Chairman Lewis called the meeting to order at 3:00 PM.
A quorum was established; four voting members were present.
II. Attendance

Chairman Lewis moved to approve the Agenda. Second by Mr. Weber. Carried unanimously 4- 0.
IV. Approval of Minutes—September 8,2016
Chairman Lewis moved to approve the minutes of the September 8, 2016 meeting subject to the
following change:
Page 3, VII. Old Business - Paragraph I from "...Ms. Schoenfelder reported the Berkshire Lakes
Master Association's will remove and store the Devonshire Boulevard flag pole.) ... to "...Ms.
Schoenfelder reported the Berkshire Lakes Master Association is discussing removal and storage of
the Devonshire Boulevard flag pole)."
Second by Ms. Schoenfelder. Carried unanimously 4- 0.
V. Project Manager Report—Harry Sells
A. Budget Report
Mr. Sells presented the "Radio Road MSTU Fund 158, October 10, 2016"budget for information
purposes noting:
• Property taxes collected to date total $299,573 with a remaining fund balance of$11,027.
• Of the $158,700 FY16 Operating Expense budget, $20,369 is committed and$135,696 in
invoices has been paid leaving $2,636 left for the fiscal year.
• Estimated cash of$797,304 includes $20,369 of committed, unspent, funds.
• FY17 budget reflects the adjusted millage rate from .3 to .1.
• The budget income projected for FY17 is $114,560 versus $310,363 FY16.
• Operating expenses allocated for FY17 are similar to those in FY16.
• Financial deficiency in operating expenses will be allocated to Improvements General.
• Purchase orders for FY17 will be reflected in the new budget presented at the November
meeting.

Recommendation for an additional reduction in millage rate will be considered by the Committee
during the January 2017 meeting. Staff will submit millage rate recommendations for FY18 to
the budget committee in February/March 2017.
B. Status of Irrigation System
Mr. Sells reported the irrigation system is performing well at this time. A flow meter which is not
recording the accurate amount of water to the controller will be fixed.
C. Landscape Architect's Report
Mr. Sells distributed the Scott Windham Studios, Inc. monthly maintenance reports for Radio
Road and Devonshire Boulevard dated September 5 and October 3, 2016 to the Committee.
Mr. Windham toured Radio Road from Airport Pulling Road to Santa Barbara Boulevard with
Dave Morgan, Director of Maintenance, after the September meeting of the Radio Road MSTU
Advisory Committee meeting. Mr. Morgan's comments and plan of action are highlighted in
"red." The October report noted the following:
Devonshire Blvd.
• Medians #3 and#4—Edge Asian Jasmine.
• Mr. Kindelan, CLM, noted Asian Jasmine has been edged.
• Medians#2 and#4—Trim dead tips from Juniper.
Mr. Kindelan, CLM, noted work in progress.
• Median#4—Repair damage from auto accident; replace one Montgomery Palm and fill in
Gold Mound Duranta(east tip).
Mr. Kindelan reported CLM will install the Palm tree on delivery and the Gold Mound
Duranta has been replaced.
• East ROW—A 30—40 foot bare patch of Asian Jasmine at the Belville Boulevard
intersection should be replaced.
The Committee discussed this item during the Landscape Maintenance Report.
• Trim seed pods from Montgomery Palms.
Mr. Kindelan, CLM, stated pods will be trimmed week of October 15, 2016.
VI. Landscape Maintenance Report—Robert Kindelan Commercial Land Maintenance
Mr. Kindelan reported on the status of landscape maintenance noting:
• Sod on the West side of Devonshire Boulevard from the sidewalk to the curb (Santa
Barbara Blvd. to Radio Road) and the East side of Devonshire Blvd. from Santa Barbara
Blvd. to the first driveway(left) into the Berkshire Commons shopping is doing well.
• Palm trees have been trimmed.
• Firebush has been trimmed.
• No evidence of pest infestation.
During Committee discussion the following was noted:
• The feasibility of replacing Asian Jasmine on the East Right of Way on Devonshire
Boulevard with an alternative plant species or sod.
• It is the responsibility of the REG8 Berkshire Commons, LLC. to keep the grass off the
sidewalk and trim the hedge on the Publix side of the property.

Mr. Kindelan, CLM, will provide a quantity and cost proposal for replacement of Asian Jasmine
for the November meeting.
Mr. Sells will remind the owners of shopping center, REG8 Berkshire Commons,LLC, of their
responsibility to trim the hedge and grass.
VII. Old Business
Mr. Sells received a quote from Commercial Land Maintenance (CLM)to refurbish the south bound
lane of Devonshire Boulevard,north of Radio Road, due to damage caused by Coastal Concrete
Products utilizing the space as a staging area for fence repairs. CLM will bill Coastal Concrete
Products directly for the repairs.

RE: Radio Road and Devonshire Monthly Maintenance Report
MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following observations, action items:
• Median 6 — Lantana - Trim and clean out the dead wood, remove two dead
plants at Radio Rd tip.
• Median 6—Several Duranta look dry on east side of north tip.
• Median 6— FUTURE Recommendation — Remove Juniper and replace with Ilex
Shillings.
• EAST ROW—There is a 40 ft bare patch of Asian Jasmine at the Belville
intersection that needs to be filled in with new Asian Jasmine.
• NORTH ROW—Just east of Belville, there is an 8 ft bare patch in Asian Jasmine
that needs to be filled in.
RADIO ROAD:
The medians have recovered well and are looking much better with the following
observations, action items:
• GENERAL: Sabal Palms are ready to be trimmed. County waiting until new
contract is awarded.
• GENERAL: Remaining Juniper in most all medians looks much better and need
to be filled in with a few new Parson's Juniper where the majority of the bed is
healthy and full.
• GENERAL: Trim seed pods from Montgomery Palms. They are also yellowing
and need to be fertilized (medians 1, 6, 10, and 11)
• Median 1: Fill in 16-20 Little Red Euphorbias per side of median.

• Median 1: Remove one Silhouette and replace with Ms. Alice to match rest of
median. (West tip)
• Medians 3, 6, 10, 16: Very few of the defoliated Ilex Shillings which had been cut
back are responding and flushing out new growth. As a result, we recommend
that the dead plants be removed and replaced.
• Median 5, 6, 7, 11, 18, 19, 21, 29: Dianella are weak and missing several. (Still
need to fill in with 3 gallon plants). OR, we recommend phasing Dianella out and
replacing them with Perennial Peanut. Currently being monitored.
• Median 5 — Fill in Little Red Euphorbia. Currently being monitored.
• Median 6, 8— Remove Dinni and replace with Peanut. County considering for
future replacement.
• Median 10 — Replace 4-6 Ms. Alice Bougainvillea and one Montgomery from
accident. (east tip). County will replace at next accident replacement round.
• Median 11: (East end) The Ms. Alice and Silhouettes look better but still have
pockets which remain the weakest of the medians and need to trimmed back and
fertilized to push foliage. Currently being monitored and will fertilize.
• Medians 13, 14— Foxtails are looking better, but three (3) are still yellow and
struggling with stunted buds. (2 in median 14 and 1 in median 13) Continue to
treat with sulfur to improve PH to allow to take up nutrients. Continue to monitor
closely. Currently being monitored and will fertilize.
• Median 13 — Big Rose need to be cleaned up on east tip. Remove crushed
plants and leggy stems on portions of a percentage of the plant mass.
• Median 19: Foxtails chlorotic. Continue to monitor now that they have been
fertilized. Currently being monitored.
• Median 23 — Fill in African Iris (3 gallon). Will add to future replacement list
• Median 23 — Newly planted Royal Palm is stressed. Monitor closely.
• Medians 26, 27 Fill in healthy Juniper beds with Juniper. Will add to future
replacement list.
• Medians 25, 26, 27, 28—Sod is very dry. Investigate irrigation for issues.
• Medians 28, 29 at Devonshire: Dianella plant groupings are very weak and need
to be cleaned up and filled in with new plants. Silhouettes look better, but one (1)
bed of Silhouettes still need to be replaced on the south side of the east end of
median. Will add to future replacement list.
• Median 28 —The Xanadu is very old and leggy. FUTURE - Recommend
replacing with Muhly Grass.
• Median 29: Replace one dead Sabal Palm. Will add to future replacement list.
The following replacements were noted and should be put in the rotation if and when
directed and authorized by Dave Morgan:
• In general, keep working towards replacement of all Dinnis with Perennial Peanut
moving forward. We also recommend Perennial Peanut as an alternative to
Dianella since it has not performed well.
