EXECUTIVE SUMMARY
Recommendation that the Board accept a status report on the Big Corkscrew Island Regional Park
project and authorizes staff to continue with design, permitting, and phased construction based on
the re-designed conceptual master plan.
OBJECTIVE: To provide the Board of County Commissioners an update on the current status of the
development of Big Corkscrew Island Regional Park that is consistent with the master plan approved by
the Board February 23, 2016(Item 11A).
CONSIDERATIONS: Big Corkscrew Island Regional Park is a 149-acre site located in the Golden Gate
Estates area and identified for development as a regional park in the Parks and Recreation Master Plan.
The park area is part of a large tract of land purchased by the Collier County Water Sewer District in
2004. Contiguous to this land is existing Golden Gate Estates residential properties to the north, the
Collier County Fairgrounds and the existing Waterways residential development to the west; Palmetto
Ridge High, Corkscrew Middle, and vacant Schools property to the south,and approved but undeveloped
private residential and commercial development to the east.
Stantec was contracted to create a master plan for the entire Northeast Government Facilities area that
would maximize the use of infrastructure such and stormwater and transportation resources for the benefit
of all forthcoming projects. Design of the park has been a predominant focus of that effort, as it will be
the next facility to come on line.This coordination has also recently included the inclusion of the roadway
system that will be used for the entrance of the Park from Oil Well Road.
In addition, staff has negotiated a contract approved by the Board on October 25, 2016 with RP Orange
Blossom Owner,LLC for fill that maybe needed for the construction of the Park(Item 16A27).
This has been a coordinated effort with other divisions within Collier County Government and
stakeholder input. Currently staff is negotiating with Q Grady Minor on a contract to develop construction
documents needed for the solicitation of a vendor to build the park. It is anticipated that this contract will
be submitted to the Board for approval at the December meeting.
The focus of these negotiations is on the northern section of the Park as the initial phase of the project.
The southern section of the Park will be addressed in subsequent phases to final build out. Currently
funding needed for the northern section of the Park is estimated at $31M and the second phase is
estimated to cost $32M. As the Park is redesigned according to the Board approved master plan,
considerations will be explored for alternate funding for both Phase 1 and 2.
Part of the scope being negotiated with Q Grady Minor includes public meetings to update those
interested on the progress of the Park.
FISCAL IMPACT: Funds in the amount of$13,973,301.39 are available in the Big Corkscrew Island
Regional Park Project (80039) within the Community and Regional Park Impact Fee Fund (346) for the
redesign,permitting and construction of the first phase of the park. Details regarding phasing will emerge
from the redesigned plans. Over the next several years, Parks will continue to budget impact fees
remaining after debt service is paid toward Big Corkscrew Island Regional Park and/or seek discussion of
incurring additional debt to fully fund either Phase 1 or both Phase 1 and 2.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
