(See attached) NCH promotes The Blue Zone Project. Barry Williams wanted to make the Committee aware of tlis wellness and fitress program. C. 46 July Request for Alcohol Staffpiovided a Co llier County Parks ond Recreation Advisory Bomd Requist for Presentdtion to be Placed and Agenda for Tony Newton asking pemnission to sell beer at Sugden Park on the 4d of JuIy. (See attached) i request was made to set up a beer tent with security ftom 3 P'M' to 9 P'M' A beer gmden will be setup separately. They have been doing this event il the past. Dogs on the Beach Stahprovided correspondence from Diane Haage, a spokesperson' (See attached) Barry filiams noted the law prohibils dogs on beaches in Collier County' The lioard of Cormty Commissioners would have to change this law' Keweydin Island, pulled the Ordina''ce offKeweydin Island because of a coofli"t"a witn th" state law, does allow dogs on a leas\ on the beach' Another issue expressed was the imer action wiltr dogs on the beach with shore birds and turtles. Al option might be, to allow dogs on the beach, on the southem end of Barefoot Beach. The beach is owned by the State Diane Eaage reported having a petition signed by 774 people over a twenty day period asking for the following: . A small area of isolated beach to be desipated as an area where dog owners can take their dogs to exercise in the summer montls' o 1 day during the week as a trial period. Dog ornners will be responsible for controlling their pet(s) at all times. Owners will be responsible for dogs usilg voice comma:rd and the owners would police themselves. Questions were posed regarding policing themselves. Several public speakers were given a chance to speak' Many spoke about policing themselves, exercising dogs during the humid months on and offthe leash, economic business decision, dogs with health issues and dogs haviflg richts. Staff will do research and make recomm endations in June. Mr. Smith suggested Delnor Wiggins Park be included in options' Staffwili check on that possibility. May20,2015 Old Business A. East Naples Dog Park Proposed site plan diagrams (9) for East Naples Dog Park at Santa Barbara Boulevard and Whitaker Road were provided. (See attached) Barry Williams gave an update on the future dog park Matthew Kraugh, Architect (N{IIK) designed ttre East Naples Dog Park. A meeting has been scheduled with Gro*th Management Division to find out if the desip is permutable and if it can be built. He noted "there is still a question of funds," The design will be brought before the BCC for approval. He will bring BCC recommendation back in June. Discussion was made on restrooms. There are discussions on building one later' The petitioners for the dog park did not need ttrem. Adopt a Park Reports Mr. BiIIs reported on Cindy Mysel Park a:rd Balview Park' Cindy Mysel Park looked lovely, She could not find anything to improve' Bayview Park parking lot is too small. She asked why there was a playground and mentioned never seeing a cbild in the playground. Committee Members remember the last time they tried to remove that playground; the Community was not happy' It was not removed' She suggested park beriches be renovated. Director EigFights Barry Williams reported: . Still have not received the CAPRA Accreditation Lettel. r Budget meeting with County Ma:rager and going to the BCC in Jme. o Eaglo Lakes Pool and Big Corkscrew Island Regional Park - Public meetings over the summu to see what they want in the park. . Clam Pass - June 4th meethg at St. Jobr:s Church focusing on maintenance aad slsening up track system. Staffwill bring back the scope of work to the Advisory Board prior to going out to bid. Information Items Staffprovided an email communication regarding concems on the condition of Pelican Bay' tennis courts. (See attached) Several public speakers spoke regarding safety conditions at the Pelican Bay' tennis courts. Barry Williams noted the clay courts have been neglected in terms of maintenance due to the recession and trying to catch up. The facility was out source several years ago. PAR met today on maintenaace, they are working on fencing; replacing and repairing. Clay courts irrigation system is under courts. He explained how the system works on the clay courts. The irrigation system will costs could be as much as $500,000. They plan to tale a couple of cowts down this fall to try to help with the calcification. lf tlat doesn't work, then FY17 would be the first they could redo courts and it would take approximately $400,000 - $500,000. x. 4 MaY 20,2015 A public speaker stated the courts are unsafe. If iennis courts are unsafe; Rick Management will inspect tennis courts and deem whether they are safe or not. If they are unsafe, the courts need to be closed. Yice Chair Brougham expressed being tired of neglect over County's Budget Policy not allowing enough in the budget to cover sufficient firnds to maintain park facilities. bu"ry Williams explained prioritizing projects and pulling out of a recession. We are seeirg increases in the budget. Vice Chair Brougham suggested pictures be taken of the condition of the courts and bring before the BBC and fill out a speaker slip.
