CALL To ORDER Chairman Hruby called the meeting to order at 8:15 am' Mr' Ilruby read the procedures to be observed during the meeting' 2. RoLL CALL - CoMMrrrEE MEMBERS AND STAFF With five members in attendance a quonrm was not established. 3. Appnovll oF AGENDA A. Approval of today's agenda. Litha Berger moved to approve the agenda' John Cowan seconded. There was a vote of 5-0 to approve. B. Approval of Minutes from April 25,2016. Since there was no quorum' this item was moved to the next meeting. 4. INFORMATIONAL ITEMS A. Denise Murphy was to report on Habitat information, but was not in attendance. Kim suggested that we move her presentation to the next meeting and the group agreed. B. Kim explained that the article attached was written by someone in the affordable housing business. It told how hard it is to bring affordable housing into fruition. Carlos and Litha told Kim they thought the articles were valuable and should be included in future information packets. Kim said she will continue to give articles to the group that she thought were pertinent. 5. PUBLIC COMMENT A. Michael Puhalla told the group about the l{eusing Education Lending Program. He said that Hillsborough County is pooling down-payment assistance by bond issue in an onJine, centralized location to make it more efficient. He also told the group about a Home Buyer Expo being held on June 18ft from 9 until noon and invited the group to attend. 6. DrscussroN ITEMS AND PRESENTATIoNS A. Taylor Mclaughlin reviewed the 2016 HUD AMI information that was included in the packet. The group thought the Affordable Housing Trust Fund should be instituted to assist families in the 80-120% range. Carlos asked Taylor to send him information about how much house someone in the 80% range could buy. B. Steve Hruby gave a presentation to the group regarding For Profit Affordable Housing ..Deal" Structures and Financing Approaches. He has been in the business for over 20 years and wanted to share how a housing developer would come into the county for rental housing. He reviewed a list of common financing mechanisms such as Low Income Housing Tax Credits (LIHTC), Project Based Section 8 (PBA), Section 208 Loans' Housing and Mortgage Finance Agency Bond Financing, Land Grants, CDBG and HOME Funds. Federal Home Loan Bank, Payment in Lieu ofTaxes (PILOT), Local Matching Funds and Tax Increment Financing (TIF). He said one of the major financing instruments was the LIHTC because it is regulated by the IRS progmm and gives tax credits. Each year a percentage is assigrred depending on population. He added that only an experienced developer would be able to do this because ofthe tax complexities. Most developers would not qualifu. Land grants are also very big for the developer to receive a long-term land lease or be given the land for free. The group agreed that his presentation 2 was a very informative and gave them a good education on what it would take to build properties. C. Kim reviewed the Community Wide Housing Plan Charter Draft review with the group. The BCC will be asked to give direction to move forward to hire an affordable housing parbrer, develop a housing plan, form a community stake holder group and provide govemment sponsored solutions to our housing problem. The stake holder group will included members from all sectors ofthe county, both govemment and business. She also discussed hiring a consultant to develop a program for affordable housing in Collier County using money from the Marco Island Trust Fund. We need to frnd the right consultant to make decisions that are right for us, not to take some other program and rename it. The timeline is to select the selection committee by the end of May or the beginning ofJune, put out an RIP in early summeq have prospective consulting firms give presentations at public meetings, then the selection committee would make a recommendation to the BCC and the BCC would decide by September 2016. We should expect publication of the final plan in about a year. Kim told the group that she has preliminary approval, pending BCC approval to hire an additional person to work just on the affordable housing. We need to have the right staff and expertise to carry out this project. 7. CoMMENTS - STAFF/CoMMITTEE MEMBER 8. ADJoURN There being no further business for the good ofthe County, the meeting was adjoumed at 9:58 a.m. by a vote of 6-0. (Christina Apostolidis arrived late for the meeting.)
