16.B.1 10/25/2016 EXECUTIVE SUMMARY Recommendation to approve Change Order#4 to extend Contract 13-6012 with RWA Consultants, Inc., for an additional 552 days; increase the contract amount by $70,650.00; and authorize the Chairman to execute the Change Order to permit the completion of the Thomasson Drive/Hamilton Harbor Streetscape Design Project in order to promote safer vehicular and pedestrian traffic movement. OBJECTIVE: To complete the professional design services of the streetscape improvements design for the Thomasson Drive and Hamilton Avenue Streetscape Design Project. CONSIDERATIONS: Contract 13-6012, "Streetscape Improvements Design of Thomasson Drive and Hamilton Avenue", with RWA Consultants, Inc. was approved by the Board of County Commissioners on June 10, 2014. The scope of the original task was to identify right-of way along Thomasson Drive and design streetscape improvements from Bay Street to Orchard Way. The engineering firm identified an issue with right-of-way (ROW) along the northeast corner of Thomasson Drive and Bayshore Drive that appeared to encroach onto private property known as Cirrus Pointe. The project had to be put on hold until the right-of-way issue was resolved. After extensive research, it was determined, although the County right-of-way maps identified 100 feet of right-of-way along this corridor, approximately 40 feet of the right-of-way included in the initial design was never conveyed to the County. The right-of-way issue was not contemplated in the original contract and as a result of the limited right- of-way the design had to be reevaluated. As part of the ROW evaluation, other studies were commissioned, including a roundabout feasibility study. The study concluded that incorporating roundabouts into the design would address the limited right-of-way issues as well as promote safer vehicular and pedestrian traffic movement. With the 350+residential units slated to be constructed at the intersection of Bayshore Drive and Thomasson Drive coupled with the traffic generated by the Botanical Gardens,the intersection will fail at some point and require signalization. A signal will drastically change the character of the community, while a roundabout has been statistically proven to be a safer and aesthetically pleasing alternative that will accommodate the projected increased traffic. After numerous public meetings, a feasibility study and educational video on roundabouts, the Bayshore Beautification MSTU Advisory Committee approved incorporating a roundabout into the design and directed the engineer to move forward with redesigning the improvements into the limited 60 feet right-of-way. The time extension will provide for completion of the design services along Thomasson Drive from Bay Street to Normandy Drive and adequate time for post design services during construction phase to final completion of the project. The increase of$70,650.00 is for the required changes to the Scope of Work.The revised scope addresses the reduction in available right-of-way, defines the project limits and includes the addition of a possible roundabout at the intersection of Thomasson Drive and Bayshore Drive. The proposed roundabout and improvements at the intersection of Thomasson and Bayshore Drive are located within County owned right-of-way (Exhibit A). Staff will complete the following tasks prior to moving forward with the final design plans: • Staff will host another public meeting showing existing conditions and the alternatives to include a four way stop,signalization, and a roundabout. • Staff will share the comments from the public meeting with the CRA/MSTU and seek a recommendation to be carried forward to the BCC acting as the CRA. • A final alternative will be chosen by the BCC/CRA before moving forward with the final design plans. FISCAL IMPACT: The fiscal impact is $70,650.00. Sufficient funding is available in the Bayshore Beautification MSTU Fund(163)budget. GROWTH MANAGEMENT IMPACT: None.
