I. Call to Order
Ms. Chapin called the meeting to order at 10:00 am. Roll call was taken and a quorum of four
was established.
II. Attendance

HI.Approval of Agenda
Ms. Amodeo moved to approve the Agenda with Landscape Architect's Report and Landscape
Maintenance moved up to be ahead of Project Manager'Report. Second by Ms. Bundy.
Carried 4-0.
Dale Johnson arrived at 10:07 AM. Quorum of five was established.
IV. Approval of Minutes: May 11, 2016
Mr. Fernandez moved to approve the minutes of the July 13, 2016 Radio Road East MSTU
Advisory Committee meeting as presented. Second by Ms.Amodeo. Carried 5-0.
Harry Sells, Project manager arrived at 10:15.
V. Membership Renewal Recommendation Sue Chapin and Holly Amodeo.
Mr. Johnson moved to recommend to the Board of County Commissioners that Sue Chapin and
Holly Amodeo be retained as Advisory Board Member for another term. Seconded by Mr.
Fernandez. Carried 5-0
VI. Project Manager Report, Harry Sells
A. Status of Landscaping MSTD as it affects Radio Road East.
During the last BCC meeting a motion was passed to approve county wide taxes to provide
funds to allow landscaping of an additional 50 miles of roadway medians. To prevent double
taxation,the loan for Radio Road East would be paid off,taxes for the Radio Road East MSTU
would be reduced to zero, and responsibility for maintenance would be transferred to Growth
Management. A budget deriving funds from this new MSTU was established to allow the
continuation of the RRE MSTU for one year.
B. Budget Report September 14,2016
Mr. Sells distributed and reviewed the Radio Road East MSTU budget report for Fund 166, dated
Sept 14, 2016 noting:
• Remaining in available operating expense $2,816. Funds will be sufficient to finish
the fiscal year.
• FY 17 Budget was distributed. There was zero revenue from ad valorem taxes and
$124,300 transferred from Fund 111, the new county wide landscaping MSTU. There was also
no deduction for reimbursement for staff Support which was $14,500 in FY 16 which brings
the total funds available to almost the same as FY 16.
Ms. Chapin moved to have county staff continue to write the minutes for the committee
meetings and save the proposed expenditure for Juristaff Seconded by Ms Bundy. Carried
5-0.
C. Status of the landscape Project. The refurbishment of the landscape is complete with the
completion of mulch on the remainder of the medians. 26 dead plants will be replaced by
Amado in the next two weeks.
VII. Landscape Architect's Report—Urban Green Studio,Dayna Fendrick
Ms. Fendrick distributed the "Landscape Architect's Field Report 2016— 7" for field visit on
8/31/2016:
• Viburnum needs a fungicide applied.
• Some Croton Scale was present and needs to be treated again.
• Royal Palms have been systematically treated twice. The dead royal palm and Buccaneer
Palms on Median 31 need to be removed.
• Fire ants are still evident.
• The condition of the Purple Queen is variable, with some doing extremely well and others
barely surviving.
• Palm fertilizer 0-0-22 needs to be applied.
• Urban Green Studio has been directed by the Project Manager to provide an inventory of
missing plants on each median with all work performed after 10/1/2016 due to shortage of
funds in FY 16.
VIII. Landscape Maintenance Report—Commercial Landscape Maintenance-Robert Kindelan
Mr. Kindelan updated the Committee on landscape maintenance noting:
• A Hybrid XC Controller has failed and needs to be replaced. Mr. Kindelan was directed to
replace it after October 1.
