Agenda 10/11/2016 Item #16C1 16.C.1 10/11/2016 EXECUTIVE SUMMARY Recommendation to approve the annual rate resolution to establish the fees,rates,and charges for the use of Collier County Solid Waste Facilities,including landfill tipping fees,recycling drop-off center fees,and residential multi-family and commercial waste collection fees for Fiscal Year 2017 that funds the Fiscal Year 2017 budget for solid waste collection and disposal. OBJECTIVE: To set landfill tipping fees,recycling drop-off center fees,and residential multi-family and commercial waste collection fees for Fiscal Year 2017(FY17). CONSIDERATIONS: The Solid and Hazardous Waste Management Division's budget is primarily based on the annual mandatory solid waste collection and disposal assessments, and user fees for the Collier County Landfill,the Immokalee Transfer Station, the Hazardous Materials Collection Center, and the four recycling drop-off centers(Marco Island,Naples,North Collier and Carnestown). These fees are critical to sustaining the Board of County Commissioners(Board)-approved Enduring Guiding Principles, which provide directives toward obtaining best value solutions, preserving valuable landfill (disposal) airspace, and the proper disposal of solid waste generated in Collier County. Staff requested the rate consultant, Public Resources Management Group, to perform a revenue sufficiency study to identify the revenue stream necessary to carry out the mission of the Solid and Hazardous Waste Division. The consultant reviewed the operational and capital improvement needs for the ten year period beginning with the Fiscal Year 2017 budget. Initial findings indicated significant multiple year rate increases north of 30 percent. Staff worked to streamline the critical capital improvement needs, resulting in the recommended ten percent commercial and residential rate increase included in the approved fiscal year 2017 budget early enough in the ten year cycle to generate the revenues necessary to meet critical infrastructure needs, including construction of the Northeast Recycling Center to support population growth,the deep injection well for leachate storage and the road and utilities for the Business Resource Recovery Park on the north side of the landfill. The fees outlined in the recommended rate resolution support the Solid and Hazardous Waste Management Division's FY17 operating and capital budgets approved by the Board at the September 22, 2016, budget hearing. These rates provide the revenue necessary to collect, process, recycle, and/or dispose of the wide range of wastes generated in the county, including municipal solid waste, biomass (yard waste), construction and demolition materials, white goods and furniture, tires, electronics, household hazardous wastes, and recyclable materials such as paint, cardboard, scrap metal, glass and plastics. The proposed rates set the correct level of funding to retire costs associated with the demand for solid waste disposal, while planning for Collier County's future recycling and solid waste management needs. In FY17, the amount of biomass and construction and demolition materials accepted from individuals at the recycling drop-off centers will be further reduced from the amounts accepted in FY16 to ensure the county is not competing with private businesses. Residents will be encouraged to utilize the residential curbside collection program and private disposal facilities. Residential solid waste curbside collection services in Collier County includes twice a week trash pickup, once a week recycling pickup, on demand bulky item and electronics pickup, once a week biomass (yard waste) pickup, and guaranteed recycling services. Residential curbside rates for FY17 are $190.31 per residential unit for District I (greater Collier County), and $181.45 per residential unit for District II (Immokalee and northeastern Collier County), as approved by the Board at its September 13, 2016, meeting. The solid waste disposal service costs are supported by landfill tipping fees and the volume of disposed waste. Packet Pg.931 16 C 1 10/11/2016 FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated FY17 revenues of $12,802,600 (Collier County Landfill $11,782,400; Immokalee Transfer Station $920,200; recycling drop-off centers $100,000; reimbursement residential curbside tipping fees $7,306,800) for the Solid Waste Disposal Fund(470). The mandatory solid waste collection and disposal assessments will provide estimated FY17 revenues of$22,970,500 for the Mandatory Trash Collection Fund(473). GROWTH MANAGEMENT IMPACT: This rate resolution is in compliance with the Growth Management Plan,which provides for increased recycling and reuse of the solid waste stream. LEGAL CONSIDERATIONS: This item is approved as to form and legality,and requires majority vote for Board approval.-JAB RECOMMENDATION: That the Board of County Commissioners approves the annual rate resolution to establish the fees, rates, and charges for the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop-off center fees, and residential multi-family and commercial waste collection fees for Fiscal Year 2017,and authorizes the Chair to execute the Resolution.
