Call to Order The meeting was called to order at 4:30 P.M. by Ms. Spencer. Attendance was called and a quorum was established. II. Attendance: Patricia Spencer, Chairman; Herman Haeger, Vice Chairman; Ron Jefferson; Paula Rogan; (Vacancy) County: Dan Schumacher, Project Manager; Harry Sells, Project Manager Others: Michael McGee, McGee &Associates; Janet Acevedo, Hannula Landscaping; Dale Hannula, Hannula Landscaping; Wendy Warren,JuriSolutions Ms. Spencer introduced Golden Gate Advisory Committee guest Dusty Holmes. III. Approval of Agenda Ms. Spencer moved to approve the Agenda subject to the following changes: Add: Item VI. Landscape Architect's Report—Landscape Plan Tropicana Boulevard Second by Mr. Haeger. Carried unanimously 4-0. IV. Approval of Minutes: August 18,2016 Ms. Spencer moved to approve the minutes of the August 18, 2016 meeting as presented. Second by Ms. Rogan. Carried unanimously 4- 0. V. Landscape Maintenance Report—Hannula Landscaping and Irrigation Ms. Acevedo reported on landscape maintenance as follows: Tropicana Boulevard • Mulch placement is complete. • Fertilizer has been applied. The next scheduled application of fertilizer is October. • Trimming will be addressed as per Mr. Schumacher's request. 1 Sunshine Boulevard • An auto accident damaged ten to fifteen plants. A proposal will be submitted for replacement. • Planting proposals previously approved will be scheduled and installed as delivered. • Missing or damaged turf replacement program should be considered. Areas will be reviewed and a proposal for sod replacement will be submitted. • Routine maintenance will include trimming as needed. Mr. Sells noted the decorative lights will be repaired and Hart's Electric will replace ten to twelve bulbs. Coronado Parkway and Hunter Boulevard • Blueberry Flax Lilies will be pruned and cleaned week of September 24, 2016. • Mimosa beds will be mowed in preparation for herbicide treatment by Rainbow Pest Management. • Mulch and fertilization is complete. VI. Landscape Architect's Report—McGee and Associates A. Maintenance Reports Mr. McGee submitted the "Landscape Observation Report: -FY15-16, September 2016" for information purposes and the following items were discussed: Tropicana Boulevard • Median#4—Recommend replacement of ailing Orchid Tree with a Jacaranda Tree. • Due to decline in turf, a total turf or landscape planting renovation plan is recommended. Coronado Parkway and Hunter Boulevard • Auto accident damage on Median#1 damaged Alexander Palm Tree and Juniper. Replacement proposal requested. • All medians with Big Rose Crown of Thorn, Society Garlic and Flax Lily should be treated with root or foliage fungicides during the hot period and an annual snail treatment program should be implemented. Sunshine Boulevard • Committee has reviewed tree replacement recommendations and installation is scheduled. • Recommend landscape contractor mow the right of way area not being maintained by adjacent property owner. • Auto accident damaged ten to fifteen plants. Recommend removing the Bougainvillea and replanting median with Perennial Peanut. • Recommend a replacement program for declining turf be submitted. • Review schedule for October fertilization. Bullet points 1, 3 and 4 were addressed in Ms.Acevedo's report, Item V. Golden Gate Parkway Collier County Road & Bridge Division maintains this roadway and Mr. McGee has provided a copy of his report to them. Highlighted recommendations include: • Review the Oak tree for pruning and remove the Sabal Palm. • The Pittosporum shrubs on the east end of median#20 have died and should be removed. • Two dead Pine trees need to be removed. • Hand remove excess Torpedo grass weeds from Blueberry Flax Lily and Liriope beds. 2 • Recommend planting west entry community sign. • Advisory Committee installed memorial plaque and base should be cleaned, repainted and the pavers repaired to secure memorial. Collier Boulevard A& B Mr. McGee is unable to obtain water usage figures from the meters. Mr. Schumacher will contact Larry Humphries, Supervisor, Road Maintenance Landscape Operations, to discuss the issue. A County Road& Bridge Division refurbishment plan for 951 Parts A& B is pending. Mr. Schumacher requested Mr. McGee forward the landscape plan to Staff He and Ms. Spencer will contact Dave Morgan, Maintenance Manager, Road and Bridge Division, and Commissioner Henning, to review status of the replacement project. The project should be completed prior to the Flag pole ceremony. Landscape Plan Tropicana Boulevard Mr. McGee presented a rendering of the conceptual plan for Landscape Renovation Improvements on Tropicana Boulevard highlighting: • A plant labeling list combined with plant alternatives and visual photographs of the specimens are coded to the schematic plan. • Plants are drought tolerant and selected with consideration for the shady north side and the sunny south side of the Boulevard. • Soil analysis was conducted to determine plant compatibility with the PH level. Mr. McGee provided a cost evaluation, including site preparation, demolition,plant material and installation for Medians 2 and 4. Median #5 was estimated based upon the assumption it is 18% larger than Median #4. Total projected cost, including a 10%contingency fee, is $136,368.90 excluding adjustments for the irrigation system. During Committee discussion the following was noted: • Should sod be eliminated from the Boulevard? Original installation was 55k square feet. The item will be addressed during a future meeting. • Is dwarf Jasmine appropriate for planting? Mr. McGee and Ms.Acevedo noted proper soil preparation is essential for plant health. • Is the Jacaranda tree a good choice due to limited foliage/flowering season? Mr. McGee commented the trees perform well in this climate. Mr. McGee suggested the Committee members tour the area and present their comments at the October meeting. VII. Project Manager's Report A. Monthly Budget Report Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated September 20, 2016 noting: • Ad Valorem taxes of$23,012 of the $247,900 have been collected leaving a remaining balance of$8,888 to collect. • Of the $299,000 FY16 Operating Expense Budget, commitments total $112,079 and YTD expenditures total $178,084. 3 • Uncommitted Operating Expense funds available are $8,836.47. • Line 32, Improvements General,total $317,500. These reserve funds are available to finance special projects such as the proposed renovation of Tropicana Boulevard. • Total available balance less commitments is $329,014. B. Santa Barbara and Golden Gate Refurbishment Status Mr. Schumacher reported Mr. McGee has completed the landscape design for plantings and irrigation on the Southeast corner of Golden Gate Parkway and Santa Barbara Boulevard. • An agreement must be finalized between the MSTU and the Road and Bridge Division wherein the Road and Bridge Maintenance Department will maintain the landscaping and irrigation system and invoice the MSTU for reimbursement. • The Road and Bridge Division maintain arterial roadway medians only; not the edges. Mr. Schumacher and Mr. Sells have scheduled a meeting September 22, 2016 to review and confirm the agreement and will update the Committee at the October meeting. C. Irrigation Status Mr. Sells reported the new controller for the irrigation components on Sunshine Boulevard, Coronado Parkway and Hunter Boulevard has been installed at Tropicana Boulevard. He distributed a document titled"Single Controller Measured Usage History Report" for the Golden Gate MSTU - Tropicana Boulevard irrigation system and updated the Committee as follows: • The EvapoTranspiration(ET) 30 day report records water usage for Tropicana Boulevard. • Water usage can be reduced by 40%by adjusting the controllers. He noted the old controller is now grounded and complies with the National Electric Code for pump systems and will not run unless it is irrigating. The Motorola system on the north side of Golden Gate Parkway will be functional in the near future. D. Flag Pole Replacement Mr. Schumacher reported: 1. Pole & Light Installed Mr. Schumacher noted the new Flag Pole and spot lights have been installed on Golden Gate Parkway, Median#12. 2. Pavers a. BCC Approval—9/27 BCC Meeting Staff will present a proposal to the Board of County Commissioners for approval of the donation of pavers at the September 27, 2016 meeting. b. Installation Date,TBD Mr. Schumacher reported receipt of email communication from Robert Beatty, Boy Scout Troop 2001, proposing October 1st or 2nd as dates for paver installation. He noted the Sheriff's Department is providing a police car on site and twelve reflective vests for the Scouts. During Committee discussion the following was noted: • The General Contractor should be present to supervise paver installation. • Mr. Schumacher will request a diagram of the design. • Paver installation must conform to Collier County specifications. • Alternative base design definition for consideration is a ring of mulch if the paver installation does not materialize. 4 3. Flag Raising Date,TBD The Committee agreed the event for the Flag raising ceremony will coincide with the Golden Gate Advisory Committee's meeting date of November 15, 2016. The local media will be invited to attend the event. E. Tree Replacement 1. Coronado, Sunshine and Hunter(Hannula Order Status) Hannula Landscaping will install thirteen trees by October 1, 2016. 2. Alexander Palm destroyed in Hunter Boulevard Median #1 The Alexander Palm Tree replacement specifications will duplicate tree on Hunter Boulevard, Median#6. Hannula Landscaping will provide a proposal and add the tree to a previously scheduled delivery. 3. West Entry Sign ROW Planting Mr. Sells requested Hannula landscaping update their previous proposal of$21,131 for the West Entry Sign ROW for planting, boring, and sod and irrigation repairs. VIII. Old Business None IX. New Business Ms. Rogan requested replenishment of American flags for placement on the medians during special events. Ms.Acevedo will contact Liz Soriano to request additional flags and update the Committee at the October meeting. X. Public Comments None There being no further business to come before the Committee, the meeting was adjourned by the Chair at 6:15 P.M.
