EXECUTIVE SUMMARY
Recommendation to approve an extension for completion of subdivision improvements associated
with the Valencia Golf and Country Club - Phase 2A (AR-8975) subdivision pursuant to Section
10.02.05 C.2 of the Collier County Land Development Code(LDC).
OBJECTIVE: To approve an extension for the completion of subdivision improvements associated with
the Valencia Golf and Country Club-Phase 2A subdivision.
CONSIDERATIONS: On May 9,2006,the Board of County Commissioners(Board) approved the final
plat of Valencia Golf and Country Club - Phase 2A for recording, and it was subsequently recorded on
June 8, 2006. Section 10.02.05 C.2 of the Land Development Code (LDC) requires the associated
subdivision improvements must receive final acceptance within 36 months of plat approval unless
extended by the County Manager or designee, the Board, or general law. The LDC allows the developer
to request 2 two-year extensions for completion and acceptance of the required improvements, which
developer has applied for and received. Moreover, the developer received additional extensions through
various legislation and Executive Orders. However, the extensions expired on May 9, 2014 and therefore
the Board must approve any further extensions because the developer has exhausted its administrative
options. The required subdivision improvements are substantially complete. On February 24, 2009, the
Development Review Division granted preliminary acceptance of the subdivision improvements. There
is a Performance Bond already in place as a development guaranty.
The property owner has requested that the Board approve an extension of the plat improvements final
acceptance deadline from May 9, 2014 to May 9, 2018. Therefore, the improvements must receive final
acceptance prior to May 9,2018 if the Board approves this extension.
FISCAL IMPACT: The County will realize revenues as follows:

Revenue generated by this project: Total: $600.00 Extension Fee
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for approval. -SAS
RECOMMENDATION: To approve the extension application for completion of required
subdivision improvements associated with Valencia Golf and Country Club - Phase 2A through May
9,2018.

Club — Phase 2A", approval of the standard form Construction and Maintenance
Agreement and approval of the amount of the performance security
OBJECTIVE:
To approve for recording the final plat of "Valencia Golf and Country Club — Phase 2A", a 6)
subdivision of lands located in Section 23, Township 48 South, Range 27 East, Collier County, .ca
Florida, following the alternative procedure for approval of subdivision plats pursuant to '2

CONSIDERATIONS:
Engineering Review Section has completed the review of the construction drawings, f2
specifications, and final plat of"Valencia Golf and Country Club — Phase 2A". These documents g
are in compliance with the County Land Development Code and Florida State Statute No. 177.
All fees have been paid. Security in the amount of 10% of the total cost of the required
improvements, and 100% of the cost of any remaining improvements, together with a W
Construction and Maintenance Agreement for Subdivision Improvements, shall be provided and ,73
accepted by the Engineering Services Director and the County Attorney's office prior to the 0
recording of the final plat. This would be in conformance with the County Land Development

Engineering Services Department recommends that the final plat of "Valencia Golf and Country
Club — Phase 2A" be approved for recording.
FISCAL IMPACT:
