EXECUTIVE SUMMARY
Recommendation to direct staff to provide the Board with information,options,and
recommendations to improve Wildfire mitigation in the rural residential areas of Collier County
such as Golden Gate Estates,the Corkscrew Community,and similar areas.
OBJECTIVE: To take affirmative action to reduce the severity of a catastrophic wildfire in the rural
residential interface in eastern Collier County. To facilitate inter-agency communication and cooperation
to maximize resources. To Provide Collier County support to the agencies responsible for Wildfire
mitigation: the Florida Forest Service and the Collier County Independent Fire Districts.
CONSIDERATIONS: It should be recognized that wildfires are the most imminent, spontaneous, and
dangerous hazard for Collier County citizens living in our woodlands interface communities. Windblown
fire,as we frequently witness in the western United States,frequently occurs locally,and is an annual dry-
season threat to the health, safety, and welfare to our citizens and property, especially in eastern Collier
County.
A major wildfire in our woodlands communities has the potential of being more devastating than a
hurricane.
In years past, efforts were made in the Golden Gate Estates area to develop a Community Wildfire
Protection Plan incorporating a multi-agency working group that included the independent Fire Districts,
Florida Forest Service, South Florida Water Management District/Big Cypress Basin, and some of the
eastern Collier Civic Associations. That effort also included conversations with Collier County Public
Utilities and the City of Naples Water Dept.
Through the committee's collective efforts,they identified opportunities to provide new emergency water
sources and resources, develop a plan for a network of strategic wildfire breaks, develop a plan for
maintaining existing fire breaks, identified conflicts between LDC restrictions and practical BMP
protection measures and contrary to best practices of the Firewise Communities Program, Fire Adapted
Communities, and defensible space recommendations.
This coordinated effort was sidetracked in 2009 due to leadership and personnel changes, the economic
downturn, fiscal budget limitations, and the focus on merger efforts between the Fire Districts. Recently,
this effort has been re-initiated.
Due to ever present threat of Wildfires in Collier County, and their potentially extreme impact to the
health, safety, and welfare of citizens, it is appropriate for staff to provide updated information, options,
and recommendations to the Board on options to engage Collier County in assisting the Florida Forest
Service and the Fire Districts in order to maximize mitigation for wildfires both in prevention and
response.
Issues and options for the Board to consider to include but not be limited to:
a.) Evaluation of a possible local MSTU specific to Hazard Mitigation to provide a dedicated funding
source (for infrastructure,firebreaks,other).
b.) Improved and expanded infrastructure for emergency sources of water.
c.)Emergency access sites.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue,and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Possible LDC changes to be considered in conjunction with
ongoing Growth Management Plan review and updates in eastern Collier County.
