North Collier Regional Park, Exhibition Hall, 15000 Livingston Road,

Chairman Olesky called the meeting to order at 2:02 P.M. A quorum was
established. Five (5) voting members were present.

Barry Williams announced Kandy Thompson as tle June, 2015 "Employee
ofthe Month." She was recognized for going above and beyond her
responsibilities and presented the "Employee(s) of the Month" award'
B. CIam Pass Electrical RePairs
Staff provided an Executive Swnmary recommendation to rtt'rtard a work
ordei to AECOM Technical Semices, Inc. using the Annual Contract for
Professional Services for Engineers and Architects Contract #13-6164 for the
Ctim Pass Concession Electrical Setvice upgrade and make a finding the
expenditure promotes towism. Also provided - Work Order/Purchase Order

This item was voted on at the May 20, 2015 meeting. It passed and made a
finding the expenditure promotes tourism; 5-0
Old Business
A. Dogs on the Beach
Staff provided an Executive Summary to Recommend to the Parks and
Recreation Advisory Bomd on the request for consideration of allowing dags
on Collier County Beaches. Sevetal emails regarding "Dogs on the Beach"
were distributed for the Boards review. The Conservancy of Soutlwest
Florida provided Environmental Concerns and Recommendctions for Dog
B e ache s. (See attached)
He noted numerous stakeholders who use the public beaches. Which include
at minimum; Home Owner Associalion's who have property on the beach,
Hoteliers who both have property, but cor.rnt on tle beach for their tourism
revenues, Tourist Development Council, Coastal Advisory Council, Parks
and Recreation Advisory Board, City of Napies, City of Marco Island, \
Friends of Barefoot Beach, Friends of Tigertail Beach, Marco Island Beach
Committee and the Conservancy of Southwest Florida.
Barry Williams reported the Advisory Board has three options:, Not recommend dogs on Collier Cormty Beaches.' r Recommend to the Board to establish a pilot program ttrat allows
dogs on the beaches to determine implications of permanently
allowing dogs on desipated beaches.. Recornmend to the Board of County Commissioners to amend the
Ordinance and allow dogs on the beaches. Ordinance 89-1 1
currently prohibits dogs with or without a leash on Coilier County
beaches.
He said the PARAB could create their own option.

Barry Williams will take the Advisory Boards recommendation to BCC
meeting in September.
BIue Zone Project
Staffprovided an email from Jeanine McPherson dated June 6, 2015 to Barry
Williams regarding Blue Zone. (See atlached)
Jeanine McPherson Ilogle shared informafion on The Blue Zone Project
@Q, a community-wide approach to making healthy choices.
More information on the BZ Project will be provided upon receipt. It
is still unclear exactly what will be requfued ofus. She said we should
participate in BZ as many of the BZ activities may be centered around parks.
Aligning ourselves with BZ will not require any firndamental changes to our
prcgmms. She has been attending BZ meetings on PAR behalf-
Pelican Bay Update
Jeanine McPherson reported Risk Management inspected the Pelican Bay
tennis courts. Risk Management did not find the tennis couts to be unsafe.
Barry Willians indicated the fencing was fixed' The County is looking into
equipment to help the Concessionaire do a better job with irrigation.
Mr. Smith suggested amending the concessionaire contract to take over

Farry Williams responded he did not know if the contract could be
amended and did not know if it should be amended.
Staff witl go an inspect the tennis courts, redo clay fust on one court i:r the
fall to see if it is an irigation problem.
Clam Pass Repairs
Staff provided an Executive Summary for ^Re commendation to adopt scope of
work associatedwith improwments at Clam Pass Parh authorize the
Facilities Marngement Division to solicit bids for maintenance projects
needed at this beach parkfacility. Repurpose funds originally budgetedfor
the Clam Pass Southern Boardwalk expansion, and make a finding that the
proj ect expenditure promotes tourism.
The scope of work outlined:
' Resurface and reline the parking lot and include water qua.iity and
drainage improvements. Reconstruct the wail between Seagate and Clam Pass Park that is in
disrepair. Provide "mobi mat" to ensure A-DA accessibility at the Clam Pass
kayak launch area
' Upgpde the entrance toll booth with the addition of space for the sea
turtle monitorilg staff equipment.. Improve the area ofthe deteriorated boardwalk and markers located on
the existing patls and remove any derelict materials from the old
pathway
' Screen undemeath of concession are with malerials to hide unsightly
storage areas.

Staff recommended PARAB approve the scope of work identified and
recommend to the Tourist Development Council and Board of County
Commissioners tlat Staff move forward with soliciting bids for
improvements.

Mr. Smith suggested installmg steps going down to mangroves along
boardwalk for cleanup purposes, iffeasible and to look at the possibility of
storing ATV under the concession stand and securing it. iffeasible.
Mr. Smith asked if Mr. Fuchs would consider amending his motion to
include his suggestions.
Mr. Fuchs amenileil his motion to add Staff to consiiler looking into the
feasibilig of aililing stqts going ilown to mangroves along the boardwalkfor
cleanup purposes anil to look at the possibilily of storing the AW and
secure it underneath the concession stand Seconil by Ms. Bills. Motion

Mr, Smith reported on Freedom Park aad Crreenway on observations noted on June
11,2015. He briefly reviewed the'Adopt a Pmk Survey" completed forms. (See
attached)

' Repair areas where sod has died.. Add additional benches or redo fountain area.
Visitors liked the landscape, walking in the park and the gator in the lake'

' Trash cans by benches and the pavilion.
' Educational signage and plant identification.
' Pave or gravel the grassy parking areas on Golden Gate side'

' New kayak launch.
visitors liked the lighs for night walks, open and accessible, bike traiis and paths,
dogs are allowed.

lease agreement with Mr. Rakow.. Freedom Park Memorial firnding is available.
