Agenda 09/13/2016 R Item #16D 5 09/13/2016 EXECUTIVE SUMMARY Recommendation to approve the submittal of a grant application for the FY 15/16 Federal Highway Administration Flexible Funds in the amount of $497,000 through the Federal Transit Administration Transit Award Management System (TrAMS), approve a budget amendment and authorize, pre-award and the execution of the funding award agreement after the new application is input in TrAMS to allow continuous operation of the Collier Area Transit system. OBJECTIVE: To obtain grant funds to make day to day operations more efficient and provide for a better customer experience. CONSIDERATION: Each year the Collier Metropolitan Planning Organization Board adopts Congestion Management System project priorities which are provided to the Florida Department of Transportation (FDOT) for funding in the work program. Collier County has been provided $497,000 in Fiscal Year 15/16 to acquire and deploy technology such as real-time bus information, mobile ticket purchasing and use, website upgrades for mobile technology compatibility; Wi-Fi on the buses; automated interactive voice response telephone system, wireless data communications interfaces as well as extended warranty for previously purchased hardware and software. In order to utilize these funds for a transit project,a grant application must be entered into the Federal Transit Administration(FTA)Transit Award Management System(TrAMS). After the grant is entered into TrAMS for FTA review,the normal process would be to wait for their approval before funding is utilized.However,FTA does allow for the utilization of pre-award authority if the grantee elects to. Staff would like to utilize the pre-award authority in order to avoid a lapse in warranty coverage for the previously purchased ITS hardware and software. The current warranty will expire prior to the execution of the grant through normal processes. The grant process requires transit projects to provide a 20%match. Collier County has requested approval from the FDOT for the use of toll revenue credits in the amount of$124,250 as a soft match for the grant. After review and approval by FTA, the grant award is electronically executed in TrAMS by the Collier County BCC appointed designee, Steve Carrell. Public Transit & Neighborhood Enhancement and Office of Management and Budget grant compliance staff will also use this electronic system to manage the projects and submit all required reports. FISCAL IMPACT: Collier County has approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of$124,250 as soft match for $497,000 in FY16 Capital Grant Funds. A budget amendment is required in FY16 in the amount of $497,000 to recognize the grant revenue funds to CAT Grant Fund(424),Project 33483. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board approval.JAB GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary.
