the Fast Track approval letter when requesting a pre-application meeting
1 with the Growth Management Department and submit the approval letter during the submittal
of the development order or permit application.

1 3. Be in good standing with the Collier County Tax Collector.

4. Provide financials including, but not limited to, profit and loss statement and balance sheet to
the Greater Naples Chamber of Commerce and Office of Business and Economic Development.
S. Applicants must follow the process and procedures established by the Growth Management
Department when submitting a development order or permit application.
