Call to Order Chairman Branco called the meeting to order at 2:02 PM. A quorum was established. II. Attendance Members: Chairman Tony Branco, Robert Slebodnik, Kathleen Dammert, Linda Jorgensen, Thomas Connolly County: Dan Schumacher- Project Manager; Harry Sells - Project Manager Others: Mike McGee - Landscape Architect; Robert Kindelan- CLM; Wendy Warren-Juristaff III. Approval of Agenda Ms. Dammert moved to approve the Agenda subject to the following changes: Addition: Item VI.G—Project Managers Report:Accident on Rattlesnake Hammock Road Deletion: Item XI.B (2) —Project Proposals for FY-17 Year: Study and Traffic Calming Methods Second by Ms. Jorgensen. Carried unanimously 5- 0. IV. Approval of Minutes—August 18, 2016 Mr. Connolly moved to approve the minutes of the August 18, 2016 meeting subject to the following changes: Page 3, Item VI. Project Managers Report, Median 1 Replanting—Holiday Lights - from"...Second by Mr. Dammert)..., " to ... Second by Ms. Dammert ...). " Page 4, Item XI.5 —Motion- from"... Chairman's Report—Tony Branco Chairman Branco reported: • A tour of the community revealed maintenance issues including fallen palm fronds and sight line interference due to overgrown plants. • Chairman Branco queried regarding MSTU Staff coordination with Commercial Land Maintenance (CLM) on weekly maintenance service by the landscape contractor. Mr. Schumacher confirmed regular meetings are held with CLM and notes outlining the discussion and a course of action are noted. Mr. Schumacher will email Chairman Branco to identify landscape or service issues not addressed. 1 VI. Project Managers Report—Harry Sells A. Budget Report Mr. Sells reported Mr. Schumacher is now responsible for Lely Golf Estates Beautification MSTU. Mr. Schumacher summarized the "Lely MSTU Fund Budget 152 dated September 18, 2016" for information purposes and provided an overview of the budget noting: • $205,903 of the $214,000 FY16 Ad Valorem tax revenue has been collected. • Operating expense funds remaining available of$2,862.53 are sufficient to cover FY16 expenses. • Current carry forward funds total $195,000 ($100K line 40- catastrophe reserve plus $95K line 32 - improvements general). • Estimated cash available of$234,648.77 includes an available balance of$198,466.19 plus $36,182.58 in expenses committed but not spent. • The FY 2017 budget is effective October 1, 2016. • Purchase orders will be re-issued and reflected in the FY17 budget presented at the October meeting. B. Lighting Inspection Report Mr. Schumacher presented the "Lely MSTU Lighting Inspections" which outlines activity through September 14, 2016. • Five light bulbs are not functioning based on the current report submitted by CLM. • A purchase order for to replace the bulb outages will be prepared. Chairman Branco requested he be added to the Lighting Report email distribution list. C. Status of Irrigation Mr. Sells updated the Committee on the irrigation systems as follows: • Collier County converted to a new centralized software program. He will have access to the server in the near future at which time he will schedule operation of the irrigation system to function properly. • Valley Stream Drive recorded high water usage. Mr. Kindelan, CLM, reprogramed the system to correct the problem. D. Warren Street Backflow Preventer Protection Mr. Sells reported the installation is 98%complete noting Mr. Kindelan, CLM,will address the potable water issue. E. Flag Pole Halyards &Flags Chairman Branco reported the flag pole halyard is operating effectively and he has been receiving Mr. Sells notifications to lower the flag to Half Staff. F. Median 1 Replanting 1. Selections to be made & availability to be determined Mr. Kindelan, CLM, reported seasonal plant material from American Farms is available. 2 The Committee requested Mr. McGee create landscape design alternatives for Median 1 for consideration at the October 2016 meeting. The plans will be emailed to the Committee for review prior to the meeting. 2. Quote to Follow Mr. Kindelan,CLM, will provide a cost proposal for the project at the October meeting noting planting can be scheduled for late October. G. Rattlesnake Hammock Road Auto Accident Mr. Schumacher reported an accident destroyed a six to eight foot section of hedge and fence on Rattlesnake Hammock Road. He took the following action: • Met with the Sheriff and filed a police report. The Sheriff advised a traffic report has not been filed and declined to contact the property owner regarding the damaged fence. • Mr. Schumacher received a call from the homeowner of record requesting the MSTU repair the fence. During Committee discussion the following noted: • The MSTU is responsible for hedge replacement. • The Doral Homeowners Association is responsible for replacement of the fence sections. Chairman Branco spoke with the President of the Homeowners Association who acknowledged the situation. The Committee requested a quote proposal from CLM for replanting of the hedge. Ms. Jorgensen will discuss the fence repair with the Doral HOA. VII. Landscape Architect Report—McGee & Associates Mr. McGee submitted the "Landscape Observation Report: -FY 15-16, 09/5/16 for information purposes which outlined various items to be addressed by Staff and the maintenance contractor. Pebble Beach Boulevard Repaint the median end curbing and numbers with yellow paint. Mr. Schumacher assumes the Road Maintenance Division is responsible for this repair. He will confirm his findings to the Committee. St. Andrews&US 41 (inbound) Recommend replacement of 9 Bougainvillea Silhouette plants. Replace 12 Bush Allamanda shrubs. CLM will provide a quote. US 41 to Suncoast Credit Union Driveway(outbound) Shrub plantings are in decline due to Suncoast Credit Union construction. Recommend replanting with Variegated Dwarf Arboricola. CLM will provide a proposal for replacement St. Andrews Median#3 Recommend replacing two Holly trees. East and west ends should be replanted, approximately 24 plants. CLM will provide a quote for both items. 3 St. Andrews Median#5 Recommend Washington Palm stump is ground down. Mr. Kindelan, CLM, noted stump grinding was not included in the quote for tree removal. Mr. Sells alerted the Committee that two valves are present at the base of the trunk and does not recommend grinding. Chairman Branco instructed CLM to reduce the stump to planting level. Juniper on north end should be replaced. CLM to provide quote. Pebble Beach Boulevard Median#18 Recommend soil sampling testing due to "yellowing"of Bougainvillea. Mr. Schumacher will research facilities for testing and ascertain procedure and affiliated costs. Replace south end Bougainvillea bed. CLM to provide quote. Pebble Beach Boulevard Medians #15 and#19 Recommend replacement of Bromeliad and Juniper plants with Perennial Peanut. CLM to provide proposal for sixty-five I gallon Perennial Peanut plants per median. Doral Circle Recommend pressure cleaning benches,pavers, bridge wall structures and curbing. Pressure cleaning is part of CLM's contract and will be done during the dry season prior to installation of seasonal plantings. This item will be included on the October Agenda. Recommend installation of white pedestrian crossing stripes on south side of crosswalk. Mr. Schumacher will submit a request to the Road Maintenance Department. Doral Circle Median#23 Recommend installation of four 1 gallon Lantana Montevidensis on north end of median. Replace six Ixora plants on the south end of median. CLM to provide proposal. VIII. Landscape Maintenance Report—Commercial Land Maintenance (5/13/17) Mr. Kindelan, Commercial Land Maintenance (CLM),updated the Committee on the landscape maintenance noting: • Proposals will be submitted for the October 2016 meeting on the items detailed in Mr. McGee's landscape report and listed above under category VII. • Valley Stream turf weeds are being pulled by hand. • A proposal for sod replacement on Valley Stream will be submitted. IX. Old Business A. Christmas Decorations -2016 1. Whited Holiday Quote Received, under$3000—(Attached) The quote for Christmas decorations is comparable to 2016. Garlands will adorn four lamp posts this year. 2. Pre November 11th. Installation Date Confirmed Mr. Schumacher noted the installation will be complete by November 11, 2016. 4 3. PO Request Submitted & Delayed to October, FY-17 a. The Collier County purchasing department has instructed Staff to delay the Purchase Order to October, as part of the FY17 budget. b. Whited Holiday has committed to providing an updated Insurance Certificate and quote. B. Pinehurst Entrance Sign Lighting 1. Light Kits ordered and delivered to Tony Chairman Branco reported he installed one spot light at the base of the solar panel at the entrance to the Pinehurst community. The Committee concurred the installation is effective and a second light fixture highlighting the second solar panel located across the street should be installed. 2. The two monuments visited during drive-through to confirm install plans The entry monuments were previewed in preparation for new design concepts. C. Refurbishment of Entry Monuments 1. McGee & Associates Investigating Requirements. Mr. McGee will compile information on design alternatives for the two monuments and present plans to the Committee at the October 2016 meeting. 2. Prospective Styles to be Considered The Committee emphasized additional fixture height to block the two bank buildings is desired. 3. Reports from the Field? Mr. Kindelan will provide a cost estimate for monument cleaning on both sides of St. Andrews with the understanding the Committee wants the work performed prior to installation of Christmas decorations. D. Unfinished Business 1. Insurance Pebble Beach Light Pole None XI. New Business A. Christmas Decorations -2016 1. Additional Electrical Outlet a. St. Andrews Entrance Median Mr. Schumacher distributed a photo identifying the location of the additional electrical outlet. b. Power Lighted Garlands on two (2) additional Lamp Poles Four lamp poles (versus two)will display garlands this year. c. Quote requested from Simmonds Electric Simmonds Electric provided a proposal quote of$857 to install the new electrical receptacle. The Committee requested Mr. Schumacher secure two additional quotes for installation of the electrical outlet. 5 B. Project Proposals for FY-17 Year 1. Traffic Calming Possible Traffic Ops Presentation - on ongoing St. Andrews The Committee queried if Staff could provide the contact information for a liaison at the FDOT (Florida Department of Transportation) and schedule a meeting to review traffic flow at St. Andrews and US41 and impact the new development will have. 2. Lighting Pebble Beach Circle, Pebble Beach Cart Crossing, Forest Hills Cart Crossing. Potential for Doral Circle. None XII. Member Comments None XIII.
