EXECUTIVE SUMMARY
Recommendation to award Work Order No. 14-6213-77,to Haskins Inc., for the Eagle Creek Weir
Refurbishment in the amount of$223,806,Project No. 60124.
OBJECTIVE: To commence with the refurbishment construction of the Eagle Creek Weir by awarding
Work Order No. 14-6213-77,to Haskins,Inc.,who provided the lowest,responsive and qualified quote.
CONSIDERATIONS: This is the first of three weir improvement projects for which the Stormwater
Management staff completed an overall assessment of in 2014, and subsequently had design plans
completed. Many of the weirs within Collier County are old, are currently undersized because of designs
based on conditions of 20 to 30 years ago, and have damaged and/or worn out parts. The Eagle Creek
Weir has had nearly inoperable water control gates for many years.
The Request for Quotes were emailed out on August 30, 2016, to all six (6) contractors on The
Underground Utility Annual Contract # 14-6213. The following three quotes were received by the
September 13,2016,due date:

3 D.N. Higgins Inc. $242,935.00
The other three contractors on Annual Contract#14-6213 did not respond for various reasons. Staff and
the Engineering Consultant tabulated and reviewed the quotes. Quality Enterprise, Inc. (QE), was
initially the apparent low quote provider. However, QE subsequently withdrew their quote and cited an
error in their cost estimating.As such,QE was deemed non-responsive.
The next lowest responsive quote was the one submitted by Haskins, Inc. Staff and our Engineer of
Record(EOR) have reviewed their quote as well and found it to be responsive and the lowest quote after
QE withdrew. The quote distribution is reasonable compared to the engineer's opinion of probable cost
(OPC);the OPC is between the initial low quote and the second lowest.
Haskins' quote is approximately 21%higher than the Engineer's OPC which is $176,451.50. This is due
to the fact that contractors' pricing has increased because they are significantly busier with large projects.
Half of the contractors on Annual Contract# 14-6213 did not submit a quote on this project.
Staff and the EOR (see attached letter) recommend awarding the construction contract to Haskins, Inc.,
the lowest responsive and qualified quote provider.
FISCAL IMPACT: Funds in the amount of$ 223,806 are available in project number 60124 within the
Stormwater Capital Improvement Fund 325. Source of funds is transfers from the General Fund (001)
and Unincorporated Area General Fund(111).
With this particular work, there is no increase to the Road Maintenance Division work schedule. The
Eagle Creek Weir is an existing facility.
GROWTH MANAGEMENT IMPACT: The project is in accordance with the goals and objectives of
the Drainage Sub-element of the Growth Management Plan for Collier County Stormwater Management.

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -CMG
RECOMMENDATION: To award Work Order # 14-6213-77, to Haskins, Inc, in the amount of
$223,806 for the construction of the Eagle Creek Weir Refurbishment and authorize the Chairman to sign
the attached Work Order after final review by the County Attorney.

The bids were reviewed for both an understanding of the proposed scope of work as well as unit ccs,
pricing and total cost. In addition to comparing each bid against the other, the bids were evaluated
with respect to the probable cost estimate completed by Amec Foster Wheeler. Based on the above
referenced criteria, the bid submitted by Haskins Inc. not only demonstrated pricing more closely in
line with the probable cost estimate but more importantly contained no irregularities which would c
indicate a misunderstanding of the requested services. °'
